Edwards Way Historic Depot 50 N. 4t" Avenue Canton I161520 Aldermen in attendance: Aldermen Schenck, Pasley, West, Ellis, Pickel, Hartford, Fritz, Nelson Aldermen Absent: Staff in attendance: Mayor Kevin Meade, City Administrator Jim Snider, Treasurer Nicole Marter, Fire Chief Keith Frank, Police Chief Dan Taylor, Public Works Director Bill Terry, City Engineer Keith Plavec, Comptroller Caty Campbell Others in attendance: Scott Stockman, Lee Puleo Media in attendance: The Daily Ledger John Froehling Video Services by: Joe Ginger PUBLIC SAFETY & TRAFFIC ALDERMAN JIM HARTFORD, CHAIRMAN POLICE REPORT • Nutritionist from Graham Hospital spoke for the monthly BeSTOW Resource • Over 60 pounds of prescriptions collected in two months from P2D2 box. This program has been extremely successful. The P2D2 program is currently spreading across the country. FIRE REPORT Two individuals at the fire department attended training at the Illinois Fire Service Institute. Motorola paid the tuition for one of the employees. FIRE DEPARTMENT PURCHASE OF AIR BOTTLES Last year the city budgeted in the capital budget the replacement of some air bottles. The total cost is $640.00 per tank. The city purchased ten tanks last year. The City is requesting to purchase the additional three tanks, which will bring the final total for all thirteen tanks to $8,320.00. Motion and second were made by Aldermen Hartford/Ellis to send the request for council for consideration. The motion carried by voice vote and was unanimous. RESCUE SQUAD 1 The fire department received an offer for the rescue squad #1 in the amount of $20,000.00. A two thousand dollar down payment will be sent to the City and the balance would be paid when they pick up the vehicle on or before July 15, 2012. TRAINING FACILITY Chief Frank explained that the total price is $1900.00 for two twenty foot containers to be used for a training facility. The army reserve has agreed to help move the containers next week. This will be further discussed at next week's meeting. PAUL AND VIRJEAN DAVIES SPECIAL USE PERMIT A letter from the planning and zoning commission was submitted to allow living quarters on the back half of the building located at 1719 East Walnut in Canton IL (Currently used as Paul's Transmission.) Motion and second were made by Aldermen Hartford/Ellis to send the request for Council for consideration. The motion carried by voice vote and was unanimous. ENTERPRISE DRIVE - AMENDED ORDINANCE A draft ordinance was prepared to allow business owners on Enterprise Drive to park vehicles over night until the owner comes in during the morning for loading purposes. A 75 foot area will be designated as a loading zone between 11:OOpm and 7:OOam. Lee Puleo (Owner of business at Enterprise Drive) explained that the trucks are hooked up the entire time that they would be sitting overnight. Trucks come from all over the country and currently a spot is not designated that allows the drivers to park during the night hours waiting for staffing to arrive in the morning. The trucks would be out of the roadway not disturbing any traffic. The ordinance should include language stating that the tractor would stay hooked to the truck. Alderman Fritz suggested designated a couple of areas along Enterprise Drive that could serve other businesses in the area. Motion and second were made by Aldermen Hartford/Nelson to send the request for council for consideration. The motion carried by voice vote and was unanimous. The Public Safety & Traffic Committee adjourned at 6:42pm STREETS & GARBAGE ALDERMAN JUST/N NELSON JAMMIN FOR JUDE ROAD CLOSURE REQUEST The Jammin for Jude event will be held on August 25, 2012 in Canton. Event organizer Scott Stockman explained that closure of the following streets are being requested. East Elm Street from Main to 15t Avenue. East Side Square to Chestnut Street. East Chestnut Street from 15Y Avenue to Main Street. The St. Jude Run will be in the following designated streets. Starting on the west side of the square going west on Chestnut, back to Avenue D, west on Walnut to Van Winkle Drive, north on Avenue F, East on Walnut, South to Maple and up Fulton to Avenue B, north to Pine Street, West to Avenue B, north to Elm Street, back to White Court, north to Chestnut, then ending in front of Good Will. The event will start at 9:OOam with sign up at 7:30am. Two disclaimers will need to be signed by the participants. Water stations will be at Wallace Park and at the Fulton County Rehabilitation Center. People can sign up at Lakeland Park from 9:00-1:OOpm on July 28, 2012. Motion and second were made by Aldermen Nelson/Hartford to send the request to Council for consideration for the event and the run. The motion carried by voice vote and was unanimous. CLOSURE OF ALLEY BETWEEN EAST SIDE SQUARE AND 1ST AVENUE FOR PEDESTRIAN USE The City would like to carry this over to the next committee meeting for further discussion. PUBLIC PARKING City Engineer Keith Plavec discussed the three parking areas designated as public parking. The proposal is to seal and restripe the parking lots behind the Daily Ledger and behind the Palm Cafe. The proposal includes islands for landscaping and a public parking sign. The proposal also includes overlay, restriping, landscaping, public parking signs and adding islands to the parking lot east of White Oaks. The Streets & Garbage Committee adjourned at 6:51pm LAKE, BUILDINGS & GROUNDS ALDERMAN ER/C SCHENCK, CHAIRMAN LAKE CLEANUP Mayor Meade was approached about creating a group to help cleanup Canton Lake. The lake is currently low due to the shortage of rainfall making it an ideal time to cleanup some debris on the shoreline. WATER SUPPLY The water flowing into the City has been coming from the wells, not from the lake. This process uses more lime than water flowing directly from the lake. The City will continue to bring water in from the well while the Canton Lake is at a low level. The Lake, Building & Grounds committee adjourned at 7:55pm. PUBL/C WORKS, WATER & SEWER ALDERMAN GERALD ELLIS, CHA/RMAN APPLICATION FOR PAYMENT NO 10 FROM LEANDER CONSTRUCTION INC FOR THE WWTP UV DISINFECTION PROJECT IN THE AMOUNT OF 527,283.61 The City is currently working with Leander Construction toward a July 1, 2012 completion date. A few punch list items currently remain. The equipment is currently running and the process is going well. The project is paid from the bond fund. Motion and second were made by Alderman Ellis/Nelson to send the request to council for consideration. The motion carried by voice vote and was unanimous. APPLICATION FOR PAYMENT NO 1 AND FINAL FROM PROFESSIONAL CONTRACTING SERVICES FOR THE SOUTH BOAT RAMP IMPROVEMENTS AT CANTON LAKE IN THE AMOUNT OF 20 340.03 The original bid for the project was $19,792.54. An addition of $547.49 was due to the need of additional aggregate toward the water area. The total price after the adjustment would be $20,340.03 from the Lake Fund. Keith explained that future projects will need to be completed to finalize the boat ramp improvements. Motion and second were made by Alderman Ellis/Nelson to send to Council for consideration. The motion carried by voice vote and was unanimous. 2012 MFT RESOLUTION, ESTIMATE OF COST, REQUEST FOR EXPENDITURE. CONTRACT PROPOSAL AND ENGINEERING AGREEMENT. City Engineer Keith Plavec named the following streets as part of the 2012 MFT agreement. The streets included are as follow: Cherry Main to 15t Maple Street Main to 2"a Locust street Stn_8cn Walnut Street Main Street (St. Joseph Cemetery) Vine Street White Court- Parking lots (TIF Funding) $50.000.00 cost estimate Included in the 2012 MFT are the cemetery roads. The city would like to appropriate $250,000.00 from January 1, 2012 to December 31, 2012 for maintenance of streets and highways. The municipal estimate of maintenance costs total $322,053.59. The request for expenditure/authorization has $31,820.59 for maintenance engineering and $218,179.41 for maintenance. The maintenance engineering to be performed by a consulting engineer consists of preliminary engineering work and engineering inspection. A schedule of fees is listed on the document. Further discussion took place regarding repair and installing sidewalks within the community. Keith Plavec will bring back some estimated costs to replace various sidewalks. Motion and second were made by Alderman Ellis/Hartford to send to council for consideration. The motion carried by voice vote and was unanimous. MSI PROPOSAL FOR CANTON LAKE DAM EMERGENCY ACTION PLAN UPDATE- ESTIMATED FEE 4 300.00 The City has an annual inspection of the dam due to the classification. This year the City received a letter from IDNR stating the emergency action plan was being updated. The document was last done in 1999 and will need to be updated. The inspection on the dam was completed, but the emergency action plan needs to be updated and submitted to IDNR. Correspondence will take place with Fulton County ESDA. Motion and second were made by Alderman Ellis/Nelson to accept and send the request to Council for consideration. The motion carried by voice vote and was unanimous. INVOICE # 2390 FROM QUICK ELECTRICAL CONTRACTORS FOR THE 4T" AVENUE STREET LIGHTING PROJECT IN THE AMOUNT OF $10,369.00 The project was to install lighting between Pecan Street and Stonegate. The invoice covers the charges associated with the lighting project. Three lights were installed between the two streets. This will be paid from the general fund. Motion and second were made by Alderman Ellis/Nelson to send the request to Council for consideration. The motion carried by voice vote and was unanimous. APPLICATION FOR PAYMENT NO 1 AND FINAL FROM PROFESSIONAL CONTRACTING SERVICES FOR THE FIRE STATION BRICK REPAIR IMPROVEMENTS IN THE AMOUNT OF 521.472.91 Motion and second were made by Alderman Ellis/Hartford to send to council for consideration pending completion of the work. The motion carried by voice vote and was unanimous.
