RESOLUTION NO. 4029
A RESOLUTION ASCERTAINING THE PREVAILING RATE OF WAGES FOR
LABORERS, MECHANICS AND OTHER WORKMEN EMPLOYED IN ANY PUBLIC
WORKS BY THE CITY OF CANTON, ILLINOIS.
WHEREAS, the State of Illinois has enacted "An Act Regulating Wages of Laborers,
Mechanics and Other Workmen Employed in any public warks by the State, County, City or any
Public Body or any Political Subdivision or by Anyone Under Contract for Public Works,"
(hereinafter referred to as the "Act") as set forth in 820 ILCS 130/1 through130/12 of the Illinois
Compiles Statutes, 2010; and,
WHEREAS, said Act requires the City of Canton, Illinois to investigate and ascertain the
prevailing rate of wages as defined in said Act for laborers, mechanics and other workmen in the
locality of the City of Canton, employed in the construction of public works for said City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CANTON, ILLINOIS.
1. The prevailing rate of wages in this locality for laborers, mechanics and other workmen
engaged in the construction of public works coming under the jurisdiction of the City of Canton
is hereby ascertained to be the same as the prevailing wage for construction work in the Fulton
County area as determined by the Department of Labor of the State of Illinois as of June 1, 2013,
a copy of which is attached hereto and made a part by reference as Exhibit "A."
2. Nothing herein contained shall be construed to apply said prevailing rate of wages to any
work or employment except public works construction of the City of Canton to the extent
required by the Act.
3. The City Clerk of the City of Canton, Illinois shall publicly post and keep available for
inspection by any interested party in the main offices of this City of Canton this determination of
the prevailing rate of wages.
4. The City Clerk of the City of Canton, Illinois shall mail a copy of this determination to any
employer, and to any association of employers and to the person or association of employees
who have filed, or file, their names and addresses, requesting copies of any determination stating
the particular rates and the particular class of workmen whose wages will be affected by such
rates.
5. The City Clerk of the City of Canton, Illinois shall promptly file a certified copy of this
Resolution no later than July 15t" with both the Secretary of State, of the State of Illinois, and
Department of Labor, of the State of Illinois.
6. The City Clerk of the City of Canton, Illinois shall cause to be published in the Canton Dailv
Led~er a notice of this determination of this public body.
7. This Resolution shall be in full force and effect upon its passage by the City Council of the
City of Canton, Fulton County, Illinois and approved by the Mayor thereof.

CEMENT MASONS (NORTHWEST) - That part ot the county west of a
North-9outh line West of Farmington and Canton and Noith of an
East-West line NoYth of Cuba.
The follo+~ing list is conaidered as those days fo= which holiday rates .
of wages for wozk performed apply: New Years Day, Memorial Day,
Fourth oP 3uly, Labor Day, Thanksqivinq Day, Christmas Day and
Veterans Oay in some clasaifications/counties. Generally, any of
these holidays which #all on a Sunday is celebrated on the following
Monday. This then makes work performed on that Monday payable at the
appropriate onertime ra[e for holiday pay. Co~on practice in a given

Oil aad chip resealing (06C) means the application of road oils and
liquid asphalt to coat an existing road surface, followed by
application of aggregate chips or gravel to coated surface, and
aubsequent rolling af material to seal the surface.

ASBESTOS - GENERAI. - removal of asbastos material/mold and hazardous
materials from any place in a building, including mechanical systems
where those mechanlcal syatems are to be removed. Thia includes the
removal of asbeatoa materials/mold and hazardoua materials from
ductwork or pipes in a buzlding when the building ia to be demolished
at the time oY at SOme close future date.

less than 16 ton. A-frame winch trucks, hydrolift trucka, vactor
truCks os aimilar equipment when uaed for traneportation purpose9.
Fork lifts over 6,000 lb. capacity, winch trucka. four axla
combination units, and ticket writers.
Class 3. Two, three ot four axle trucke hauling I6 ton oz more.
Drivers on water pulls, articulated dump trucks, mechanics and
working Porepersona, and dispatchers. Five axle or more cambination

Class 9. I,aw Boy and Oil Distributors.
Class 5. Drivers who require special protactive clothing while

TRUCK DRIVER - OIL AND CHIP RESEALING ONLY.
Thi9 shall encompass labozers, workers and meChanics who drive
contiactor ox aubcontractoz oNned, leased, or hired pickup, dump,
servlce, oz oil diatributor tzucks. The work includes tranaporting
materiale and equipanent (including but not 1Jmited to, oils, aggregate
supplies, parta, machinezy and tools) to or from the job aite;
distributing oil or liquid asphalt and aqgcegate; stock piling
material when in connecLion with the actual oil and ~hip contract.
The Truck Driver {oil 6 Chip Resealinq) wage classification does not
include aupplier delivered materisls.

For definitions of clasaifications not otherwise set out, the
Department generally has on fi2e auch definitiona which are
available. If a task to be perfornred ia not subject to ane of the
claesifications of pay aet out, the Department will upon being
contacted state which neighboring county has such a classification and
provide such sate, euch rate being deemed to exist by z'eference in
this document. If no neighboring county rate applies to the task,
the Depaztment ahall undertake a sp8Cia1 determination, auch spec3al
determination being then deemed to have exiated under thia

Landscapinq work falla under ttse existinq clasaificationa for laborer,
operating enqineer and truck driver. The work performed by
landacape plantsman and landscape laborer is covered by the existing
classification of laborer. The work perfozmed by landscape operaiors
(seqardless of equipment used ot ita size) is coveretl by the
c]aesificationa of operating engineera The work perfozmed by
landscape truck d=3vers (reyardlesa of aize of truck driven) is
covered by the clasaifications of truck driver.
