A RESOLUTION IN SUPPORT OF A NATIONAL SCENIC BYWAY AND DESIGNATION
OF ILLINOIS COLTNTRY NATURE TRAIL
WHEREAS, the City of Canton fully supported the designation of a National Scenic
Byway status in an effort to showcase the Illinois River Road - Route of the Voyageurs and
ultimately increased its opportunities for economic development throughout the state; and
WHEREAS, the City of Canton passed Resolution No. 3719 on January 18, 2005, in
support of the National Scenic Byway, an Illinois Country Nature Trail; and
WHEREAS, since 2005, changes in the City of Canton's downtown traffic pattern
requires a change in the designated byway route.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CANTON, FULTON COUNTY, ILLINOIS, AS FOLLOWS:
1. That the City of Canton continues to support the Illinois River Road - Route of the
Voyageurs as a National Scenic Byway and continues to be in favor of its inclusion in
the byway corridor as amended by a description attached hereto as Exhibit A and a
map attached hereto as Exhibit B.
2. That it is understood that a portion of the scenic byway through the City of Canton is
considered to be a business/commercial industrial area. The City of Canton would
like to have this amended area included in the byway, and the business/commercial
and industrial portions that are to be included as is adjacent to the state route within
the City of Canton and through the 175 year old downtown area.
3. That the City of Canton understands that the Illinois statutes regarding outdoor
advertising control will apply along the byway corridor and furthermore that only
legally permitted advertising will be allowed according to existing law.
4. That since the byway designation has been received, the erection of new, off-premise,
outdoor commercial advertising is prohibited in the above-defined corridor.

EXHIBIT A
From Banner, Illinois the byway enters Canton via lllinois Route 9 and continues through the
merger of Illinois Route 9 and Illinois Route 78 at the intersection of Sth Avenue and Linn Street.
The byway turns right/north onto St" Avenue/IL 9/78 and continues to the gateway entrance of
the community's historical downtown entrance at the intersection of 5`" Avenue and Elm Street.
The byway turns left/west onto Elm and pass the Historically restored Depot and brick-covered
streets as it enters the community's 180 year old historical square and past century-old restored
buildings and community pavilion. The byway continues on Elm Street through the
community's nationally registered historical residential district, past the nationally registered
Orendorph Mansion and through an expansive neighborhood of civil war and late 1800 era
homes until it reaches the intersection of Elm Street and Avenue D. Turning right/north onto
Avenue D, the byway continues through the historical housing district to the intersection of
Avenue D and Locust Street/IL 9. The byway turns left onto Locust Street/IL 9 and then
immediately right onto Avenue F as it transfers into a more rolling and wooded scenery to the
intersection of Avenue F and Old West Vine Street. Traveling straight through the intersection,
the byway transfers onto Lakeland Park Drive, bordered on both sides by the Canton Park
District's expansive natural properties of Lakeland Park and Big Creek Park. The byway passes
the main entrance of Lakeland Park, as well as several trailheads leading through Big Creek Park
as it crosses the naturally-preserved Big Creek to the intersection of Lakeland Park Drive and
North Main Street/IL 78. The byway turns right/south on to N. Main Drive/IL 78 and continues
through the wooded and manicured residential boulevards along N. Main Drive. The byway
passes the main entrance to Big Creek Park and continues past historically restored homes to the
intersection of N. Main Street/IL 78 and Elm Street, once again encountering the community's
180 -year old historic square and pavilion. Turning left onto Elm and then immediately left onto
"East-Side-Square" the byway continues past the historically restored Opera House and
numerous other historically significant buildings to the intersection of East-Side-Square and 1 St
Avenue. Continuing straight through the intersection, the byway transfers onto the historic
Chestnut Street which includes several historically significant structures including St. Mary's
Cathedral, the old Carnegie-built City Hall, the Historic Depot, and Little Dinky (the antique
train engine). The byway continues on Chestnut, which becomes County Highway 27 until it
reaches the entrances of Canton Lake. [Turning left/north into Canton Lake, the byway meanders
through the scenic drive of Canton Lake witnessing eagles, dense hardwood forests, constant
changes in elevation and spectacular water views as it follows the winding lake edge.] The
byway continues on the Canton Lake scenic road, turning right/west onto County Road 2600 E
which transfers into Twentieth Avenue, passing the Canton Park District's Huet Park Complex.
The byway continues on Twentieth Avenue transferring into County Highway 6 to the
intersection of County Highway 6 and Illinois Route 9. The byway then turns left/east onto
Illinois Route 9 and returns to Banner, Illinois.
