presented and be placed on file.

SNOW REMOVAL
Bill Terry explained that the state routes, school routes and hospital routes are cleaned first
after a snowfall. Garbage routes are done last. Chief Taylor stated that anytime the City
receives 3 inches or more of snowfall the residents need to move cars off of the streets.

Kemper Construction for WWTP Aeration Tank Support Improvements in the amount of
$3960.00

CIUOTES FOR AN ASBESTOS INSPECTION FOR 42 WEST CHESTNUT STREET (ASHWOOD'S POOL
HALL
The City has been working on a demolition plan for the building. The City would like to have an
asbestos inspection done prior to the demolition. Bids were received for the inspection. Triple
A's bid was for $800.00. It is the recommendation of Engineer Keith Plavec to authorize Triple A
to do the inspection. This will be a TIF eligible expense.
Motion and second were made by Aldermen Nelson/West to approve the bid in the amount of
$800.00.

Approval is being requested for expenditures up to $22,000.00 for repair and installation.

COMMUNICATIONS FROM MAYOR KEVIN R. MEADE
WATER LINE LETTER
Mayor Meade explained that a letter is being sent out to residents that are not from the City.
The letter is from American Water. Homeowners are responsible for a waterline from the
street into their home and inside their home. If a leak should take place it is the homeowner's
responsibility. The letter sent from the company is basically asking homeowners to buy
insurance to protect against this. The City is not associated with the company or the letter
sent.
CHRISTMAS TREE PICKUP
Christmas trees should be placed on the terrace without the ornaments to be picked up by the
garbage department. The trees wili be taken to the yard waste facility. Trees could be picked
up by anyone interested at the yard waste facility.
OLD BUSINESS
NEW BUSINESS:
A RESOLUTION IN SUPPORT OF ACQUISION OR RAII BANKING OF BNSF RAIL LINE IN FULTON
COUNTY # 4014
Mayor Meade explained that Burlington Northern is looking at abandoning the rail line
between Dunfermline and Farmington. This is the North/South line that has not had a train on
it for 20-30 years. The City is considering rail banking. The tracks and railroad ties would be
removed. This would leave a smooth bed. The City has been talking with the park district and
the county about using this as a trail. The resolution simply supports the rail banking; however
it does not commit the City to any funds or to build a trail. Once Burlington advertises the City
has 30 days to express an interest.
This project is currently being discussed between the City, Park district and the County to jointly
share an interest in working together.
