Edwards Way-50 North 4t" Avenue, Canton, Illinois 61520. CONSENT AGENDA Minutes of Council meetin~ held Mav 15. 2012 Minutes of Mechanical Committee meetin~ held Mav 22 2012 Motion and second was made by Aldermen Hartford/West to accept the minutes as presented and be placed on file. The motion carried by voice vote and was unanimous. COMM/TTEE REPORTS: PUBUC SAFETY & TRAFFIC - ALDERMAN J/M HARTFORD, CHA/RMAN SPECIAL EVENT REQUEST FOR CLOSURE BILLY'S TAP (RED DOG HOSPITALITY EVENT) This will be carried over until next meeting. RESIGNATION/HIRING OF POLICE OFFICER Officer Brett Butler has submitted a letter of Resignation effective June 12, 2012. Brett is accepting a lateral transfer to the Pekin Police Department. Due to Officer Butler's resignation, Chief Taylor is requesting council approval to ask the Canton Fire and Police Commission to hire one Police Officer from the current eligibility list. Motion and second were made by Aldermen Hartford/Nelson to approve the resignation and request. The motion carried by voice vote and was unanimous. The public safety committee adjourned at 6:35pm STREETS AND GARBAGE- ALDERMAN JUSTIN NELSON CHAIRMAN CEFCU SPECIAL EVENT REQUEST CEFCU made a request to get permission to park vehicles on the sidewalk on 3 separate Monday's and Friday's in July to do a sales promotion with car dealerships as well as promoting local shopping. Motion and second were made by Aldermen Nelson/Ellis to approve the special event request. Keith Plavec explained that it would be important to work with CEFCU to allow enough space on the sidewalk for pedestrians to get around the vehicles on the sidewalks. The city would want to make sure that they comply with ADA regulations. The vehicles would be in place from 9:OOam and removed at 4:OOpm according to Alderman Nelson. The motion carried by voice vote and was unanimous. HANDICAPPED PARKING-GOOD WILL Restrictions in front of the Good Will store were discussed. Alderman Fritz indicated that he received a request to lift the restrictions from 2 hour parking to additional hours so a handicapped employee can park in front of the store. Discussion followed with regard to adjusting the parking area restrictions around town and providing some other alternatives to longer handicapped parking. Keith Plavec further explained that a solution to the two hour parking would be to put in a handicapped space on the first space closest to Goodwill. Chief Taylor suggested either leaving it the way it is now or lift the two hour parking. Motion and second were made by Aldermen Nelson/Fritz to lift the two hour parking between First Avenue and the east side of the square on both the north and south side of the street. The motion carried by voice vote and was unanimous. Streets and Garbage committee adjourned at 6:45pm. LAKE, BU/LD/NGS & GROUNDS - ALDERMAN ER/C SCHENCK CHAIRMAN Nothing for Council action. PUBL/C WORKS, WATER & SEWER - ALDERMAN GERALD ELLIS CHA/RMAN DIXON ENGINEERING MAINTENANCE INSPECTION CONTRACT FOR 1 500 000 GALLON STANDPIPE OPTION 2 Keith Plavec reported that about 12 years ago the stand pipe was repainted and has not been inspected since that time. We are working with Gregg to budget money to get another inspection on the standpipe and also the other tower. Two options were presented. Option #1 was that it may be done by emptying the tank and do a full inspection and Option #2 is leave water in it and have divers do it rather than draining it. Our recommendation is to have the divers do it and draw it down, at a cost of $2,955.00, and it is a budgeted item, not a bond expense. DIXON ENGINEERING MAINTENANCE INSPECTION CONTRACT FOR 150 000 GALLON CONE TANK OPTION 1 52510.00 Keith Plavec explained that the tank will be drained. Due to the age of the tank it woutd be a good idea to empty and do a complete inspection within three weeks. WTP TRUCK PURCHASE The request is to purchase a truck for the water treatment plant. The price of the vehicle is $26,400.00. Motion and second were made by Aldermen Ellis/Nelson to approve the WTP truck purchase in the amount of $26,420.00 with the snowplow attached. APPLICATION FOR PAYMENT NO 9& FINAL FROM LEANDER CONSTRUCTION INC FOR CHLORINATION SYSTEM IMPROVEMENTS AT WWTP IN THE AMOUNT OF $4586 41 Motion and second were made by Aldermen Ellis/Nelson to approve the payment No 9& final from Leander Construction Inc for chlorination system improvements at the WWTP in the amount of $4586.41 from the bond funds. FIRE STATION TRAINING FACILITY Motion and second were made by Aldermen Ellis/Hartford to approve the bid from SRV in the amount of $9,731.00. Amended Motion and second were made by Aldermen Ellis/Hartford to approve the request but put in the six inch slab for a cost of $11,855.00 rather than using the four inch slab. FILTER DEMOLITION AND CHANGE AT WTP Keith explained that #1 and #3 filters were going to be rehabbed. During the process we found a problem with the material and everything has to be removed and we have to redo the bottom part of the filter. The cost is broken down in three sections: Demolition cost is $16,400 Installation cost is $23,400 Under drain cost is $27,100 Total costs for that one filter is $66,900. The original bid for the two filters was for $39,306.00. After meeting with Gregg and their contact person we discussed that we could leave it alone and try to incorporate it with the next project. Gregg is concerned that if he does not have this filter and losses another filter then he is jeopardizing the water to the community. He thinks we need to fix it and our recommendation is to fix it. Motion and second were made by Aldermen Ellis/Hartford to approve the filter demolition and change at the WTP with All Services in the amount of $66,900.00. FIRE STATION REPAIRS Alderman Ellis explained that some issues were discovered on the brick at the fire station. The additional cost of $8,411.72 added to the original approved contract of $12,650.90 will bring the total cost of the repair to $21,062.62. This amount is lower than the original budget of $50,000.00 and most recent estimate of $25,000.00. COMMUNICATIONS FROM MAYOR KEVIN R. MEADE ELECTRIC AGGREGATION Mayor Meade explained that the city had a town hall meeting tonight at 6:OOpm to discuss the electric aggregation with Integrys. GABBY DAYS Mayor Meade thanked the public works department for the work performed during the annual gabby days. CRUISE INN The annual cruise inn will be held on June 15, 2012. LEROY TILLMAN BENEFIT Mayor Meade explained that a benefit will be held at the VFW with a fun run starting between 10:00 and 12:OOpm on Saturday June 9, 2012.
