DISCUSS. CONSIDER AND VOTE ON PUBLIC SAFETY DIRECTOR ORDINANCE
Attorney Bruce Beal explained that the Director of Public Safety position has been created by
Mayor Fritz. Bruce Beal worked with Mayor Fritz on the language in the ordinance. Some of
the language being presented was brought forward by different ordinances in different cities.
The ordinance creates the position for a Public Safety Director for the police and the fire
department. The creation, appointment, oath, bond, duties and responsibilities are included
in the proposed ordinance.
The City currently has under section 5-1-2 and 6-1-2 descriptions of what the Chief of Police
and what the Chief of Fire duties include. These are referenced under the new Public Safety
Director position. Anywhere you see the word Fire Chief or the word Police Chief in the
current code it would be referenced to the Public Safety Director position. Attorney Bruce Beal
will prepare a formal ordinance for next week's meeting with the proposed changes.
Attorney Bruce Beal stated that he is comfortable with the changes in the ordinance and would
recommend the proposed ordinance be sent to Council for consideration.
Further discussion took place regarding the number of officers, lieutenants and sergeants
within the police department. Attorney Bruce Beal explained that the statute states that you
cannot fill your department beyond those that are authorized by the City. You are under no
obligation to fill all of the spots-it is the budget that determines how many you can afford to
hire. It was recommended by Alderman Jim Nelson to change the word from "shatl" to "may
consist up to" in reference to the number of employees authorized in the department.
Mayor Fritz recommended that the salary for the Director of Public Safety be split between the
two different departments for budgeting purposes.
The total number of officers within the police department after the proposed changes will be:
Director Public Safety 1
Deputy Chief 1
Lieutenants 5
Sergeants 3
Patrol 15
Alderman West made the recommendation to send the ordinance to Council with no
recommendation.
ADJOURNMENT
Motion and second were made by Aldermen West/Justin Nelson to adjourn into executive
session for the purpose of employment appointment matters. 5 ILCS 120/2 O(1J
