POLICE REPORT
Chief Taylor explained that the police department has been working on a methamphetamine
conspiracy with the US District Attorney and authorities in Fulton, Mason County and Central
Illinois Drug Task Force. A few weeks ago five more people were indicted federally for
methamphetamine conspiracy. The total of the conspiracy which started in late 2010 is now
around 75 people to date.
FIRE REPORT
Last month the fire department submitted an assistance firefighter grant for a pumper and an
intercom system.
A final walk-thru of the Cook Polymer building took place.
The firefighters in Canton assisted in raising $73,000.00 for St. Judes research hospital.
Chief Frank explained that he is lifting the burn ban that has been in place due to a significant
amount of rainfall. Chief Frank reminded everyone that landscape waste can be burned only on
Monday, Wednesday, Friday and Saturday. If windy conditions take place, residence should
wait until the wind subsides. No burning of trash is allowed. Chief Frank further explained that
a few dry areas still exist and people should not burn around any dry area.
SPECIAL EVENT PERMIT- APPLICATION/REQUEST FOR RIGHT OF WAY FOR ART ON MAIN
An application was submitted from Canton Main Street for the Art on Main. The event will be
held on June 1-2, 2013 in Jones Park. The goal is to bring as many artists to Jones Park as
possible. The setup will begin on May 31, 2013. The committee is working in advance on this
event to allow sufficient time to recruit artists.
Motion and second were made by Aldermen Hartford/Nelson to send the request to council for
approval for June 1 and 2"a
Amended Motion and second were made by Aldermen Nelson/Hartford to include May 31,
2013 as a setup date for the event to be held on June 1 and June 2, 2013.
Attorney Peterson further explained that the organization did contact the City requesting
information to sell alcohol (wine) at the event. The appropriate application for the liquor
license will be submitted along with the certificate of insurance for the event.
The motion carried by voice vote and was unanimous.
SPECIAL EVENT PERMIT APPLICATION/REQUEST FOR RIGHT OF WAY WALK "OUR TOWN"
HISTORIC TOUR
An application was submitted from Jenny Beal from the Spoon River Reads and Canton Main
Street. The event will be held on October 13, 2012 from 2:00-3:30pm. The event will be for a
historic home walking tour in the west end of Canton. The event will be held on Canton's West
end including Elm and Chestnut Street between Avenue A and Avenue D. The request is to
close the road to allow people to walk in the roadway to avoid the brick sidewalks that are
uneven in several areas.
Motion and second were made by Aldermen Hartford/Ellis to send the request to council for
approval.
The motion carried by voice vote and was unanimous.
SPECIAL EVENT PERMIT APPLICATION/REQUEST FOR RIGHT OF WAY- BILLY'S TAP FRAGILE X
BENEFIT
An application was submitted from Billy's Tap for a special event to be held on September 29,
2012 from 2:00-11:OOpm. The event will be for Fragile X benefit and bags tournament. The
request includes closing 2"d Avenue directly next to Billy's Tap. A certificate of insurance was
submitted for the event.
Motion and second were made by Aldermen Hartford/Nelson to send the request to council for
approval.
The motion carried by voice vote and was unanimous.
ELECTED OFFICIALS SALARIES
Attorney Peterson explained that the salaries for elected officials must be determined 180 days
before the beginning of the new term. (November 6, 2012) Alderman Pickel stated that
previous discussions regarding changing the Treasurer position from a full time position to a
part time position would be a good idea. Alderman Pickel reviewed the proposal that was sent
out by the finance department. After reviewing the proposal he would be in favor of a part
time treasurer and an appointed full time accounting staff employee. Alderman Pickel stated
that the City could appoint a qualified individual to work in the finance department and
eliminate the possibility of someone being elected into the position that would not be qualified.
Alderman Pasley explained that would be a huge mistake. The reason the elected treasurer is
in office is to create a separation of power and create a balance within the City. Alderman
Pasley futher explained that he thinks it would be a good idea to create an incentive for
certification in the position. Setting a base salary and then adding compensation for
certification would promote continued education in the position. Alderman Pasley explained
that the comptroller position was created two years ago to prevent a treasurer from being
under qualified and to oversee the duties of the treasurer.
Alderman Nelson agrees with keeping the treasurer a full-time elected position that allows the
taxpayers the right to elect who they want in the position. Alderman Nelson further agreed
that the comptroller was hired to be the check and balances for dual control purposes.
Alderman Hartford agreed with keeping the treasurer elected.
Alderman Fritz agreed with keeping the treasurer a full time elected position.
Alderman Pasley explained that the certification levels are a good idea. A base salary could be
set and then additional compensation would be paid upon obtaining the certification.
Alderman Nelson agreed with the additional compensation for certification
Alderman Pickel agreed with the additional compensation for certification.
This item will be brought back for final determination prior to November 6, 2012.
STREETS & GARBAGE
ALDERMAN JUSTIN NELSON
MILLING OF CITY PARKING LOTS
Keith Plavec explained that he and Billy Terry met with Advanced Asphalt to discuss this year's
2012 MFT maintenance program. Advanced Asphalt is planning on beginning their milling work
on Tuesday, September 4, 2012. The City needs to do some milling in the City parking lots and
it brings some challenges with staging and having cars park in other locations.
Suggestions to accommodate the milling include the following:
Contact White Oaks to see if people could park in their lot the day the contractor will be milling
and paving the parking lots. The contractors will only be milling in each of the parking lots for a
few hours and in certain sections. Once complete, the City could reopen the parking lots.
The City could provide adequate notice to business owners in the downtown of the exact date
that milling and paving operations will occur to park as necessary.
Dumpsters are currently located on the west parking lot. This is going to be an issue for paving
and we have discussed this being a current problem in the downtown. Keith discussed
requiring the businesses to move the dumpsters to the alley and look at going to a rolling
container that may need to be picked up more frequently and accessing those dumpsters from
the alley and not the parking lot. The City also discussed a fence along the alley to help hide
these dumpsters in the future.
Keith suggested that when restriping the parking lots, he would like to consider moving from
the angled parking to parallel parking in the alley off of Main Street entering the parking lot.
Restriping is not park of the current contract as there are other local companies that can do this
work and possibly the City depending upon work load at that time.
Alderman Fritz thought it would be a good idea to make the changes now and clean up the
parking lots by not allowing the dumpsters on the lots. The dumpsters would be in the public
right of way, but they would not be taking up spaces in the parking lots.
Attorney Peterson explained that a few provisions could be amended in the ordinance. A
general explanation of garbage disposal systems in 7-3-1 states that the City council will setup a
schedule. This section of the code could be amended. A section in the zoning code that
discusses waste and garbage in 10-15-30 states the owner of every building is required to
provide a waste receptacle. This area of the zoning code could also be amended.
Keith Plavec explained the first option with the garbage schedule would not apply. The second
option would require all of the businesses to comply with the revision.
Attorney Peterson suggestion looking at the right of way permit.
Motion and second were made by Aldermen Nelson/Hartford to work with the business
owners to get the dumpsters on a portable devise in the alley way.
The motion carried by voice vote and was unanimous.
TRAFFIC PATTERN ON SOUTH MAIN AND MAPLE
Alderman Nelson explained that he received a phone call from a citizen requesting a four way
stop at the intersection instead of the two way stop.
Chief Taylor explained that he spoke with the citizen and four traffic studies were conducted in
the area. The main complaint was the amount of time it takes to get onto Main Street. Chief
Taylor explained that he found that the average time for pulling off of Maple Street onto Main
Street is less than ten seconds. Chief Taylor recommends leaving the intersection as it is now.

APPLICATION FOR PAYMENT NO. 3 FROM ALL SERVICES CONTRACTING FOR THE WTP FILTERS
NO 1& 3 REHAB PROJECT IN THE AMOUNT OF $10.928.70
Keith Plavec explained that the project is for the two filters at the wtp and will be paid from the
bond funds.
Motion and second were made by Aldermen Ellis/Nelson to send the request to council for
consideration.
The motion carried by voice vote and was unanimous.
