The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: FINANCE- ALDERMAN CRAIG WEST, CHAIRMAN INTERNET ACH FEES Nicole Marter sent a request to Wells Fargo to let them know that the City is researching banking fees. Nicole gave the financial institutions scores based on fees. Wells Fargo and CEFCU came up with the highest scores; however Wells Fargo still remains lower than CEFCU on fees. The fee includes adding in the ACH transactions. The recommendation is to stay with Wells Fargo for efficiency and cost savings. Motion and second were made by Aldermen West/Pickel to approve Wells Fargo for the banking transactions. The motion carried by voice vote and was unanimous. CANTON FIRE DEPARTMENT TRAINING FACILITY Discussion took place last week regarding the fire department training facility. The cost for the project will be $15,933.70. 2 Motion and second were made by Aldermen West/Fritz to aliow the expenditures for the fire department training facility in the amount of $15,933.70. Cullinan, Advanced Asphalt and Laverdiere Construction. Advanced Asphalt was the low bidder in the amount of $182,226.00. Keith Plavec recommends approving the bid from Advanced Asphalt; however he would like to ask for the opportunity to add a few streets to the project since the bid came in lower than anticipated. The additional streets would add approximately another $36,000.00. The request today is just to approve the bid so the process can be started. Motion and second were made by Aldermen West/Hartford to approve the bid from Advanced Asphalt. It was brought to the south side lift station in 1987. The generator is approximately 38 years old and it has been experiencing some problems during the past few years. Parts have become more difficult to find, so the recommendation was to look for a replacement now before an outage takes place or parts can't be found at all. The fee for $20,000.00 is to complete the engineering design for the project with Maurer and Stutz Inc. This will be paid from the bond fund. Motion and second were made by Aldermen West/Ellis to accept the bid from Maurer and Stutz Inc. QUOTES ON TRAINING ROOM FACILITY- POLICE DEPARTMENT Three quotes were received for the purchase of furniture for the police department training room facility. Quotes from Lincoln Office, Office Specialist and Midwest Office were received. Chief Taylor would like to purchase the furniture from Lincoln Office due to the high quality of the furniture and a better warranty. The bid from Lincoln Office was $8,999.28, however only $6,300.00 is available for the furniture. The balance will be split between non-tax payer funds from the federal asset forfeiture fund and the other half from the bonding fee account. 4 Motion and second were made by Aldermen West/Nelson to approve the expenditure from Lincoin Office. The rain date will be October 2, 2012. A certificate of insurance will be submitted for the event. Motion and second were made by Aldermen Fritz/Nelson to approve cemetery walk The motion carried by voice vote and was unanimous. COMMUNITY & INDUSTRIAL DEVELOPMENT- ALDERMAN JEREMY PASLEY, CHAIRMAN 5 UPDATE FROM MISSY TOWERY SRPED EXECUTIVE DIRECTOR Missy Towery explained the Music in the Park series last week was very successful. The Canton IL.org website was made available last week. Missy received positive feedback from the website. This week all of the Chamber if Commerce interviews will be completed and an announcement to fill the position will be made by August 31, 2012 HOTEL/MOTEL TAX REQUEST The Community Concert Association has hosted around 2500 people over the last year. All of the performers stay overnight in hotels located in Canton. The membership base is 600 Canton members. The original request is $2,000.00 however the Partnership board made a recommendation of $1,000.00. Motion and second were made by Atdermen Ellis/Pasley to approve the hotel/motel request in the amount of $1,000.00. Amended Motion was made by Alderman Hartford/Pickel to approve the original request for $2,000.00 from the hotel/motel tax fund. NEGOTIATIONS, GRIEVANCE & PERSONNEL- ALDERMAN DAVE PICKEL, CHAIRMAN SALARIES OF ELECTED OFFICIALS Last week Alderman Pickel requested documentation from each official regarding the job duties; however he has not had a chance to review the information. Motion and second were made by Aldermen Pickel/Hartford to send back to next week's committee for further discussion. The motion carried by voice vote and was unanimous. 7 COMMUNICATIONS FROM MAYOR MEADE: 336 A meeting will take place August 22, 2012 from 4:00-7:OOpm at The Donaldson Center at Wallace Park for the 336. The State is asking for input into the corridor that they have selected for their route. COOK DEDICATION The second Cook Plant in Canton dedication will be held on August 315t at 10:30 am. Senator Durbin will assist in the dedication. Everyone is encouraged to attend. 5 SISTERS TRAILER All of the residence at Five Sisters Trailer Park has relocated to other places. Chief Taylor and the Code Enforcement Office worked together to have the issue resolved in a positive manner. ASHLAND PLACE The ground breaking ceremony took place today for the Brinshore Development - Ashland Place project located just off of Ash Street. Over 7 million doltars is being invested in the project (42 town-houses) with over 100 construction jobs being provided. Approximately 15 permanent jobs will be created once the townhouses are completed. The anticipated date of completion is February 2013. This project is occurring without TIF assistance. This project was excluded from the TIF area since plans were already under way at the time the TIF area was being established. PETITIONS FOR ELECTED OFFICIALS The petitions for Mayor, City Clerk, City Treasurer and Alderman will be available starting August 28, 2012. The filing period will be in November 2012. One Alderman from each of the four wards will be up for election. PIPELINE TESTING 8 The pipeline testing on the pipeline and gas main will begin tomorrow (August 22, 2012) The area of 11th Avenue from Locust to Sunview will be closed for approximately ten days. BURN BAN Fire Chief Keith Frank explained that the burn ban is still in place for the City of Canton. This will be reviewed on a weekly basis to determine when it will be safe for residence to burn items. OLD BUSINESS NEW BUSINESS AN ORDINANCE RE-ZONING REAL ESTATE FROM R-3 FAMILY RESIDENTIAL DISTRICT TO B-1 COMMERCIAL DISTRICT. (15t Reading) #2096 Motion and second were made by Aldermen Hartford/Nelson to suspend the rules for the second reading so construction can begin. Graham Hospital spokesman Bob Senoff explained that a 6,000 square foot building will be constructed with approximately 70 parking spaces for a dialysis center. Construction on the project will begin on September 12, 2012 with approval. The planning and zoning committee recommended sending this to Council for approval. This area will accommodate a Head Start facility that was licensed through DCFS. Motion and second were made by Aldermen Nelson/Hartford to approve the ordinance and place it on file.
