ORDINANCE NO. 4490A
AN ORDINANCE APPOINTING PAULA J. GRIGSBY AS DEPUTY TREASURER AND
ESTABLISHING THE OFFICE OF DEPUTY TREASURER
WHEREAS,the City of Canton,Illinois("City")is an Illinois non-home rule municipality
with a population greater than 10,000 people;
WHEREAS,there will be a vacancy in the Office of City Treasurer due to the upcoming
retirement and resignation of Crystal Wilkinson;
WHEREAS,the Mayor intends to appoint Paula J.Grigsby as Acting City Treasurer upon
the above-described vacancy taking effect;
WHEREAS, pursuant to 65 ILCS 5/3.1-30-5-(a), the mayor, by and with the advice and
consent of the city council or the board of trustees, may appoint(1) a treasurer(if the treasurer is
not an elected position in the municipality),(2)a collector, (3)a comptroller, (4)a marshal, (5) an
attorney or a corporation counsel, (6)one or more purchasing agents and deputies, (7)the number
of auxiliary police officers determined necessary by the corporate authorities, (8)police matrons,
(9) a commissioner of public works, (10) a budget director or a budget officer, and (11) other
officers necessary to carry into effect the powers conferred upon municipalities;
WHEREAS,the Mayor has appointed Paula J. Grigsby as Deputy City Treasurer so that
she can become better acquainted with the current Office of City Treasurer in preparation for her
potential appointment as Acting City Treasurer and to carry out the powers conferred upon
municipalities for purposes of the Office of City Treasurer;
WHEREAS,the City Council has advised and consented to the Mayor's appointment of
Paula Grigsby as Deputy Treasurer through September 2, 2025 or the appointment of an Acting
City Treasurer, whichever occurs first.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Canton,
Illinois, the following:
1. PAULA J. GRIGSBY is hereby appointed as Deputy Treasurer of the City of Canton,
to perform the duties of assisting the City Treasurer with her duties as City Treasurer
as prescribed by Illinois law and the ordinances of the City of Canton and to perform
such other duties as may be assigned from time-to-time by the Mayor, effective upon
her taking of the Oath of Office as required by Illinois law.
2. The Deputy Treasurer shall file the Oath of Office with the City Treasurer's Office and
post bond equivalent to that of the City Treasurer, as required by applicable law;
3. The appointment of Paula J. Grigsby as Deputy Treasurer and the office of Deputy
Treasurer shall expire at 11:59 p.m. on September 2, 2025 or the appointment of an
Acting City Treasurer(with the advice and consent of the City Council), whichever is
earlier, unless extended by subsequent appointment of the Mayor and advice consent
of the City Council;
4. The Deputy Treasurer shall be considered a full-time employee of the City of Canton,
with work hours consistent with the hours of the Office of the City Treasurer, and she
shall be paid at a rate of$ 25.00 per hour for all hours worked; and
5. This Ordinance shall be in full force and effect immediately upon its passage by the
City Council of the City of Canton, Fulton County, Illinois.
