A regular meeting of the Canton City Council was held on March 19, 2013 (6:30PM) in the Council
Chambers, The Donald E. Edwards Way-50 North 4th Avenue, Canton, Illinois 61520.

PUBLIC PARTIC/PATION
Kevin Williams wanted to talk about the watershed at Canton Lake. Kevin explained that he lives in
Copperas Creek for over 20 years. Kevin further explained that he has been chairman of the watershed
at various times. In the past the committee has worked with the DNR to make it a strategic watershed.
The group made sure they had the right items in place as they competed for federal and state dollars for
conservation work. The best way to compete is to have the right applications and the right words to
describe what the watershed was. Today the group is not able to call it "strategic" because they are not
significantly different compared to all of the other watersheds. It is a very important watershed, but it
can't be called strategic to separate it from all of the other watersheds. It is an important watershed
and needs to have attention placed upon it. The coal mine must have due diligence placed in the
project. Kevin further explained that he has great confidence in Greg Arnett and the group involved.
There are regulations to make sure that when the coal mine comes it is governed and put into place
properly.
Bill Dodds is the CEO of Spoon River Electric Cooperative. Bill explained that he is at the meeting to give
an update on the Prairie State Energy Campus. The project is a 1600 mega watt plant located in
Washington County. The plant is one of the newest and cleanest plants in the nation. It was a five
billion dollar project that was just completed at the beginning of this year. The 10 year process was a six
year permitting process and a four year construction project. During the four years the project was
recognized as the largest construction project in the world. Bill further explained that 8% of the plant is
owned by Spoon River Electric and nine other coops in the state of Illinois. This is important to the City
Council because it serves 60% of the prison load as well as 60% of rural Fulton County load. It's a project
that they are very proud of and furthermore a project that should be an example of where people set
aside their personal agendas and come together to work for the best interest of everyone involved.
A video of the project was presented to the Council for viewing.
Cindy Skukrud with the lllinois Chapter of the Sierra Club.
Cindy explained that she is at the meeting to talk about protecting Canton Lake and the water quality of
the lake. Cindy has worked for a clean water advocate for the Illinois Chapter of the Sierra Club for the
past several years. During this time she has worked with many citizens groups to protect the water
quality in rivers, streams and lakes. For a number of years Cindy has had the privilege to work with
CACEI in their efforts to protect Canton Lake from the strip mine. The strip mine is proposed to be
placed in the west branch copperas creek watershed that feeds Canton Lake. The Illinois EPA is
investing their resources to make sure that the lake meets state water quality standards. The Illinois
EPA has hired the Illinois State Water Survey to study the lake and develop a cleanup plan. The next
phase of the work the state water survey will use computer modeling to determine the pollutant input
reductions that are needed to fix the water quality of the lake. Specifically they will determine the
reductions necessary to meet water quality standards. The group will look at soil erosion that runs into
the lake. The group will work with the community to develop a plan which is scheduled to be completed
by luly 2015. The cleanup plan is only looking at current sources of pollution to the lake. It does not
include the North Canton Mine which would be a significant new source. At this date the Illinois EPA has
not issued a clean water permit for discharges from the proposed mine. The IEPA has not certified that
the mines plan to impact tributaries to both the west branch and the middle branch watersheds of
Copperas Creek. IPEA needs to make that certification before the Army Corp of Engineers would issue a
permit that allow the mine to proceed.

SCOUT TROOP 104
The Boy Scout Troop 104 is working on their citizenship merit badge. The troop came to this evenings
meeting to gain some information on city council and committee proceedings.

Motion and second were made by Aldermen Hartford/Pickel to accept the minutes, bills and treasurer's
report as presented and place them on record.
The motion carried by voice vote and was unanimous.

APPLICATION FOR PAYMENT NO 7 FROM ALL SERVICE CONTRACTING WTP FILTERS 1& 3 IN THE
AMOUNT OF 573.467.00
Motion and second were made by Aldermen West/ Nelson to approve the application for payment No 7
in the amount of $73,467.00 from the bond funds.

LEGAL & ORDINANCE

CRUISE IN SPECIAL EVENT
The annual Cruise In is scheduled for June 14, 2013 in Canton from 4:00-8:OOpm. Last year the event
brought in more than 300 cars and hundreds of people making it a very successful event. The request
this year includes street closures as previously presented with the addition of part of the parking lot
behind the City building and from 15t Avenue down 2"d Avenue on Elm Street. The event will bring
between 3-5,000 people to the downtown area.
Motion and second were made by Aldermen Nelson/Pasley to approve the Cruise In.
The motion carried by voice vote and was unanimous.
FARMERS MARKET SPECIAL EVENT
Last year the City held a farmers market in Jones Park that turned out to be very successful.
The request is to hold the event again this year with access to the parking lot across from
CEFCU. This would allow vendors to bring in produce in trucks. The events would be held
Saturday's in June, July, August and September. The event will run from 8:00-11:OOam. The
Spoon River Partnership has included this event on their insurance policy and has named the
City of Canton as additional insured.
Motion and second were made by Aldermen Pasley/Pickel to approve the Farmers Market.
The motion carried by voice vote and was unanimous.
SOCK HOP SPECIAL EVENT
The request is to hold a Sock Hop Special Event and a small cruise in on September 10, 2013.
The request also includes closure of South Main from Pine to Elm Street. A certificate of
insurance will be required prior to approval.
Motion and second were made by Aldermen Pasley/Hartford to approve the Sock Hop event.
The motion carried by voice vote and was unanimous.

NEGOTIATIONS, GRIEVANCE & PERSONNEL

COMMUNICATIONS FROM MAYOR MEADE:
INGERSOLL BOYS BASKETBALL TEAM RECOGNITION
Mayor Meade recognized the Ingersoll Boys Basketball Team. Mike Emery is the coach for the boy's
basketball team. The basketball team took 4th place in the state tournament.
SERVICES FOR ERNIE RUSSELL
Ernie Russell was the Interim Fire Chief for Canton previously. Ernie recently passed away. The
visitation will be held Thursday from 4:00-8:OOpm. The funeral will be held Friday at 10:30am at Sacred
Heart Church in Peoria.
PROCLAMATION ON COMPLETE STREETS.
A proclamation for streets and sidewalks that are accessible to people was recently issued. The group
involved with the project thought that Canton had the best streets and sidewalks in a four county area.
The group will be donating two bike racks to place in the downtown area.
RETIREMENT OF FIRE DEPARTMENT SECRETARY- KAYMA DUNCAN
Kayma Duncan has been a secretary in the fire department and has been employed by the City for 35
year. Kayma is the longest serving employee in the City of Canton and recently submitted a letter of
retirement. Kayma will be retiring this Friday from the City.
THANK YOU CARD FROM CHRIS AND KATHY HARMON
A thank you card was sent to the City by Chris and Kathy Harmon for the recent meeting held with the
landlords. The meeting with the landlords was held to discuss issues concerning water rates and the
impact in landlords/tenants.

TRUANCY PROJECT
Mayor Meade presented a check in the amount of $725.00 for their truancy projects. The City of Canton
passed a truancy ordinance a few years ago. The City of Canton has the best attendance record in the
Mid-Illini Conference. The City encourages partnerships between the City and the School District.

A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND THE POLICE
BENEVOLENT AND PROTECTIVE ASSOCIATION AND AUTHORIZING AND DIRECTING THE MAYOR AND
THE CITY CLERK TO EXECUTE SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON, ILLINOIS. # 4019
Motion and second were made by Aldermen Pickel/Hartford to approve resolution and place it on file.
Kent McDowell explained that he feels there was a misunderstanding. The police department was the
only unit in the City that does not get their birthday off. The sick leave is an issue that the union thought
was taken care of. Kent McDowell explained that there is some confusion in the union and they all
thought these two issues were done and over with. Kent explained that the Council can correct this and
would not be any additional cost to the City.
Attorney Peterson explained that this was a matter that was arbitrated. You can approve or not
approve this contract, however the arbitrator ordered this--- and this is what the Council would be
approving. The issues on birthdays and buybacks was not on the list of agreed to items that was
submitted to the arbitrator. They actually go through arbitration list of agreed upon items. The
arbitration transcript it lists the agreed upon items. The birthday and the buyback were not brought up
nor was it objected to by the attorneys for PBPA. The union did not bring up the issues at arbitration
nor did they submit them in the post arbitration briefs. Attorney Peterson further explained that there
is one place in the transcript where it references the language of (we are willing to add an additional
holiday 10- Martin Luther King Day to the contract.) If the birthday was already agreed to Martin Luther
King Day would have been the 11`h holiday being added. The contract as drafted does not include the
sick day buy back or the birthday. Attorney Peterson suggests approving the contract and as an
addendum lay out what the telecommunicators schedule is. This will prevent a"hang up" in getting the
retro pay to the employees.
