CONSENT AGENDA Minutes of Council meetin~ held April 17. 2012 Minutes of Mechanical Committee meetin¢ held Aaril 24, 2012 Motion and second was made by Aldermen Ellis/Hartford to accept the minutes as presented and be placed on file. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: PUBLIC SAFETY & TRAFFIC - ALDERMAN JIM HARTFORD, CHA/RMAN Nothing for council action. STREETS AND GARBAGE- ALDERMAN JUSTIN NELSON, CHAIRMAN RIGHT OF WAY CLOSURE FOR CANTON CRUISE IN The annual cruise in is scheduled for June 15, 2012 from 4:00-9:30pm with an estimated 5,000 people attending the event. An application was submitted with a certificate of insurance and a request for street closures during the event. Motion and second were made by Aldermen Nelson/Pickel to approve right of way closure for the Canton Cruise In. The motion carried by voice vote and was unanimous. 4T" AVENUE LIGHTING Keith Plavek explained that the lighting being considered is along 4th Avenue from Pecan to Stonegate. A quote was received from Ameren to install the lighting in the amount of $16,100.00. The City would pay a monthly fee ($10.00 per light) with Ameren owning the poles. Keith Plavec received quotes from Advanced Electric and Quick Electric. Advanced Electric submitted quotes containing two separate options. The difference between the two quotes is option 1 is for two lights and option 2 is for three lights. Quick Electrics bid on option two was in the amount of $10,369.00. If the city would decide to have Quick Electric or Advanced Electric install the lights, the City would own the poles, wiring etc and would need to insure those items. Keith Plavec recommended Quick Electric's option two. Motion and second were made by Aldermen Nelson/Hartford to accept option two from Quick Electric. LAKE, BUILDINGS & GROUNDS - ALDERMAN ERIC SCHENCK CHA/RMAN BID FOR SOUTH BOAT RAMP IMPROVEMENTS AT CANTON LAKE Keith Plavec explained that the City received six bids on the project. The low bidder was Professional Contracting Services with a bid amount of $19,792.54. The next low bidder was Leander Construction with a bid amount of $22,197.00 This item would be paid from the lake account. The recommendation was to accept the bid from Professional Contracting Services. Motion and second were made by Aldermen West/Hartford to approve the bid from Professional Contracting Services in the amount of $19.792.54. PUBLIC WORKS, WATER & SEWER - ALDERMAN GERALD ELLIS CHA/RMAN BID FOR WTP FILTER REHAB Keith Plavec explained that this project is for filter 1 and 3 at the WTP. Two bids were received for the project. All Service Contracting submitted a bid at $39,306.00. GA Rich and Sons submitted a bid at $30,535.00. All Service Contracting has done work previously at the WTP. GA Rich and Sons has not done work at the WTP, however they are a reputable company. Keith explained that GA Rich does not meet the requirements set in the bid, which would void their bid. Keith recommended accepting the bid from All Service Contracting Services. Motion and second were made by Aldermen Ellis/Nelson to approve the bid from All Services Contracting Services in the amount of $39,306.00 paid from the bond funds. BID FOR FIRE STATION BRICK REPAIRS Five bids were received on this project. The engineers estimate was between 20,000.00 and 22,000.00 dollars. The bids ranged from $12,652.90 from Professional Contracting to $40,782.00 from Otto Baum. Keith Plavec recommends moving forward with Professional Contracting with the bid amount of $12,652.90. This would be paid as a capital expense. Motion and second were made by Aldermen Hartford/Nelson to approve the bid from Professional Contracting Services in the amount of $12,652.90. APPLICATION FOR PAYMENT NO 8 FROM LEANDER CONSTRUCTION INC FOR WWTP UV DISINFECTION PROJECT IN THE AMOUNT OF 5124 773 14 Keith Plavec explained that this project will be paid from the bond fund. The final completion date was today; however they explained they will be a few days late. The UV equipment has been running since April 1, 2012 and things are running smoothly. Motion and second were made by Aldermen Ellis/Nelson to approve the application for payment No 8 from Leander construction. CANTON WWTP CHANNEL MODIFICATION BIDS (LEANDER CONSTRUCTION & OTTO BAUMI Keith Plavec explained that the project is for $4,000.00 and will be paid from the bond funds. The project will increase the amount of capacity going into the storm building in an attempt to reduce the amount of combined sewer overflow out of the outfall from the wastewater treatment plant. Motion and second were made by Aldermen Ellis/Hartford to accept the proposai from Otto Baum. DUMP TRUCK PURCHASE FOR THE STREET DEPARTMENT Interim Public Works Director Bili Terry requested to order the 2012 dump truck for the Street Department. New State Bid pricing for this truck will increase May 1, 2012, so in order to keep the current price he will need to get it ordered by then. The cab and chassis will be purchased from Prairie/Archway International Trucks, where we have purchased four others. It is a basic truck that includes all warning lights, back-up alarms, a snow plow & spreader, a stainless steel bed and a calcium chloride storage tank. Koenig Equipment will provide the dump body work. The total package price is $114,242.00. We are looking at a 2 to 3 month production time, which will be a mid summer delivery. The city will have a surplus 1992 dump truck available and Bill Terry would like to sell it outright instead of trading it in. They did not offer much in the way of a trade-in. This is a budgeted item out of the Street Department Capital. $55,000 brought forward from FY 12 and $70,000 from FY 13. The total package purchase price of $114, 242 will be under budget by $10,758.00 Motion and second were made by Aldermen Ellis/West to approve the purchase of the dump truck for the street department in the amount of $114,242.00. COMMUNICATIONS FROM MAYOR KEVIN R. MEADE BRIGHT SPOT AWARD The April bright spot was awarded to Jeannie Mosier at 468 North Main Street for the bright flowers along the side of the house. WATER LINE Keith Plavec explained that people in the community have been asking questions about the well, wondering if the well works and if they are able to pump to the city. Keith explained that the collector well was put in and the raw water line was run up to the edge of the plant. The recent pay request has been to take the raw water transmission and run it into the plant to make the connections. Currently over 35 million gallons of water have been pumped by the collector well to this area. Testing has taken place to make sure the collector well is running fine. People have recently expressed concerns that they are seeing pits being dug along the water line. Keith further explained that the pits are being dug for testing purposes and would later be filled back up. WTP Superintendent Greg Pollitt took the first samples today and the second samples will continue tomorrow. If the samples pass the requirements the operating permit will be submitted to the EPA. Once approval is obtained from EPA (2-4 weeks) the city can start pumping water. Currently people are seeing dirty water running down the creek. The dirty water is flushing the water through the system for testing. The dry weather has also caused the visibly dirty water. MEMORIAL SERVICE FOR DAVE COPE The memorial service for Dave Cope was held today. Dave Cope has been a great asset to the community and to various city departments. Dave was a great businessman in the community. Dave previously helped the city during the arson fire at the International Harvester site by flying Chief Elam to Texas for investigation and interviews which led to the discovery of the arsonist. Dave will be greatly missed by the community. OLD BUSINESS AN ORDINANCE AMENDING SPENDING AUTHORITY OF SECTION 1-4-19 AND 1-8-6 OF THE CANTON MUNICIPAL CODE (2ND READING) # 2081 Motion and second were made by Aldermen Hartford/Pickel to approve the ordinance and place it on record. AN ORDINANCE AMENDING THE RULES AND REGULATIONS OF THE CAMPGROUND AT CANTON LAKE AS SET FORTH IN SECTION 8-11-7-5 OF THE CANTON MUNICIPAL CODE (2ND READING) # 2082 Attorney Peterson explained that the amendment reflects changes in boating during dusk and the overnight hours.
