DATE: May 3, 2002 SUBJECT: Canton Square Traffic Study MSI File #234-02001 B Maurer-Stutz hopes to complete the final traffic study report before Tuesday night's Council Meeting. Pending arrival of the final document we offer the following comments resulting from the study. The extension of Chestnut Street, thereby opening the Square near Sears, does not appear to offer a significant increase in "operational efficiency" to traffic flows in the area. In fact, the traffic engineers believe that the extension would create an undesirable situation from a safety standpoint. The closure of the "bypass" North of Elm Street and its conversion to a parking area should provide an overall improvement to traffic flows around the Square. The traffic models indicate that stopping delays should be reduced by some 32%, while the overall number of stops may be reduced as much as 29% from the current situation. Traffic modeling seems to indicate that delays and stops might be further reduced by elimination of stop signs on First Avenue at the Chestnut and First intersection, and for west- bound traffic on Elm at the Elm and White Court intersection. Based on field observations of these intersections, it is believed that such an elimination of stop signs would not be prudent from a safety standpoint no matter how much the traffic flow might be improved. Should the Council choose to eliminate the Chestnut Street extension from the MFT Resolution, due to the tight time frames involved with coordination of the other improvements on the Square, we would still advise that consideration be given to the Council's authorizing an amended Resolution and the Preliminary Engineering Services Agreement for MFT funds. The verbage and the amounts shown on the documents would need to be revised. In essence, the new maximum amount on the Resolution would be $97,000 and amount on the Engineering Agreement would be adjusted to $19,000. Should you have questions or comments on this matter we will be glad to address them. It is our intention to have a representative at Tuesday night's Council Meeting. cc:~iVancy Whites, City Clerk, City of Canton Clif O'Brien, Superintendent of Streets, City of Canton C~MAURER.
