Edwards Way Historic Depot 50 N. 4th Avenue Canton I161520 Aldermen in attendance: Aldermen Schenck, Pasley, West, Ellis, Pickel, Hartford, Fritz, Nelson Aldermen Absent: Mayor Kevin Meade, City Attorney Chrissie Peterson, Staff in attendance: City Administrator Jim Snider, Treasurer Nicole Marter, Fire Chief Keith Frank, Police Chief Dan Taylor, Interim Public Works Director Bill Terry, City Engineer Keith Plavec, Comptroller Caty Campbell Others in attendance: Media in attendance: The Daily Ledger John Froehling Video Services by: Joe Ginger PUBLIC SAFETY & TRAFFIC ALDERMAN JIM HARTFORD, CHAIRMAN POLICE REPORT Alderman Jim Hartford called the meeting to order and asked for Committee Reports starting with Public Safety & Traffic Committee. Police Chief Dan Taylor presented the April monthly police report. Congratulations to Lt. Mike Elam for graduation from the Executive Management course. Chief talked to Rotary about synthetic drugs. Chief's awards went out. There was a bicycle rodeo for the kids in conjunction with the YMCA and Rotary Club. We found out that we received an in-car camera grant worth $4300. FIRE REPORT Alderman Pickel presented the monthly Fire report. He also stated that one of their officers is in Champagne this week for training which is being paid for by Motorola. The Public Safety & Traffic Committee adjourned. STREETS & GARBAGE ALDERMAN JUSTIN NELSON CEFCU SPECIAL EVENT REQUEST Several representatives from CEFCU are in attendance tonight. They want to get permission to park vehicles on the sidewalk on 3 separate Monday's in July to do a sales promotion with car dealerships as well as promoting local shopping. A spokesperson from CEFCU gave the details. City Administrator and Keith Plavec gave the measurement details for the placement of the cars. Concerns were expressed regarding what to do if there was an emergency and some discussion followed. Motion and second were made by Aldermen Nelson/Ellis to send the request to Council for consideration. The motion carried by voice vote and was unanimous. HANDICAPPED PARKING restrictions in front of the Good Will store were discussed. Alderman Fritz indicated that he received a request to lift the restrictions from 2 hour parking to additional hours so a handicapped employee can park in front of the store. Discussion followed with regard to adjusting the parking area restrictions around town and providing some other alternatives to longer handicapped parking. Motion and second were made by Alderman Schenck/Hartford to ask the Street Dept to consider an alternative parking plan on the north side of Chestnut Street, something longer than 2 hours. Motion carried by voice vote and was unanimous. Will bring this back to Council in two weeks. The Streets & Garbage Committee adjourned LAKE, BUILDINGS & GROUNDS ALDERMAN ERIC SCHENCK, CHAIRMAN Jones Park has a new keiosk, it is the Illinois River Road National Scenic Byway that loops through Canton. We are trying to get additional Byway signs. Old Boat ramp is open at Canton Lake and is working well. Contractors are working on the South boat ramp project. We are going to look at reopening the beach for public swimming. Proposals for development at 61 E. Side Square are due May 315Y. Council will be able to decide on who is the best entity & value at the June 5th meeting. Discussion on using the water from the river well and Keith reported that it is moving along and once it is up and running we will let everyone know. PUBL/C WORKS, WATER & SEWER ALDERMAN GERALD ELLIS, CHAIRMAN DIXON ENGINEERING MAINTENANCE INSEPCTION CONTRACT FOR 1,500.000 GALLON STANDPIPE- OPTION 2 $2.955.00 Keith Plavec reported that about 12 years ago the stand pipe was repainted and has not been inspected since that time. We are working with Gregg to budget money to get another inspection on the standpipe and also the other tower. Two options were presented. Option #1 was that it may be done by emptying the tank and do a full inspection and Option #2 is leave water in it and have divers do it rather than draining it. Our recommendation is to have the divers do it and draw it down, at a cost of $2,955.00, and it is a budgeted item, not a bond expense. The second one is a 150,000 gallon tin man tank and we recommend that we should use Option #1 draw this one down and it gives us a chance to develop cost opinions. This cost will be $ 2, 510.00. Item #1: Motion and second were made by Alderman Hartford/Nelson to go for Option 2 at the cost of $2,955.00 for Item #1. The motion carried by voice vote and was unanimous. DIXON ENGINEERING MAINTENANCE INSPECTION CONTRACT FOR 150,000 FALLON CONE TANK OPTION 1 $2,510.00 Item #2: Motion and second were made by Alderman Ellis/Nelson that on Item #2 we go for Option 1 at the cost of $2,510.00. The motion carried by voice vote and was unanimous. WTP TRUCK PURCHASE Item #3 Water Treatment Plant request for a truck purchase. Jim Snider explained the price of the truck is $26,400.00. Motion and second were made by Alderman Ellis/Nelson that on Item #3 we recommend to Council that they consider for purchase the % ton pick-up with a plow for the Water Treatment Plant. The motion carried by voice vote and was unanimous. APPLICATION FOR PAYMENT NO 9& FINAL FROM LEANDER CONSTRUCTION INC FOR CHLORINATION SYSTEM IMPROVEMENTS AT WWTP IN THE AMOUNT OF $4.586.41 Motion and second were made by Alderman Ellis/Nelson to accept and send the request to Council for consideration. The motion carried by voice vote and was unanimous. APPLICATION FOR PAYMENT NO 9 FROM LEANDER CONSTRUCTION INC FOR WWTP UV DISINFECTION PROJECT IN THE AMOUNT OF $13,520.18 Motion and second were made by Alderman Ellis/Nelson to send the request to Council for consideration. The motion carried by voice vote and was unanimous. FIRE STATION TRAINING FACILITY-CONCRETE BID FROM SRV BUILDERS, LLC FOR $9731.00 Motion and second were made by Alderman Ellis/Hartford to accept and send the request to Council for consideration to accept the concrete bid by SRV Builders in the amount of $9731.00. The motion carried by voice vote and was unanimous. FILTER DEMOLITION AND CHANGE AT WTP Keith explained that #1 and #3 filters were going to be rehabbed. During the process we found a problem with the material and everything has to be removed and we have to redo the bottom part of the filter. The cost is broken down in three sections: Demolition cost is $16,400 Installation cost is $23,400 Under drain cost is $27,100 Total costs for that one filter is $66,900. The original bid for the two filters was for $39,306.00. After meeting with Gregg and their contact person we discussed that we could leave it alone and try to incorporate it with the next project. Gregg is concerned that if he does not have this filter and losses another filter then he is jeopardizing the water to the community. He thinks we need to fix it and our recommendation is to fix it. A discussion followed. Motion and second were made by Alderman Hartford/Ellis to approve the preparation work on the filters that need it at this time and send it to Council for approval. The motion carried by voice vote and was unanimous. AMEREN/INTEGRYS Jim Snider stated that the switch over will take place in June. If anyone gets switched over by mistake the City will take care of that. Also, Jim stated that Friday there was a mediation session with the police contract, we extended an offer and it was rejected so the next step is we will go to binding arbitration. Finally, Jim reported that the latest on the funds from the general assembly, is that now there is a senate bill that will basically take away our use tax, income tax increase, replacement tax and corporate personal property tax funds and the senate is proposing that they take the increases going forward with the growth on the economy. This is a constant challenge and we hope we can keep this from happening.
