A RESOLUTION APPROVING A PROPOSAL FOR ARCHITECTURAL SERVICES
FROM GRAHAM AND HYDE ARCHITECTS, INC. AND AUTHORIZING THE
MAYOR TO ENTER INTO AN AGREEMENT RELATED TO SAME
WHEREAS, the City of Canton, Illinois (the "City") intends on making certain
improvements (the "Improvements") to the building located at or about 209 E. Chestnut Street,
Canton, Illinois 61520 for the purposes of constructing a homeless shelter;
WHEREAS, Graham and Hyde Architects, Inc. will provide certain professional services
to the City in relation to the Improvements, as summarized in the Proposal for Architectural
Services (the "Proposal"), attached hereto as "Exhibit A";
WHERAS,the City has a satisfactory relationship with Graham and Hyde Architects, Inc.
for such architectural services and has utilized Graham and Hyde Architects, Inc. in the past;
WHEREAS, the Mayor and City Council have determined that it is necessary and in the
best interests of the City of Canton for City to approve the Proposal, substantially in the form as
attached hereto as "Exhibit A."
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CANTON, ILLINOIS, AS FOLLOWS:
1. That the Recitals set forth above are found to be true and correct and are hereby
incorporated and adopted as part of this Resolution;
2. The Proposal, substantially in the form as attached hereto as "Exhibit A," is hereby
APPROVED;
3. That the Mayor of the City of Canton, Illinois is hereby authorized to execute an
agreement and any other related and necessary documents, on behalf of the City,
consistent with the Proposal and in order to accomplish the intent of the foregoing,
including but not limited to, acquiring architectural services from Graham and Hyde
Architects, Inc.;
5. That this Resolution shall be in full force and effect immediately upon its passage by the
City Council of the City of Canton, Illinois and approval by the Mayor thereof.
PASSED by the City Council of the City of Canton, Illinois at a regular meeting this 5tn
day of May, 2026, upon a roll call vote as follows:

Housing Shelter Remodel
Kent:
We are pleased to provide the following proposal for architectural services for the renovations at
209 East Chestnut Street in Canton, Illinois, for a housing shelter as estimated for the DCEO
Community Development Block Grant — Coronavirus Program: Rural Shelter Construction
reviewed at the initial Scope of Work meeting with Sarah Nottle on October 10, 2024, and follow-
up emails with her since then.
SCOPE OF WORK:
• Renovation of the building at 209 E Chestnut Street.
• Basement
— Create dorm-style housing for men.
— Design toilets and showers on men's level.
— Provide egress exiting from basement area.
• Lower Level
— Create laundry area
• Main Level
— Partition office areas
— Install ADA restrooms
— Create meal preparation kitchen
— Design serving and cafeteria area
— Provide common living areas
— Possible bedrooms
• Second Floor
— Provide individual "apartment-type" rooms for women and children
• Garage
— No work
SCHEMATIC DESIGN AND DESIGN DEVELOPMENT:
• Utilize a 3D scanner to gather recorded site measurements.
• Prepare Schematic Design documentation in the forms of:
— Floor plans
— Elevations
• Design review meetings as the spaces are being developed/designed.
• Refine into Design Development in preparation for Construction Documents.

CONSTRUCTION DOCUMENTS AND BIDDING:
• Prepare complete plans and specifications for the project including civil, architectural,
structural, fire protection, plumbing, mechanical and electrical systems.
• Meet to review and approve completed construction documents.
• Submit plans to the City of Canton for review and assist with obtaining required permits.
• Assist in obtaining bids for the project.
• Respond to bidders' questions and provide clarification as necessary during bidding.
• Review bid proposals and aid in selecting a contractor.
CONSTRUCTION ADMINISTRATION
• Conduct a preconstruction meeting with the contractor.
• Conduct monthly pay/progress meetings with the contractor.
• Review contractor's pay applications.
• Review contractor's shop drawing submittals.
• Answer contractor's RFI's and issue construction directives as required throughout the
construction duration.
• Provide periodic field inspections during construction. This will include at least one visit
per week by either a licensed Architect/Engineer or trained construction observer.
• Prepare a punch list and review for completion.
• Review of contractor's close-out documentation.
PROJECT SCHEDULE:
We are prepared to begin work upon authorization to proceed with the scope of services
described above. Our initial task will be to 3D scan the existing building to develop accurate
existing floor plans. Following this effort, we will proceed through the Schematic Design,
Design Development, and Construction Document phases in preparation for competitive
bidding by contractors. Upon receipt of bids and selection .of a contractor, we will provide
Construction Administration services through completion of construction, with a target
completion date of June 30, 2027.
BASIS OF COMPENSATION:
We propose to provide the above services for a percentage-based fee calculated at ten percent
(10%) of total construction cost. Additional reimbursable expenses would include:
• Printing, postage and handling of drawings and specifications.
• Site and/or topographic surveys and subsurface soil borings.
• Site construction testing, building construction testing and quality control.
If this is agreeable, we will prepare a formal contract for review and approval.
