POLICE REPORT
ChieYs Comments:
? The BeSTOW Wellness started last year. The employees at the police
department tailored the program to fit their department needs and work
schedules. The employees developed a committee with approximately 15
employees. One month a local banker came in to talk about finance, another
month someone talked about stress management, retirement, and nutrition.
This program is raising the awareness in the department of healthy living. 22 out
of 34 employees have completed the program.
? Officer Arnold Graduated from the U of I police training. Arnold was a squad
leader and received the overall fitness and leadership award. Arnold will be out
on her own by the first of the year.
? Citizen's Police Academy will take place on February 21, 2013. This is a great
opportunity for anyone in the community to learn more about the department.
This is a 9 week academy. Applications will be available
FIRE REPORT
Chief Frank reported 1900 calls YTD have been reported so far. Chief Frank said someone
approached him last week and said the firefighters did a very good job explaining on how to
come into compliance at her business. The firefighters do a very good job in discussing fire
prevention.
The Canton fire department fleet average age is 11 years of age. The department has 4 small
vehicles-3 have over 100,000 miles. The Chiefs car has 117,000 miles. Chief Frank continues
to search for the best financial way to improve the fleet.

STREETS & GARBAGE

DISCUSS. CONSIDER AND VOTE ON A REVISED PROPOSAL FROM THE MOTORCYCLE CLUB FOR
EVENTS.
Alderman Schenck, Pickel and Bill Terry went to the Canton lake property with a representative
from the motorcycle club. The proposal will be a onetime special event on October 22, 2013
(potential date). A lease arrangement including 6 weeks prior to cleanup was discussed. A
portion of the old motorcycle track is still there and is being used by people trespassing on the
property. A place currently exists on where to ride, and discussion took place about riding on
the backside of the property and keeping most of the noise on the backside of the lake. Access
could be made from the Zink farm gate opposed to the old access point. People could park in
an area where there is crop land. This would keep people from parking cars on the street.
Liability insurance would need to be provided along with all of the other costs for port-a-
potties. The proceeds from the gate entrance could go to the land owner.
Motion and second were made by Aldermen Schenck/Hartford to allow staff to continue to
proceed with a lease that could be brought back to Council for consideration.
The motion carried by voice vote and was unanimous.
Discussion:
Alderman Pickel explained that he had a discussion with a property owner. It was not the
intention to have motorcycles running every weekend, but rather just once or twice a year. The
property owner was very concerned about noise and litter. It was explained to the owner that
this would be a way to get more people to use the area at the lake.
CLEANUP AT CANTON LAKE SHORELINE
Alderman Schenck explained that while the water levels are low this might be a good time to
look at the shoreline and make some improvements. The City Engineer and the Public Works
director could use this opportunity to protect the erosion along the shoreline. T
Motion and second were made by Aldermen Schenck/Hartford to ask the engineer and public
works director to create a proposal on improving the erosion and some costs that would be
involved.
The motion carried by voice vote and was unanimous.
ZINK FARM BIDS
Today was the last day to submit bids for the Zink Farm.
Keith Plavec suggested a different way to bid the project to change the mowing. Alderman
Schenck explained that the mowing is incidental to the farming.
PUBLIC WORKS, WATER & SEWER

INVOICE # 4862 FROM KEMPER CONSTRUCTION FOR WWTP AERATION TANK AIR SUPPORT
IMPROVEMENTS IN THE AMOUNT OF 53960.00
Motion and second were made by Aldermen Ellis/Hartford to send the request to Council for
consideration from the bond funds.
The motion carried by voice vote and was unanimous.
4UOTE5 FOR AN ASBESTOS INSPECTION FOR 42 WEST CHESTNUT STREET (ASHWOOD'S POOL
HALL
The City has been working on a demolition plan for the building. The City would like to have an
asbestos inspection done prior to the demolition. Bids were received for the inspection. Triple
A's bid was for $800.00. It is the recommendation of Engineer Keith Plavec to authorize Triple A
to do the inspection. This will be a TIF eligible expense.
Motion and second were made by Aldermen Ellis/Schenck to send the request to Council for
consideration.
The motion carried by voice vote and was unanimous.
RADIAL COLLECTOR WELL PUMP # 2 REPAIR
The pump is in the shop being looked 9t for repairs. The shafts are being evaluated and a
report will be issued by the end of this week. The request is to bring back to Council on lanuary
2, 2013 with pump repair costs.
CANTON CROP SERVICES
Ken Barker of Canton Crop Services has requested to address the committee tonight in regard
to waiving of fees for his water and wastewater service for his new business.
This will be sent to the next public works committee for further discussion.
ADJOURNMENT
Motion and second were made by Aldermen Ellis/Hartford to adjourn into executive session
for: personnel, negotiations, pending litigation and potential land acusation
