Motion and second was made by Aldermen Hartford/Pickel to accept the minutes as presented
and be placed on file.
The motion carried by voice vote and was unanimous.
COMMITTEE REPORTS:
PUBLIC SAFETY & TRAFFIC - ALDERMAN JIM HARTFORD. CHA/RMAN
FIRE DEPARTMENT PUMP TEST
Chief Frank explained that three bids were received for the fire department pump test. A bid in
the amount of $985.00 was received from Alexis Fire Equipment Co. A bid in the amount of
$675.00 was received from Lusk Fire and Safety. A bid in the amount of $874.00 was also
received from Global Emergency Products. Chief Frank would like to request approval to use
the bid from Lusk Fire and Safety in the amount of $675.00. The quote from Lusk Fire and
Safety is from one of the current firefighters. The bid from Lusk Fire and Safety is the low
bidder and Chief Frank would like to request approval to utilize the services from Lusk Fire and
Safety since it was the low bid.
Motion and second were made by Aldermen Hartford/Pickel to approve the fire department
pump test in the amount of $675.00 from Lusk Fire and Safety.
The motion carried by voice vote and was unanimous.
TREADMILLS FOR THE CITY GYM
The City of Canton currently has two treadmills purchased approximately eight years ago from a
grant and money from the fire departments 2.0% fund. The treadmills have experienced
problems within the last few months. The request is to purchase two true LC1100 with a five
year warranty from Fitness for All out of Peoria lllinois at a price of $6,885.00 which includes
$500.00 for a trade in of the old treadmills. The expenditure would be split as follows:
1/3 from Canton Police Department bonding fees
1/3 from the police department 2.0% fund
1/3 from the wellness program
Motion and second were made by Aldermen Hartford/Ellis to approve the treadmills from
Fitness for All in the amount of $6885.00.

Discussion:
Several employees from all of the various departments use the equipment. The City could look
into discounts at the local gyms for the employees.

FY 2013 TAX LEVY- TRUTH IN TAXATION PUBLIC HEARING
The Truth in Taxation Hearing will be held on December 18, 2012 at 6:OOpm at the Historic
Depot in Canton.
Motion and second were made by Aldermen Pickel/Hartford to approve the date for the public
hearing.
The motion carried by voice vote and was unanimous.
PUBLIC WORKS, WATER & SEWER - ALDERMAN GERALD ELLIS, CHA/RMAN
Fire hydrants are currently being test in the City. Testing will continue during the month of
December. People could experience brown or discolored water during the testing period, but
there are no safety risks in drinking the water.
COMMUNICATIONS FROM MAYOR KEVIN R. MEADE
APPOINTMENT- PLANNING AND ZONING COMMISSION
Mayor Meade recommends the appointment of David Headly to the Planning and Zoning
Commission.
Motion and second were made by Aldermen West/Ellis to approve the appointment of David
Headly to the Planning and Zoning Commission.
The Motion Carried by voice vote and was unanimous.
CHIEF'S CERTIFICATION- DEPUTY CHIEF NICHOLS
Chief Baird from the Illinois Association of Chiefs of Police awarded Rick Nichols with the Chief's
Certification Award. The primary goal of the certification is to continue to enhance
professionalism and continued Education in the State of Illinois. The program is open to Chief's,
Deputy Chief's and executive level employees. Applicants are evaluated in various areas. The
program was implemented in 1995.
Chief Taylor congratulated Deputy Chief Nichols on the certification. During the employee
evaluation process two years ago, Rick's goal was to obtain the certification status. Rick needed
to add to his continuing education and continue to be an active part of the community and
various organizations. Rick made arrangements for Northwest University to come to Canton to
provide training for the police department. Chief Taylor stated that the community is very
lucky to have Deputy Chief Nichols in the department and in the community.
CHRISTMAS WALK
The downtown Christmas Walk will be held this Friday (December 7, 2012) evening in the
downtown area. The Santa Train will be held on December 8, 2012.

AN ORDINANCE LEVYING AND ACCESSING TAXES FOR CORPORATE PURPOSE FOR THE CITY
OF_CANTON. ILLINOIS FOR THE FISCAL YEAR BEGINNING MAY 1. 2012 AND ENDING APRIL

DISCUSS, CONSIDER AND VOTE ON USE OF CITY RIGHT OF WAY FOR HANDICAP RAMP FOR
BISTRO 101
Attorney Peterson stated that Bistro 101 wants to have the temporary ramp placed on the
backdoor of the building just off of First Avenue. A sketch of the ramp was included for review.
The owners wanted to make this a temporary ramp since the sidewalk near the ramp may have
to be replaced within the next year. John Kunski felt the plans are sufficient for a temporary
ramp.
Motion and second were made by Aldermen West/Ellis to approve the temporary ramp for the
Bistro 101.

AN ORDINANCE ABATING ALL OF THE BOND LEVY FOR THE 2012-2013 FISCAL YEAR
(26,430,000) PRINCIPAL AMOUNT ALTERNATE REVENUE BONDS, SERIES 2005 (15T READING)
DISCUSS, CONSIDER AND VOTE ON THE ENGAGEMENT LETTER FROM ICE MILLER LLP AND
RUAN SECURITIES.
Ice Miller is acting as the Bond Council for the 2005 bonds. Ruan Securities is acting as the
bond underwriter. Two engagement letters were in the packet for review. The ordinance
authorizing the refinancing of the bonds was up to $15,000,000 however the amount currently
due is approximately 19.8 million. The City is looking at refinancing up to $15,000,000. The
finance rate goes from 5% down to 2%. The City wilt save $634,000.00 in interest cost during
the refinance. The City plans on moving forward with the refinance in a two step phase. The
bonds can only be refinanced with $10,000,000 at a time so this is why it will be done in a two
step process.

CANTON, FULTON COUNTY ILLINOIS FOR THE PURPOSE OF REFUNDING PRIOR BONDS,
PRESCRIBING THE DETAILS OF SAID BONDS AND PROV~DING FOR THE IMPOSITION OF TAXES TO
PAY THE SAME AND FOR THE COLLECTION SEGREGATION AND APPLICATION OF THE

Discussion:
Since you cannot refinance more than $10,000,000 in a year the City will move forward with
refinancing $10,000,000 this year and then refinancing the remainder of approximately
$3,000,000 at the beginning of next year.
ADJOURNMENT
Motion and second was made by Aldermen Pickel/Hartford to adjourn into executive session
for the purpose of pending litigation, personnel, and grievance by the fire department.
The motion carried by voice vote and was unanimous.
Open Session Discussion:
Mayor Meade asked if any of the Council members would be interested in ringing bells for the
Salvation Army. Several of the Aldermen indicated that they would help with the bell ringing.
Mayor Meade will reach out to Carol Kohler to make some arrangements.
