Collection boxes were received through a grant. The box is located at the CHS. The art class is currently in the process of designing the box. The box should be completed in March 2012. • Project BeSTOW (wellness program) started in January with 25 out of 34 employees involved in the incentive part of the program. • Police testing almost complete with the fire and police commission for a hiring list (12 Candidates) • Salvation Army Bell Ringing (Butler, Foreman, Wages, Slack, Brown, Myself participated at Wal-Mart last month. • Darren Donald/lan McDowell doing well in FTO Program BUILDING MAINTENANCE-CARPETING At the Strategic Budget Planning Session held at the beginning of the fiscal year the City discussed the poor condition of the carpeting on the main level of the Police Department. It was installed when the department moved to the building in 2001 and is now 11 years old and in poor condition. This carpet is tracked on 24 hours a day 365 days a year and has held up well considering the abuse it takes. There were several years that this carpeting did not get cleaned due to not having a custodian. Since the city hired a custodian the carpets have been cleaned on a regular schedule and this has helped extend the life of the carpet to this point. City Council agreed that it was time to replace the carpet and $4500 was placed in the Capital Line Item of the Police Department budget. Chief Taylor has obtained two quotes from local vendors. Melgreen's (Now in Farmington) quoted a price of $4500 and Crawford's Furniture in Canton quoted a price of $4290. Chief Taylor requested the Council approval to accept the quote of $4290 from Crawford's Furniture to replace the main floor carpeting of your Police Department. Motion and second were made by Aldermen Hartford/Ellis to send to Council for consideration. The motion carried. FIRE REPORT The ladder on Engine 2 was inspected and given the OK to be put back in service $10,500.00 was the total cost of repairs and inspection. The department worked on updating the Canton Fire Department portion of the City website. The inspection form used by various inspections is available on this site. Attended computer training with other city staff inembers. FIRE DEPT REPAIRS Keith Plavec explained that some of the bricks on the outside of the fire department building are starting to come off and other concerns were noted. Keith Plavec would like to put together a contract document to get bids and bring further information back to council. City Administrator Jim Snider recommends using surplus dollars for the repairs and appropriate this into next year's budget process after the quotes are received. SPECIAL EVENT LICENSE-AMERICAN GRILL The American Grill submitted an application for a special event to be held at The American Grill On February 14, 2012. One glass of champagne will be served to each customer between 5:00- 7:OOpm. A liquor commission meeting took place last week and a recommendation was made to forward the request to council for approval. Motion and second were made by Aldermen Hartford/Ellis to send to Council for consideration. The motion carried. The Public Safety & Traffic Committee adjourned at 6:40 p.m. STREETS & GARBAGE ALDERMAN JUST/N NELSON, CHA/RMAN The Streets & Garbage Committee adjourned at 6:41 p.m. LAKE, BUILDINGS & GROUNDS ALDERMAN ER/C SCHENCK, CHAIRMAN PURCHASE OF PROPERTY AT MAIN AND PINE No information is available at this time. This will be carried to the next committee agenda. PUBUC WORKS WINDOW/CITY HALL Two quotes were provided to install a window to the new public works office located on the second floor of City Hall. These offices will house Public Works Secretary Nancy Mackey, Interim Public Works Director Bill Terry and Planning and Zoning Director John Kunski. $2,571.64-Jon Newburn Construction $2,995.00 - Seward Construction Staff has reviewed the proposals and indicates that they both cover the same materials and scope of work. I recommend we select the low bidder - Jon Newburn Construction's quote of $2,571.64. This purchase will come out of the FY12 Surplus Fund. Mayor Meade has already authorized the purchase of office equipment for the Public Works Secretary in the amount of $1090 and approximately $1400 for computers for Bill Terry and John Kunski. These expenses will also come out of the FY12 Surplus Fund. Motion and second were made by Aldermen Schenck/Pickel to send to Council for consideration with the low bid provided. The motion carried. DEVELOPMENT FOR 17 EAST SIDE SQUARE City Administrator 1im Snider reported that Dearl and Patty Rose (Owners of Second Chance Apparel and More) is currently looking at purchasing the property at 17 East Side Square. Dearl and Patty Rose are requesting the City Council approve the transfer of the grant that had been issued to Ms. Napoli in October 2009. Per the recapture agreement if the property is sold within five years the pro- rated grant would need to be repaid to the city. Second chance is looking to purchase the property with a long term commitment to the Canton community. The recapture agreement does allow the transfer. The owners have been successful with the current business on south 5th, however they would like to move to the downtown area and expand their business. The Lakes Building and Grounds Committee adjourn at 6:46pm PUBLIC WORKS, WATER & SEWER ALDERMAN GERALD ELLIS, CHA/RMAN APPLICATION FOR PAYMENT NO 3 FROM LEANDER CONSTRUCTION INC. FOR WATER MAIN CONNECTION FOR WELL PROJECT IN THE AMOUNT OF $2,104.75 This project will be 99% complete and will be paid from the bond funds. Motion and second were made by Aldermen Ellis/Hartford to send to Council for consideration. The motion carried. APPLICATION FOR PAYMENT NO 5 FROM LEANDER CONSTRUCTION INC FOR WWTP UV DISINFECTION PROJECT IN THE AMOUNT OF $101,557.83 Alderman Ellis was excused due to his involvement. Keith Plavec explained that the equipment should be in by March and installed by May 1, 2012 Motion and second were made by Aldermen Hartford/Schenck to send to Council for consideration. The motion carried. WWTP ENERGY GRANT ASSISTANCE This item is a contract with Maurer and Stutz. The WWTP energy Grant is through the department of commerce and economic opportunity. This grant will help the city get money reimbursed from various projects. Motion and second were made by Aldermen Ellis/Schenck to send to Council for consideration. The motion carried. WWTP NPDES ASSISITANCE To provide engineering assistants regarding special conditions within the NPDES permit. This will provide Joe Carruthers with assistance as needed. The fee is estimated at $2,000.00 which would come from the WWTP budget. Motion and second were made by Aldermen Ellis/Hartford to send to council for approval. The motion carried by voice vote and was unanimous. REVISIONS TO WWTP ORDINANCES Attorney Peterson explained that one of the requirements of the NPDES permit is to review the sewer ordinances for items such as language that specifically prohibits new inflow sources to the sanitary sewer system. The ordinance was reviewed and some language could be revised. The language changes will meet the requirements needed for the permit. Motion and second were made by Aldermen Ellis/Hartford to have City Attorney revise the current ordinance and present to council for approval.
