HomeMy WebLinkAboutOrdinance #2073 - amending article III (building sewers and connections) and article IV (use of public sewers) of chapter 19 (public and private sewers) of title 8 (public ways and property) ORDINANCE NO 2073 AN ORDINANCE AMENDING ARTICLE III (BUILDING SEWERS AND CONNECTIONS) AND ARTICLE IV (USE OF THE PUBLIC SEWERS) OF CHAPTER 19 (PUBLIC AND PRIVATE SEWERS) OF TITLE 8(PUBLIC WAYS AND PROPERTI~ WHEREAS, the Public Works, Water and Sewer Committee has determined that it is necessary and in the best interests of the citizens of Canton, Illinois to amend Article III (Building Sewers and Connection) and Article IV (Use of the Public Sewers) of Chapter 19 (Public and Private Sewers) of Title 8(Public Ways and Property) to more fully comply with the City's NPDES permit; and WHEREAS, the City Council has made a similar determination. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CANTON, Fulton County, Illinois, as follows: 1. That the foregoing recitals of fact are found to be true. 2. That Article III (Building Sewers and Connection) and Article IV (Use of the Public Sewers) of Chapter 19 (Public and Private Sewers) of Title 8(Public Ways and Property) of the Canton Municipal Code shall hereby be amended to read as follows: 8-19-18: SEPARATE SEWER TO BE PROVIDED: (a) A separate and independent building sewer shall be provided for every building, except that where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, court, yard, or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as one building sewer, but the city does not or will not assume any obligation or responsibility for damage caused by or resulting from any such connection. (b) Any new connection, which is tributary only to a combined sewer, shall be designed to minimize and/or delay inflow contribution to the combined sewer system. The technique to minimize or delay inflow shall be approved by the Wastewater Treatment Superintendent. (c) Any inflow source connected to a combined sewer system shall be connected to a storm sewer within twelve (12) months after a storm sewer becomes available. Procedures for disconnecting an inflow source from a combined sewer and connecting to a storm sewer shall be approved by the Wastewater Treatment Superintendent. (d) Any new construction, which is tributary only to a combined sewer, shall be constructed with a separate domestic waste line and a separate storm water line to facilitate disconnection when a storm sewer becomes available. 8-19-22: ROOF DOWNSPOUTS AND OTHER CONNECTIONS NOT PERMITTED: No person(s) shall make connection of roof downspouts, exterior foundation drains, area way drains or other sources of surtace runoff or ground water, except remediation waters meeting all requirements as set forth in subsection 8-19-31(M) of this chapter, to a building sewer or building drain which in turn is connected directly or indirectly to a public sanitary sewer, or directly to a public sanitary sewer. 8-19-29: DISCHARGES TO SEWERS, APPROVAL BY WASTEWATER TREATMENT SUPERINTENDENT: (a) Storm water and all other unpolluted drainage shall be discharged to such sewers as are specifically designated as combined sewers or storm sewers, or to a natural outlet approved by the wastewater treatment superintendent. Industrial cooling water or unpolluted process waters may be discharged on written approval of the wastewater treatment superintendent, to a storm sewer, combined sewer, or natural outlet. (b) Owners of all other wastewater collection systems, whether public or private, with combined sewers tributary to Canton's wastewater collection system shall have procedures in place prior to the discharge of any material to Canton's system, which shall be approved by the Wastewater Treatment Superintendent to ensure that the following items are achieved consistent with Federal, State and local standards: i. Inspect the collection system on a regularly scheduled basis. ii. Clean and maintain sewers, catch basins and regulators on a regularly scheduled basis. iii. Inspect and perform preventative maintenance on all lift stations. iv. Repair collection system problems in a timely manner. Replace sewers where necessary. v. Detect and eliminate illegal connections. vi. Detect, prevent, and eliminate dry weather overflows. vii. Operate the collection system to maximize storage capacity. Operate the combined sewer portions of the collection systems to delay the entry of storm flow into the system. viii. Operate the treatment and collection systems to maximize treatment.
