Motion and second were made by Aldermen Hartford/Pickel to accept the minutes, bills
and treasurer's report as presented and place them on record.
The motion carried by voice vote and was unanimous.

FIRE TRAINING FACILITY
Chief Frank explained that he would like to purchase two twenty foot and two forty foot
containers in the amount of $12,900.00 from Jim Hawk Truck Trailers out of Peoria lL.
The Army reserve unit in Canton has agreed to help move the containers to the new
location.
Motion and second were made by Aldermen West/Ellis to approve request for the fire
training facility.

LEGAL & ORDINANCE- ALDERMAN JEFF FRITZ, CHAIRMAN
SPECIAL EVENT PERMIT- OPEN AIR MARKET
The event- sponsored by Canton Main Street is scheduled for July 14, 2012 at Jones Park
Setup time is scheduled to start at 7:OOam and tear down is at 3:30pm. A certificate of
insurance was submitted. A request for a road closure was submitted for East Chestnut
Street between Main and East Side Square from 10:OOam-11:30am for the open air
market and Kid's Fest.
Motion and second were made by Aldermen Pasley/Ellis to approve the special event.
The motion carried by voice vote and was unanimous.
REQUEST FOR RIGHT OF WAY CLOSURE FOR BILLY'S TAP RED DOG EVENT
This event is scheduled for Friday, July 13, 2012 from 4:OOpm-10:30-pm. The setup time
is set for 1:OOpm and will tear down at 10:30pm. The request includes closure of 2"d
Avenue next to Billy's Tap.
Motion and second were made by Aldermen Ellis/Pasley to approve the request for
right of way closure upon receipt of the certificate of insurance.
The motion carried by voice vote and was unanimous.
REQUEST FOR RIGHT OF WAY CLOSURE FOR BILLY'S TAP JFL & CANTON FOOTBALL
The event is scheduled for Friday, July 27, 2012 from 4:OOpm-10:30pm. The setup will
begin at 12:OOpm and tear down at 10:30pm. The request includes closure of 2nd
Avenue next to Billy's Tap.
Motion and second were made by Aldermen Fritz/Ellis to approve the request for right
of way closure for the event upon receipt of the certificate of insurance

ELIMINATION OF PARKING SPACE- PAIGE EDWARDS
Paige Edwards is interested in purchasing a building at 44 White Court. The request is
to have approval of the concept for a handicapped entrance before she purchases the
building.
Motion and second were made by Aldermen Ellis/Hartford to approve the concept of
the handicapped entrance at the building she is considering for purchase.
The motion carried by voice vote and was unanimous.
CLOSURE OF ALLEY BETWEEN EAST SIDE SQUARE AND 15T AVENUE FOR PEDESTRIAN
USE
This item will be sent back to committee for further discussion.
STORM READY AWARENESS
Chris Miller from the National Weather Service presented an award to the City of
Canton as a storm ready community. A storm ready program can give citizens a piece of
mind that their local emergency services and city officials are ready to step in and help.
The National Weather Service is presenting the award to recognize the efforts of Chris
Helle- the ESDA Director, along with his deputy and Phil Fleming. Phil started the
project two years ago.
In order to be considered storm ready there are six components that need to be met.
The first component is to have redundant methods of communicating information.
Several methods of receiving weather information need to be established. There needs
to be numerous ways of getting the weather information out to the public. A formal
disaster plan needs to be written and evaluated. Community preparedness campaigns
must be performed. Training must take place with all volunteer storm spotters.

COMMUNITY & INDUSTRIAL DEVELOPMENT- ALDERMAN JEREMY PASLEY , CHAIRMAN
UPDATE FROM MISSY TOWERY SRPED EXECUTIVE DIRECTOR
Missy Towery explained that this year's Cruise In and tractor pull was one of the most
successful events on record. Missy thanked the Canton Police Department and the
Public Works Department.

COMMUNICATIONS FROM MAYOR MEADE:
BRIAN AND DIANA CARRISON- FIRE DEPARTMENT APPRECIATION
Chief Frank introduced Diana Carrison as the daughter of previous Assistant Fire Chief
Harold Carrison. Diana explained that the fire department went above and above their
call of duty during her father's funeral. The Carrison family appreciates everything that
the department did.
SRC/YWCA YOUTH EDUCATION LANDSCAPING WORK
The Spoon River College has a program that involves approximately one dozen girls that
participated in some landscaping work around the city building last week. The City
appreciates the partnership with the college and the great work by those that helped.
The girls learned about landscape design and plant selection.
GARDENERS FOR CITY LIMITS SIGNS
Volunteers are being sought to adopt and maintain the landscape in front of the four
welcome signs at the city limits. Anyone that is interested should contact the Mayor's
office for more information.
JUNE'S BRIGHT SPOT AWARD
The June bright spot award goes to Jim and Marcia Forquer at 229 North 14th Avenue
Canton. This garden, located on a corner lot is loaded with hundreds of plants. At this
time, the hydrangeas and lilies provide the most color, with a mix of blues, pinks, yellow
and peach tones.
FARMERS MARKET
Mayor Meade explained that the farmers market held on Saturday mornings has been a
huge success and encourages people to visit the vendors.
VETERANS MEMORIAL AT LAKELAND
Mayor Meade thanked Bob Ems and his group of volunteers for the great work in
developing the Veteran's memorial at Lakeland Park.

FIREWORKS
The firework display will be held on July 4, 2012 at Memorial Stadium. MidAmerica
National Bank and Hy-Vee will be holding fundraisers for the event.

A resolution approving an intergovernmental agreement between the City of Canton and the
County of Fulton as to the operation and maintenance of the animal shelter and directing the
Mayor and the City Clerk to execute and deliver said agreement on behalf of the City of Canton,

City Treasurer Nicole Marter explained that the terms of the agreement will allow Tim Buk Tech
to serve as the City's IT company for the next year. The total dollar amount of $2,160.00 per
month will cover the 44 work stations, the 2 servers and the 85 emails. If the City should add
any work stations, emails or servers they will charge additional fees monthly.

A resolution approving a utilities extension agreement for Lakeland place duplex condo
development between The City of Canton and Craig Holthaus. #3993
The initial estimate for extending water and sanitary sewer under route 78 and Lakeland Park
drive was approximately $40.000.00. The City is offering to pay the cost and in return the owner
is agreeing to the increase in tap fees where each of the twelve units will be charged an
additional connection fee of $3,333.33. The city will work with IDOT and the EPA to secure the
permits. If all six units are not constructed within three years of the agreement, the developer is
required to reimburse anything that is outstanding.
