In attendance: Mayor Kevin Meade, City Clerk Diana Pavley, Commissioner Mike Freeman,
Jeremy Hale, Loren Blackfelner, Attorney Chrissie Peterson
Mayor Meade called the meeting to order at 4:00 pm for the purpose of:
Discuss, consider and vote on application for Class A liquor license for Giant Investors Inc.
DBA Bistro 101
Mayor Meade explained that The Palm Cafe previously held a class A liquor license; however
the business has closed. Notification of an available class a license was published in the
newspaper for five days. The only application received was from Giant Investors Inc.
Jeremy Hale explained that he plans to open the restaurant and have an upscale lounge in the
back of the restaurant. Jeremy plans to change the restaurant from the former Palm Cafe by
making the new restaurant more casual. Attorney Peterson reminded Jeremy that he must
obtain a state license and bartenders must have a permit.
Attorney Peterson asked how Jeremy plans to keep minors from receiving alcohol. Jeremy Hale
explained that he has doors that will separate the lounge from the restaurant. The other part
of the business will be called the "parlor". A bartender will be located inside the Parlor and
they will be responsible to service the people in the area. The mixed drinks will all be located in
the back bar area. Attorney Peterson explained that every person serving alcohol must have a
bartender permit and must be 21 years of age.
Loren Blackfelner asked if wine can leave the building once it's opened. Attorney Peterson
explained that the wine must have a cork placed in the opening of the bottle and be placed in
special bag.
Further discussion came up regarding the parking spaces and who owns the spaces. Jeremy
explained that if the restaurant is successful he might consider putting in a courtyard. Attorney
Peterson suggested that Jeremy contact John Kunski and discuss the plans with him. Mayor
Meade explained that he will check to see when the inspection needs to be performed before
the restaurant opens. John Kunski did a walk-thru today.
Motion and second were made by Mayor Meade/Mike Freeman to send the request to Council
for consideration.
The Motion Carried.
