Motion and second was made by Aldermen Hartford/Pickel to accept the minutes as presented
and be placed on file.

COMMITTEE REPORTS:
PUBLIC SAFETY & TRAFFIC - ALDERMAN JIM HARTFORD, CHAIRMAN

Motion and second were made by Aldermen Ellis/West to approve the request Santa House
The motion carried by voice vote and was unanimous.
LAKE, BUILDINGS & GROUNDS - ALDERMAN ERIC SCHENCK, CHAIRMAN
2012 TAX LEVY
Motion was made by Alderman Schenck to increase the corporate tax by $50,000.00 and
increase IMRF by $32,554.00. No second was received.
The motion failed.
City Administrator Jim Snider explained that he will prepare the tax levy for the next council
meeting. The proposed tax levy will reflect a 2.0% increase. Alderman Pasley asked what
other options would be available to fund a street improvement program. Mayor Meade
explained that the motor fuel tax, general funds, or sales tax could be options for funding a
street improvement program.
City Administrator Jim Snider stated that cutbacks in the next budget cycle or raising revenues
would be options.
Further discussion took place regarding having a capital fund for street repairs. Alderman Ellis
asked if the City could raise the sales tax amount to help fund the street maintenance program.
The first reading for the tax levy will be coming forward at the next council meeting which
would allow time for amendments to the tax levy. The deadline is January 22, 2013 for a tax
levy referendum.
FARM LEASE FOR CANTON LAKE
Alderman Schenck suggested taking the farm lease back to staff for additional revisions. In the
past the tenant farmer provided mowing services for the city. This will be sent back to the
committee for further discussion.

COMMUNICATIONS FROM MAYOR KEVIN R. MEADE
HALLOWEEN EVENTS
Mayor Meade explained that the Munchkin Masquerade was very successful this year.
LEAF PROGRAM
The leaf program has started and is going well.
DOWNTOWN CHRISTMAS WALK
The Downtown Christmas Walk is scheduled for Friday December 7, 2012.
SMALL BUSINESS PROMOTION
Small Business Saturday is an event aimed to get consumers to shop small the day after
Thanksgiving.
FAMILY EXPO
The family expo will be held this Saturday at Ingersoll School from 1:00-S:OOpm
DOWNTOWN GAZEBOO
Will Taggert worked with a group of people to replace the pictures inside the gazebo. New
photo's are in place inside the gazebo.
BONDS
The City has been in the process of reviewing the water and sewer bonds and analyzing future
projects for the budget process. The City is working on a proposal to refinance the existing
bonds. This will be discussed at the next mechanical committee meeting.
ELECTRIC AGGREGATION
The electric aggregation began in June 2012. The preliminary numbers reflect a savings of
$180. 000.00. The program is going well and saving people money.
VETERANS DAY
The City building will be closed on Monday, November 12 in observance of Veterans Day.

A RESOLUTION APPROVING A PRE-ANNEXATION AGREEMENT BETWEEN THE CITY OF
CANTON AND BRIAN BECKHAM # 4008

DISCUSS, CONSIDER AND VOTE ON A REVOLVING LOAN AGREEMENT WITH SARAH'S
FRIENDLY HARDWARE INC. # 4009
Mayor Meade explained that this process is to move forward with a True Value Hardware store
at the Old Odd Fellows Building. Work will be done on the outside and the inside of the
building. A hardware business will help keep business in the community. A loan agreement is
being considered for a revolving loan. Listed below are the terms listed in the agreement:
PROMISE TO PAY. Borrowers promise to pay lender, or order, any lawful money of the United
States of America, the principal amount of fifty thousand ($50,000.00) together with interest at the
rate of 3% per annum on the unpaid principal balance from June 7, 2013, until paid in full. Borrowers
promise to pay lender interest-only payments from December 7, 2012 to May 7, 2012.
3. INTEREST RATE. Annual interest rate on matured, unpaid amounts shall be at the rate of three
percent (3%).
PAYMENT TERMS. Borrower will pay this loan in sixty-six (66) payments of eight hundred
ninety-eight dollars and fifty-three cents ($898.53) each payment, subject to the amortization
schedule attached hereto and incorporated herein by reference. Borrowers' first payment is due
December 7, 2012, and all subsequent payments are due on the same day of each month after that.
Borrowers' final payment will be due on May 7, 2018, and will be for all principal and accrued
interest not yet paid. Payments include principal and interest, except for the first six (6) payments,
which will be interest only. Unless otherwise agreed or required by applicable law, payments will be
applied first to any accrued unpaid interest; then to principal; then to any unpaid collection costs; and
then to any late charges. The annual interest rate for this promissory installment note is computed on
a 365/360 basis; that is, by applying the ratio of the Promissory Installment Note Page 2 of 5
annual interest rate over a year of 360 days, multiplied by the outstanding principal balance,
multiplied by the actual number of days the principal balance is outstanding
