Edwards Way Historic Depot 50 N. 4th Avenue Canton I161520 Aldermen in attendance: Aldermen Schenck, Pasley, West, Ellis, Pickel, Hartford, Fritz, Aldermen Absent: Alderman Nelson Staff in attendance: Mayor Kevin Meade, City Clerk Diana Pavley, City Attorney Chrissie Peterson , City Administrator Jim Snider, Treasurer Nicole Marter, Fire Chief Keith Frank, Police Chief Dan Taylor, Interim Public Works Director Bill Terry, City Engineer Keith Plavec, Comptroller Caty Campbell Others in attendance: Media in attendance: The Daily Ledger John Froehling Video Services by: Joe Ginger Mayor Meade called the meeting to order at 6:30 p.m. PUBLIC SAFETY & TRAFFIC ALDERMAN JIM HARTFORD, CHA/RMAN POLICE REPORT Chief Taylor reported that Lieutenant Eveland graduated from the executive management program in Moline. The class was administered by Alderman Fritz in his capacity at the executive institute. This class provides the continued education for the department. The bicycle patrol has three additional officers joining the team. This will bring the total to six officers on the bicycle patrol. The department recently performed an alcohol compliance check on all class A and class B liquor license holders. The compliance check resulted in one violation of a class B liquor license holder. The department also conducted a tobacco compliance check and all was in compliance. FIRE REPORT Chief Frank stated that a$30,000.00 radio grant was awarded to the department from the state. The radios were installed during the month of March. The department is pleased to have the new system in place. REZONING PROPERTY ON MAIN STREET FROM AN AG ZONING CLASSIFICATION TO A 62 ZONING CLASSIFICAITON. The planning and zoning committee approved the request for rezoning and recommended that it be sent to Council for approval. 1.5 acres was purchased and a request was made to put an ATM in this location with future plans of building a small bank in this area. An ordinance for rezoning will be presented for council consideration. Motion and second were made by Aldermen Ellis/Schenck to send to council for consideration. The motion carried by voice vote and was unanimous. The Public Safety & Traffic Committee adjourned at 6:35pm STREETS & GARBAGE ALDERMAN JUSTIN NELSON, CHAIRMAN (AbsentJ Alderman Schenck RIGHT OF WAY CLOSURE FOR CANTON CRUISE IN The annual cruise in is scheduled for June 15, 2012 from 4:00-9:30pm with an estimated 5,000 people attending the event. An application was submitted with a certificate of insurance. Missy Towery discussed the streets that would be closed for the event. Motion and second were made by Aldermen Hartford/Ellis to send the request to council for consideration with the road closure modifications discussed. The motion carried by voice vote and was unanimous. GARBAGE FEE-STICKER PROGRAM City Administrator stated that some direction is needed from the committee about moving forward with the sticker program. The city could move forward with purchasing stickers ($1.00 each) for anything over six containers. The stickers could be purchased at the Clerk's office in city hall. Section 7-3-4 of the municipal code states the city shall not collect more than 6 containers. Alderman West and Ellis explained that he does not support the sticker program and thinks the city should better enforce the current ordinance limiting the number of containers to six per household. Alderman Fritz explained that recycling needs to be better promoted and an incentive given to those that utilize the recycling program. Further discussion took place about educating the citizens on the garbage program and recycling program. Alderman Hartford suggested putting a notice in the water bill to remind citizens of the garbage rules. The public works department will be instructed not to pickup more than the 6 containers allowed under the current ordinance. The sticker program will not be implemented at this time. 4T" AVENUE LIGHTING Previous discussion took place about the possibility of adding lighting at Stonegate and Pecan along 4th Avenue. Adding two poles would cost $16,100.00 was the cost from Ameren. Keith met with a contractor at the site to see if the price could be reduced. Keith explained that it can be done cheaper, however the city would own the poles and would have to maintain the poles that would be city owned cable. Keith Plavec asked if the council would like to get another quote to compare the price with an additional contractor and present the information back next week. Motion and second were made by Aldermen Ellis/Hartford to direct Keith Plavec to contact an additional contractor for pricing and bring back for additional information The motion carried by voice vote and was unanimous. The Streets & Garbage Committee adjourned at 6:55 p.m. LAKE, BUILDINGS & GROUNDS ALDERMAN ERIC SCHENCK, CHA/RMAN BID RESULTS FOR SOUTH BOAT RAMP IMPROVEMENTS AT CANTON LAKE Keith Plavec explained that the city received six bids on the project. The low bidder was Professional Contracting Services with a bid amount of $19,792.54. The work is for the south boat ramp repairs. Keith Plavec further explained that this project has been one of the top priorities for a long time. The lake fund currently has a balance of $110,000.00. Motion and second were made by Aldermen Schenck/Hartford to accept the low bid from Professional Contracting Services and make the repairs at the boat ramp. The motion carried by voice vote and was unanimous. SWIMMING ORDINANCE FOR CANTON LAKE BEACH Alderman Schenck explained that he would like to bring back the issue of swimming at the beach and allow recreational use at the lake. The City Attorney gathered information from other communities regarding swimming at their lake facility. One thing learned during this process was that if the City allows swimming at the lake it requires the City to do daily water samples. If a condition is found where the water does not meet certain standards the swimming must be shut down for the day. Other recreational uses might be addressed in conjunction with the beach area, but the main focus currently would be with swimming at the beach. Alderman Pasley explained that he would like to see swimming at the lake. Drawing people into Canton for swimming would be an area to better review for recreational use. Alderman Pasley asked if the City knows what the cost would be to open up the beach to swimming. Attorney Peterson explained that a permitting process would need to take place before swimming would be allowed. Alderman Schenck asked what the overall opinion would be by the council. Atderman Fritz asked if a sign could be placed at the lake that swimming is only allowed at "your own risk". Alderman West stated he would be open to the idea but would like to have information on the costs involved. Alderman Ellis stated that he would be in favor of opening swimming up at the beach. Alderman Pickel stated that he thinks the lake should be opened back up for swimming, but asked questions about the state regulations on water quality at the lake. Alderman Pickel asked why owners at private boat docks can swim around their boat docks without having the same water regulation requirements. Alderman Hartford would like to see the beach opened but he also stated that he knows the history of the lake when the Jacee's opened the lake and put in the bath house. Sand was originally placed and lifeguards were brought in. It lasted only 3 years because they had trouble getting lifeguards. Some years went by and the Jacee's opened it again and it lasted around 4 years. At that time it was given to the City. Alderman Schenck explained that having pontoon boats and swimming in the same area is not a good idea. The area should be designated that would separate the boats from swimmers. Alderman Schenck stated a commitment would need to be made if the city was going to consider opening the lake up for swimming. Mayor Meade explained that opening the beach up to swimming would be a financial hardship and the city would lose money and the liability involved would be a concern. Further discussion took place about the need to revise the current ordinance. UNAUTHORIZED BOAT DOCKS AT CANTON LAKE Alderman Schenck suggests working on an ordinance that deals with boat docks that would clearly state that all boat docks on the lake are maintained or removed. Creating this ordinance would eliminate abandoned boats on the lake. The city currently does not have an ordinance pertaining to boat docks. Motion and second were made by Aldermen Hartford/Schenck to draft an ordinance for boat docks at Canton Lake and bring back for further review and discussion. The motion carried by voice vote and was unanimous. NO TRESPASSING ORDINANCE AT CANTON LAKE Alderman Schenck discussed posting signs at Canton Lake that reflect areas that would be public access. If signs are posted for no trespassing it would clearing indicate that public access is not allowed in those areas. Proper signage at the lake for parking would clearly indicate areas that allow parking at the lake. The Lakes Building and Grounds Committee adjourn at 7:50pm PUBLIC WORKS, WATER & SEWER ALDERMAN GERALD ELLIS, CHA/RMAN BID RESULTS FOR WTP FILTER REHAB Keith Plavec explained that this project is for filter 1 and 3 at the WTP. Two bids were received for the project. All Service Contracting submitted a bid at $39,306.00. GA Rich and Sons submitted a bid at $30,535.00. All Service Contracting has done work previously at the WTP. GA Rich and Sons has not done work at the WTP, however they are a reputable company. Keith Plavec would like to forward to council with no recommendation to allow time to further research the bid and qualification requirements. Motion and second were made by Aldermen Ellis/Hartford to send to council with no recommendation The motion carried by voice vote and was unanimous. BID RESULTS FOR FIRE STATION BRICK REPAIRS Five bids were received on this project. The bids ranged from $12,652.90 from Professional Contracting to $40,782.00 from Otto Baum. Keith Plavec recommends moving forward with Professional Contracting with the bid amount of $12,652.90 Motion and second were made by Aldermen Ellis/Schenck to send the bid from Professional Contracting Services in the amount of $12,652.90 to Council for consideration. The motion carried by voice vote and was unanimous. APPLICATION FOR PAYMENT NO 8 FROM LEANDER CONSTRUCTION INC FOR WWTP UV DISINFECTION PROJECT IN THE AMOUNT OF $124.773.14 Keith Plavec explained that this is the bond project at the WWTP and the April 1, 2012 substantial completion date was met. The final completion date is May 1, 2012. Keith recommends accepting the application. Motion and second were made by Aldermen Ellis/Hartford to send to council for consideration. The motion carried by voice vote and was unanimous. CANTON WWTP CHANNEL MODIFICATION BIDS (LEANDER CONSTRUCTION & OTTO BAUM) Keith Plavec explained that Leander and Otto Baum were contacted to look at the work. Otto Baum and Leander reviewed the work and Otto Baum submitted a bid of $4,000.00. Leander Construction was going to hire the work done and submitted a bid in the amount of $12, 429.88. Motion and second were made by aldermen Ellis/Hartford to send to council for consideration. The motion carried by voice vote and was unanimous. DUMP TRUCK PURCHASE FOR THE STREET DEPARTMENT Interim Public Works Director Bill Terry requested to order the 2012 dump truck for the Street Department. New State Bid pricing for this truck will increase May 1, 2012, so in order to keep the current price he will need to get it ordered by then. The cab and chassis will be purchased from Prairie/Archway International Trucks, where we have purchased four others. It is a basic truck that includes all warning lights, back-up alarms, a snow plow & spreader, a stainless steel bed and a calcium chloride storage tank. Koenig Equipment will provide the dump body work. The total package price is $114,242.00. We are looking at a 2 to 3 month production time, which will be a mid summer delivery. The city will have a surplus 1992 dump truck available and Bill Terry would like to sell it outright instead of trading it in. They did not offer much in the way of a trade-in. This is a budgeted item out of the Street Department Capital. $55,000 brought forward from FY 12 and $70,000 from FY 13. The total package purchase price of $114, 242 will be under budget by $10,758. Motion and second were made by aldermen Ellis/Schenck to send to council for consideration. The motion carried by voice vote and was unanimous. ELECTRIC AGGREGATION City Administrator Jim Snider explained that the opt out letters with Integrys will go in the mail tomorrow. The letters are very clear about the opt out program and a 800# will be available for people to call with questions. People will have until May 10, 2012 to opt out. The program will be implemented in June 2012.
