Motion and second were made by Aldermen Jim Nelson/Pasley to go into executive session for
the purpose of employment matters (ILCS 5 120/2 (c )(1 )

The regular scheduled Mechanical Committee returned to open session following the executive
session for regular business.
POLICE REPORT
Multiple vehicle burglaries have recently taken place in the City. The vehicles broken into have
not been locked. The police department is asking the public to be sure to lock their vehicles.
The City recently had a theft at Greenwood Cemetery where multiple vases were stolen. Two
arrests were made as a result of the theft at the cemetery.
The City is still investigating the criminal damages to the headstones at Greenwood Cemetery.
Anyone with any information is encouraged to contact the police department or crime
stoppers.
REQUEST TO UPGRADE VIDEO EQUIPMENT AT THE CITY HALL/POLICE DEPARTMENT
At the Strategic Budget Planning Session held at the beginning of the fiscal year we discussed
the need to upgrade the video equipment consisting of cameras and DVR which are 12 years
old. We have already replaced the audio and one color camera in the booking area with
bonding fees to help with liability issues but the DVR has been experiencing some problems
and we are also in need of adding a camera to the west parking lot which would help identify
persons damaging both police and employee cars as well as monitoring people coming and
going from the City Hall/Police building. The old black and white cameras in the two holding
cells, sally port and interview room would also be upgraded to color cameras. Total cost
through COPS Inc. out of Peoria is $13,090.00. As you know $10,000.00 was budgeted out of
01-51-503 (Police Department Capital) and $3,090.00 would come from our Bonding Fees
Account. Attached is the quote from COPS Inc.
The request is to receive Council approval to accept the quote of $13,090 from COPS Inc. to
upgrade the video system at the City Hall/Police Department.
Motion and second were made by Aldermen Jim Nelson/Pickel to send to Council for approval.
The motion carried by voice vote and was unanimous.
Further discussion took place regarding the possibility of having a camera on the east side of
the police department for viewing of Jones Park.

DISCUSS AND CONSIDER WAL-MART TAX APPEAL
The City needs to create a resolution to request intervention with the appeal process with Wal-
Mart. The outside appraisal on the property is considerably less than the assessed value. The
property tax appeal tax form would be submitted. Alderman Jim Nelson recommends creating
a resolution to intervene with the other taxing bodies. The deadline for filing would be August
4, 2013.
Motion and second were made by Aldermen Jim Nelson/Pickel to create a resolution for
intervention.
The motion carried by voice vote and was unanimous.
DISCUSS AND CONSIDER CONCEALED WEAPON RESTRICTIONS
Attorney Bruce Beal explained that some restrictions apply to the concealed carry proposal.
Some restrictions will include daycares, municipal buildings, jails and hospitals. These areas are
all specified in the act. Establishments primarily serving alcohol, playgrounds, parks,
universities, race tracks casinos, libraries, airports, amusement parks, zoo's and museums are
also included as areas prohibited.
Attorney Beal suggests developing a committee to decide what areas in town will be listed as a
prohibitive carry area. Once the bill is signed, it becomes effective immediately without a
waiting period. If these areas are designated ahead of time, the 4x6 signs can be posted in the
areas in advance.
Another thing to consider is when a permit is issued for a special event (if not already a
prohibited area) the sign would have to be put up that would prohibit hand guns at that event.
PUBLIC SAFETY DIRECTOR EMPLOYMENT AGREEMENT
This is under review and will be brought back for further discussion.
JACK'S REQUEST FOR SPECIAL EVENT JULY 12. 2013
A request was submitted from lack's for a special event to be held July 12, 2013. The event will
be held inside the beer garden at lacks; however the request is to extend the hours for outside
music until midnight. Alderman Jim Nelson explained that Billy's will be holding a fundraiser
"Red Dog Event' on the same day.
Motion and second were made by Aldermen Jim Nelson/Lovell to approve the request.
The motion carried by voice vote and was unanimous.
Alderman Ellis suggested allowing the Red Dog event at Billy's be allowed to extend the outside
music until midnight.
STREETS & GARBAGE
ALDERMAN DAVE PICKEL
CHAMBER OF COMMERCE BUSINESS & COMMUNITY DEVELOPIVIENT COMMITTEE- ADOPT A
STREET PROGRAM
Susan Miller from the Chamber of Commerce explained that the committee would like to
announce a new program called Adopt a Street. The Chairman is Pastor Greg White and several
other individuals are on the committee.
The Adopt A Street program is a liter pickup program that will allow individuals, community
groups and businesses to adopt a street for liter pickup. The groups will be responsible for
cleaning up the designated sections at least four times a year for a minimum of two years. The
volunteers can obtain garbage bags and safety vests from City Hall. The bags will be left on the
street for the City to pickup. The groups/individuals adopting a street will be asked to pay
$100.00. The fee will be used to install a street sign that shows what group/individual has
adopted the street. A certificate will also be issued that can be displayed in their business. If
anyone is interested you can contact the Chamber at 309-647-2677.

signs and purchasing of vests
The motion carried by voice vote and was unanimous.
Alderman Pickel explained that he has received a few phone calls regarding a very large pothole
on the street behind the old Heilig Meyers building. City Engineer Keith Plavec explained that
K-Mart is responsible for parking lot.
LAKE, BUILDINGS & GROUNDS

DISCUSS AND CONSIDER IMPROVEMENTS TO THE PLAYGROUND AREA AT CANTON LAKE
Jason Strandberg is still in the middle of getting quotes for playground equipment at Canton
Lake. One of the quotes received was from Gametime. The quote ($17,000.00) includes
everything from equipment, flooring and border.

Jason further explained that the cost of the playground equipment could be changed depending
upon the addition or removal of certain items, but the cost of installation needs to be a
consideration.
Jason Strandberg asked for some direction on how to proceed and what cost the committee
would like to consider.
After further discussion it was recommended to stay within a range of $15,000-$17,000.00.
This will be brought back to the next finance committee meeting for further discussion.
CAMPGROUND SHELTER ESTIMATES
Kemper Construction and Brent Doerr submitted proposals for the campground shelter. Some
discussion took place regarding using a carport type shelter over a concrete floor for a
campground shelter. The bid was to remove the top soil, providing two inches of sand, pour a
four inch concrete slab (20x22) furnish and install the 18x20 carport that would be 8 feet high.
The cost from Brent Doehr was $9,047.81. Kemper Construction's quote was $11,160.00.
Prevailing wages must be paid. It was decided that this would be the most economical product
for the campground.
Motion and second were made by Aldermen Lovell/Ellis to send the quote from Brent Doerr in
the amount of $9,047.71 to Council for consideration.
Further discussion took place regarding going back to the bidders to receive new quotes.
Motion and second were made by Aldermen Lovell/Ellis to resend the previous motion to
receive further bids.
The motion carried by voice vote and was unanimous.
DISCUSS AND CONSIDER DOWNTOWN TREE MAINTENANCE
Jason Strandberg explained that several people have commented about the downtown trees
that have become overgrown. The City has previously discussed the downtown streetscape
program. This streetscape program would have 9 of the 19 trees removed during phase one of
the streetscape. It was determined that the business owners could work directly with the
Mayor about removal of these trees.
DISCU55 AND CONSIDER CANTON MOTORCYCLE CLUB AGREEMENT
The Canton Motorcycle club would like to hold an event at the old motorcycle club. An
agreement was created by former City Attorney Peterson. The motorcycle club had a few
questions on the agreement. This will be brought back on the July 9t" meeting agenda.
PUBLIC WORKS, WATER & SEWER
ALDERMAN GERALD ELLIS, CHAIRMAN
STORM BAR SCREEN MODIFICATION BID RESULTS
Three bids were received for this project. Kemper Construction was the low bidder with a price
of $151,340.00. This will be paid from the bond funds.
Motion and second were made by Aldermen Ellis/Jim Nelson to send to Council for
consideration.
The motion carried by voice vote and was unanimous
2013 MFT SEAL COAT BID RESULTS
One bid was received from R. A. Cullinan in the amount of $117,764.50. The engineers
estimate was $73,786.00. The recommendation from Maurer and Stutz is to reject the bid and
re-bid this at a later date.
Motion and second were made by Aldermen Ellis/Jim Nelson to reject the bid received.

2013 MFT RESURFACING BID RESULTS
One bid from R. A. Cullinan was received in the amount of $338,952.62. The estimate was
$330,000.00. The recommendation is to accept the project and award the project to R. A.
Cullinan and pay from the MFT account
Motion and second were made by Aldermen Ellis/Pickel to accept the bid in the amount of
$338,952.62
The motion carried by voice vote and was unanimous.
WWTP PUMP, VALVE AND ELECTRICAL IMPROVEMENTS PROJECT (APPROVAL TO GO OUT
FOR BID
Three projects are being considered. The first project is to remove the pumps and upgrade the
eastside pump station ($175,000.00 was budgeted). The second project is to refurbish the
primary clarifier gear boxes at the west plant. ($100,000.00 for this project) The third project is
to replace the electric control panels and install VFD's at the west plan ($40,000.00) Keith
Plavec is looking at making these three separate projects. The total should be around
$315,000.00 for all three projects.

BEECH STREET STORM SEWER IMPROVEMENTS (DISCUSSION)
Information is being sent to the Attorney for review.
APPLICATION FOR PAYMENT FROM ROY KEITH ELECTRIC FOR SOUTH SIDE SEWAGE PUMPING
STATION-GENERATOR SET IMPROVEMENTS
The current generator is being replaced and the new unit is installed. The State Fire Marshall
will need to give approval after inspection. It is the recommendation to approve the project in
the amount of $110,183.85.
Motion and second were made by Aldermen Ellis/lovell to send to Council for approval.

PUBLIC WORKS----- ORDINANCE
An ordinance was amended a few weeks ago regarding grass clippings. The clippings should not
be blown into the streets. The public works department is warning people as they see people
putting the clippings on the streets.
