PUBLIC SAFETY & TRAFFIC

POLICE REPORT
Lincoln School Lockdown took place last week after a threat was received. The police
department worked with the school district during the lockdown. The situation turned out
good and the person was taken into custody.
Search Warrant 266 East Olive (Cocaine, Vehicle, Currency Seizure) took place.
A tobacco compliance check recently took place. The check reported 100% compliance.
FIRE REPORT
Chief Frank reported that a tentative date of March 16, 2013 is set to have the army reserve
unit help setup the fire department training facility.
The Canton Emergency Operation Plan has been updated and has been distributed.
PUBLIC PARTICIPATION
Lee Puleo addressed the committee about the garbage dumpsters at 42 West Chestnut. Lee
talked with John Kunski about relocating the dumpsters to the old Feasters lot.
STREETS & GARBAGE

PARKING BAN/ORDINANCE
The City Ordinance states that anytime the City has three inches or more of snowfall cars must
be off of the city streets so the crews can clean the roadway. The ban is posted on the radio
station and signs are posted on city routes reminding people of the parking ban.

61 EAST SIDE SQUARE- UPSTAIRS CONDO DEVELOPMENT
Alderman Schenck explained that he would like the committee to consider a proposal to
develop the second story of 61 East Side Square into condos. Alderman Schenck is especially
curious about the potential number of condos and the estimated cost/market value of the
condos.
If the committee will approve it, I would like to ask the Spoon River Partnership to be
responsible for assembling contractors interested in submitting a development proposal to
construct and sell these condos.
I think we have to do something to get this property to move. I firmly believe we need to
engage the Partnership in a way where they share responsibility for completing what we have
started at 61 East Side Square.
Further discussion took place regarding the use of the building. Alderman Schenck said more
time and focus needs to be spent on the use of the building.
Motion and second were made by Aldermen Schenck/Ellis to contact the partnership and have
them investigate the condo development at 61 East Side Square.
The motion carried by voice vote and was unanimous.
STATE CODE ENFORCEMENT LAW UPDATE- JOHN KUNSKI
This will be moved to next week's Council meeting.
PUBLIC WORKS, WATER & SEWER

STRUCTURAL DEMOLITION AND ASBESTOS REMOVAL OF 42 WEST CHESTNUT STREET BID
RESULTS
The bid opening took place Wednesday, February 20, 2013. Two bids were received. Chuck
Kinsel Excavating bid amount was $69,000.00. River City Demolition bid was $45,750.00.
Motion and second were made by Aldermen Ellis/Hartford to accept the low bid from River City
Demolition for $45,750.00 and send to Council for consideration.
The motion carried by voice vote and was unanimous.
WATER QUALITY UPDATE
Greg Pollitt reported that the City has 8 operators that run 24 hours a day. Good progress has
been made regarding the water hardness. A new process was implemented. Two weeks ago
the hardness rage was 300, while the hardness range is now at 200.
RELOCATION OF GARBAGE DUMPSTERS
The relocation of the garbage dumpsters to the Feasters lot will not interfere with the plans
with the hardware store. City Administrator Jim Snider explained that the relocation of the
dumpsters is a good idea.
Motion and second were made by Aldermen Ellis/Schenck to Council for consideration.
The motion carried by voice vote and was unanimous.
WATER UTILITY BILL COLLECTION
Nicole Marter reported that the total amount collected to date from the water bills sent is
$14,230.63. Notice has also been received on funds collected from taxes.
GENERAL FUND BUDGET
The report will be sent out at next week's meeting for the beginning of the budgets.
ADJOURNMENT
Motion and second were made by Aldermen Hartford/Pickel to adjourn into executive session
for land acquisition and negotiations.
