Minutes of Council meeting held July 2, 2013
Minutes of Clerical Committee meeting held July 9, 2013
Motion and second were made by Aldermen Ellis/Pickel to accept the minutes, bills and treasurer's
report as presented and place them on record.
The motion carried by voice vote and was unanimous.
Treasurer Kathy Luker reported that the total amount of the bills being paid this month total
$524,740.20.

COMMlTTEE REPORTS:
FINANCE- ALDERMAN JUSTIN NELSON, CHAIRMAN
TOWER ONE REPAIRS
The estimate for the repairs for tower one is $3,200.00. Keith Plavec reported that three bid packets
were sent out and are due back this Friday for the repairs to the fire department building.
CANTON WATER TREATMENT PLANT EXHAUST FAN REPLACEMENT QUOTES
Two different models were considered for the exhaust fan replacement at the water treatment
plant. The recommendation is to approve the Spoon River Mechanical bid of $10,930.00 to
remove the current system and replace it with the exhaust fan. This will be paid from the bond
fund.
Motion and second were made by Aldermen Justin Nelson/Putrich to approve the quote from Spoon
River Mechanical in the amount of $10,930.00 for the WTP exhaust fan.

PUBLIC WORKS STAFFING REQUEST
Last week the request was made to fill three positions in the public works department. The requested
positions are to fill positions that have become vacant due to terminations, permanent disability,
transfers etc. These positions are budgeted.
Motion and second were made by Aldermen Ellis/Putrich to allow the hiring of 3 public works
employees.

LEGAL & ORDINANCE
ALDERMAN CRAIG WEST, CHAIRMAN
BACK TO SCHOOL BASH SPECIAL EVENTS AND ROAD CLOSURE REQUEST
The Covenant Church along with seven other churches has sponsored the back to school bash
for the past two years. The event this year will be held on July 28, 2013 from 3:00-S:OOpm at
Jones Park. The parking lot across from the police station will be closed.
Motion and second were made by Aldermen West/Pickel to approve the event.

ST. MARY'S CHURCH ANNUAL FESTIVAL TO BE HELD AUGUST 17 2013
Motion and second were made by Aldermen West/Jim Nelson to send to the public safety committee.
The motion carried by voice vote and was unanimous.

REQUEST FOR A CLASS A LIQUOR LICENSE FROM CANTON SOUTHERN BAR AND GRILLE
LOCATED AT 725 W LOCUST STREET
Motion and second were made by Aldermen West/lustin Nelson to send to the public safety committee
next week.
The motion carried by voice vote and was unanimous.
57 NORTH FOURTH AVENUE - REQUEST TO WAIVE CURRENT LIENS FOR PURCHASE OF
PROPERTY
Chuck Kinsel would like to purchase the property at 57 North 4th Avenue; however the current
owner has liens from the City for mowing and water bills. The mowing lien is for the amount of
$3,200.00 and the water lien is approximately $1,000.00. Chuck would like to purchase the
property for a driveway and parking. His request is to waive the liens. The City would more
than likely have to demolish this property in the future- which would be costly for the City.
(Approximately $8,000.00) The City wil) have an agreement prepared by the City Attorney that
would relieve the liens if the property was purchased.
Motion and second were made by Aldermen Justin Nelson /Ellis to approve the waiver of the current
liens at 57 North 4th Avenue with the stipulation that the property is purchased by Chuck Kinsel.
Attorney Bruce Beal suggested amending the motion by eliminating the name Chuck Kinsel from the
previous motion.
Amended motion and second were made by Aldermen Justin Nelson/Ellis to remove the name from the
previous motion.

COMMUNITY & INDUSTRIAL DEVELOPMENT
ALDERMAN TAD PUTRICH
CANTON MOTORCYCLE CLUB AGREEMENT
Attorney Bruce Beal stated that he needs a copy of the motorcycle club contract to review before any
further action is taken. The proposal is to have the club pay the $250.00 upfront cost and then deduct
it from the gate costs. (1/2 of the proceeds). The language in the current contract referring to the
pollution of Canton Lake should be removed. The language in the contract referring to the taxes being
paid by the club should also be removed.
The motorcycle club would need to contact the County for a permit.
Motion and second were made by Aldermen Justin Nelson/Pickel to accept the agreement subject to
the proposed changes.
