RESOLUTION
FOR TEMPORARY CLOSURE
OF ASTATE-MAINTAINED ROADWAY FOR A PUBLIC EVENT

WHEREAS, Section 4-408 of the Illinois Highway Code authorizes the Department of
Transportation to issue permits to local authorities to temporarily close portions of state highways for
such public purposes;
NOW, THEREFORE, BE IT RESOLVED by the _ t>

BE IT FURTHER RESOLVED that this closure shall occur during the approximate time period
between I O : ~ and 1 O : ?~[~ ~ on 1~) nv~a,,., ~r ~~I~n ~cx> I
BE IT FURTHER RESOLVED that this closure is for the public purpose of a
BE IT FURTHER RESOLVED that traffic from that closed portion of highway shall be detoured
over routes with an all weather surface that can accept the anticipated traffic, which will be
maintained to the satisfaction of the Department and which is conspicuously marked for the benefit
of traffic diverted from the state highway. (The parking of vehicles shall be prohibited on the detour
routes to allow an uninterrupted flow of two-way traffic.)* The detour route shall be as follows:

BE IT FURTHER RESOLVED that the ~ ~ assumes full responsibility for the
direction, protection and regulation of the traffic during the time the detour is in effect.
BE IT FURTHER RESOLVED that police officers or authorized flaggers shall, at the expense of
,the , be positioned at each end of the closed section and at other points (such as
intersections) as may be necessary to assist in directing traffic through the deto~
BE IT FURTHER RESOLVED that police officers, flaggers and officials shall permit emergency
vehicles in emergency situations to pass through the closed area as swiftly as is safe for all
concerned.
Be it further resolved that all debris shall be removed by the C'+ prior to reopening
the state highway(s).

BE IT FURTHER RESOLVED that such signs, flags, barricades, etc., shall be used by the
,~ as may be approved by the Illinois Department of Transportation. These items
shall be provided and installed by the

Illinois Manual on Uniform Traffic Control Devices for Streets and H' wa s.
BE IT FURTHER RESOLVED that an occasional break shall be made in the procession so that
traffic may pass through. In any event, adequate provisions will be made for traffic on intersecting
highways pursuant to conditions noted above. N( OTE: This paragraph is applicable when the
RESOLUTION pertains to a Qarade or when no detour is required.)
BE IT FURTHER RESOLVED that the .~s . ~.rrrar~~ereby agrees to assume all liabilities and
pay all claims for any damage which shall be oce y ~oried by the closing e?escribed above.
BE IT FURTHER RESOLVED that the `~ ,~.m~~~3 shall provide a comprehensive general

liability insurance policy or an additional insured endorsement in the amount of $100,000 per
person and $500,000 aggregate which has the Illinois Department of Transportation and its officials,
employees and agents as insureds and which protects them from all claims arising from the
requested road closing.
BE IT FURTHER RESOLVED that a copy of this RESOLUTION be forwarded to the Department
of Transportation to serve as a formal request for the permission sought in this
resolution and to operate as part of the conditions of said permission.

Dear Kathy,
Enclose you will fmd a copy of your club's Resolution that was passed by the City
Council on September 2"d for a Santa Parade on November 24`h. I have sent a copy of the
resolution to the Illinois Department of Transportation for their approval to close I1 Route
9 & 78. When I have received their okay I will send you a copy.
I need for you to ask your club for the following! Will the club send a letter to my office
to agree to assume any liabilities and pay any claims that may arise from the road
closings necessitated by the Canton Junior Women's Club Parade to be held on
November 24`h? The City Council has always wanted to see the accompanying letter
with the Resolution, but did not ask for this letter at the meeting.
I wish the Canton Junior Women's Club much success in all their endeavors, and thank
all of them for your hard work and dedication of your commitment to what makes this
city what it is, unique in every way.

This letter is to inform you that the Canton Junior Woman's Club carries a liability policy
with Countries Companies Insurance Company. Due to the annual Santa Parade, on
Saturday, November 24`r', the intersection of First Avenue and Illinois Routes 9 and 78
must be closed for a short period of time. The Junior Woman's Club will assume any
liability and pay any claims that may arise from this road closing. We thank you for your
help in securing the details to make this parade better than ever before.

Gentlemen:
In accordance with your request and in reliance upon conditions noted in your
RESOLUTION dazed September 2, 2001, the Illinois Department of Transportation
grants the City of Canton permission, subject to the aforesaid conditions, to
temporarily close a portion of estate-maintained highway as specified in this
RESOLUTION on Saturday, November 24, 2001, between 10:00 a.m. and
10:30 a.m., for a public event.
If requested, signs for the temporary closure are available on a loan basis through the
Department's Traffic Operations Section Sign Shop located at 5826 North Knoxville
Avenue, Peoria. Arrangements maybe made through Mr. Wesley Dick of that office
by calling 693-5175 weekdays between 7:30 a.m. and 4:00 p.m. It will be the
responsibility of the borrowing agency to ensure that all materials are returned in
good condition to the location from which they were obtained.
