POLICE REPORT
Chief Taylor reported that lan McDowell and Darren Donald graduated from Illinois State Police
Academy on December 15, 2011. lan McDowell received an award for top overall performance
in professionalism, firearms, leadership and physical fitness. The two officers will have twelve
weeks of training in the department prior to working on their own.
The police department will begin offering credit card bonding in the jail facility. A person has
the option of posting cash or using a credit card for bond. A charge will be assed for use of the
credit card system.
A new program called P2D2 was introduced. The program was originally started in Pontiac
Illinois by a high school science teacher. Chief Taylor, Superintendent Roy Webb and a group
from the high school went to Pontiac to talk with the person who originally founded the
program. The program originally started as an effort to find a way to dispose of old prescription
drugs. The science teacher took the topic to his classroom and researched the topic. During
the research the students discovered that over 80% of all streams in the United States are
contaminated with prescription drugs. The students found that old prescription drugs create
two main issues. The first issue is the health concerns involving people overdosing and the
improper usage of prescription drugs. The second issue is the environmental issue of people
improperly disposing of prescription drugs. The students incorporated the program by getting a
collection box to place at the local police department for people to bring old prescription drugs.
The graphic art students at the Pontiac high school created the artwork for the box. Pontiac
now has a 24/7 365 days per year collection site for old prescription drugs. The music
department at Pontiac high school participated in the program by creating a music video on the
P2D2 program. The art class created billboards for the community. The Pontiac High school
civics class met with a local representative to help the students draft a bill which was later
presented at the capital.
Chief Taylor explained that he discussed this program more with a group at the Canton High
School. Chief Taylor was able to secure a grant for a$600.00 collection box for the Canton
Police Department. The program creates a partnership between the local police department,
the school district and the pharmacists of the community. This program allows the students to
take on a program to help educate other kids in the community.
FIRE REPORT
Chief Frank reported that during the month of November the department received 178 alarms
for November which creates one of the largest alarm calls on record for a yearly total. Chief
Frank attended a public works mutual aid network meeting with public works administrative
assistant Nancy Mackey. Chief Frank also met with the Triad group about the possibility of
working with social service organizations to meet the needs of the callers.
FIRE DEPARTMENT FLEET
Chief Frank reported the following:
We have had a number of inechanical issues with our aging fleet of fire apparatus. With your
permission, we would like to embark on a plan to upgrade and update our fleet.
Squad 1 is a 1992 Ford F550 with an Alexis body. This vehicle served first as a rescue vehicle,
then as an air supply, light and utility vehicle until August 22, 2011, when I took it out of service
except to be driven normally to a scene. My reason for taking it out of service for "hot"
responses were mechanical and safety-related. In 2005, then-Chief Stanko listed the vehicle in
fair to poor condition. Persistent mechanical problems which have been unresolveable to date
include the throwing off of fan belts during times of high electrical load. My concern was that
this issue would affect the drive ability of the vehicle during a hot response and cause an
accident. We have a party interested in purchasing this vehicle in as-is condition for around
$15,000, and my feeling is that we should sell it. Currently, we have a generator issue which will
have to be repaired prior to the sale of the vehicle.
Engine 2 is a 1994 International/Smeal pumper with a 55' aerial device at the equivalent of
around 251,000 miles. As you may know, this vehicle has become a bit of an albatross due to
the high cost of keeping it operational. In Chief Stanko's 2005 report, he listed it in good/fair
condition and wrote that it would be replaced in 2012. The aerial ladder dropped to the ground
earlier this year at an educational display for children (fortunately with no injuries). Total cost
of repairs to date for this vehicle are $10865 with the City of Canton mechanic's labor not
figured in. Also in need of repair are several gate valves and the repair of a persistent water
leak from the water tank, with an unknown repair cost. We are hoping to get in the
neighborhood of $50,000 for this vehicle after all items are repaired.
This plan would be to use the proceeds of the sale of both vehicles, totaling around $90,000, to
first purchase a good used low engine hour pumper in the $30,000 to $50,000 range, but the
price could end up being a little higher. My hope is that there would then be enough money to
purchase a new Chief's vehicle with the remainder. If there is anything left it could be applied
to the CFD training facility. This ends up as a zero-cost upgrade to the CFD/City of Canton fleet,
with perhaps some funding left over to enhance the training facility.
At the time a new Chief's vehicle was purchased, we would move the old Chief's vehicle into a
reserve status to be used for Emergency Medical calls during periods of freezing or extremely
snowy weather and as a station car. The current station car, a 1994 Ford Crown Victoria former
CPD patrol car, with 118,000 miles on it when the odometer quit 8 years ago (probably 140,000
miles now) would be given to another city department, that would not use it in emergency
responses, or auctioned.
The net result is a newer fleet with one less vehicle. I still have hope that Squad 2, a 1994 Ford
E350 former ambulance with 106,500 miles on it, can be replaced with a low-time, low-mileage
surplus pumper with an aerial device from the military. We are looking for one with an aerial
device to compensate for the loss of the one on E2.
Financially, I am hoping to carry this out over for 2 fiscal years. We will probably be unable to
carry this out over the course of this year alone, due to money coming in from the sale of one
of the vehicles and not being able to be spent out before the end of the fiscal year.
A separate issue that has to be given fair consideration is the replacement of Engine 1. It has
the equivalent of over 480,000 miles on it and will need to be replaced with a new engine in the
next couple of years. Engine 1 responds on all alarms or around 1800+ calls for service per year.
Most fleet maintenance plans recommend replacement at around the 10-12 year mark, but
most fire service vehicles do not carry a response load that is as high as this vehicle.

FULTON COUNTY ESDA REPORT
Chris Helle presented the Fulton County ESDA report as follows:
The agency has received approximately twelve weather related calls and the agency has been
working on FEMA related paperwork. Chief Frank and Chief Taylor have been working with
Chris Helle on emergency plans for nursing homes. A board has been developed to work on the
emergency plans for local nursing homes. The ESDA agency recently invited the Illinois Public
Works Mutual Aid Association for discussion.
Chris Helle explained that one of his goals for the agency is to become more visible in the
community. The agency has been working with the school district by installing weather radios-
at no charge to the school district. ESDA will be involved with the Friendship festival. The
agency has developed a facebook and twitter page. Both of the pages have become very
popular by people in the community.
Chris further reported that the agency is very active in obtaining various grants.

CANTON LAKE FARM LEASE
Alderman Schenck explained that a verbal agreement is in place with a tenant farmer that is
providing services in exchange for the crop lease. A written lease agreement was put into
place to provide an option for $185 per acre or provide the mowing services. The tenant
farmer selected the option of providing the mowing services opposed to paying for the acreage.
Motion and second were made by Aldermen Schenck/Hartford to ask the attorney to discus
new terms with the tenant farmer of 150 per acre cash rent for the crop lease and eliminating
the in-kind service for mowing etc. A new lease will be presented if acceptable; if not
acceptable an open bid process would be created.
The motion carried by voice vote and was unanimous.
LISTING AGREEMENT FOR 61 EAST SIDE SQUARE
Motion and second were made by Aldermen Schenck/Hartford to direct the City Atorney to
draft a resolution that would list the property in a dual listing with Gorsuch Realty and Maloof
Realty with a price of $300,000.00 for a six month listing.
The motion carried by voice vote and was unanimous.
PURCHASE OF PROPERTY AT MAIN AND PINE
Motion and second were made by Aldermen Schenck/Nelson to direct the City
Attorney to draft and discuss with the owners of 65 South Main the purchase price of
$10,000.00 with other contingencies and to bring back for further action.
The motion carried by voice vote and was unanimous.

APPLICATION FOR PAYMENT NO 4 FR50M LEANDER CONSTRUCTION INC FOR WWTP UV
DISINFECTION PROJECT IN THE AMOUNT OF $182 139 30
Aldermen Nelson explained that this project would be paid from the bond fund to provide the
disinfection required at the WWTP beginning this spring.
Motion and second were made by Aldermen Nelson/Schenck to send to Council for
consideration.
ILLINOIS PUBLIC WORKS MUTUAL AID NETWORK
Keith Plavec explained that information was distributed for review. The network provides
formalized assistance for governmental agencies to enter into a written mutual aid agreement
to provide and receive emergency assistance in the event of a natural or man- made disaster or
other situations that require action or attention beyond the normal capabilities of the agency.
The cost is based on the size of population. The cost for Canton would be $100.00 based on the
population of 15,000 or less. The plan outlines the fact that there is no cost for services for the
first five days. Some situations may be reimbursable after the first five days or if they are
eligible for FEMA or IEMA. If an agency employee becomes hurt they will still be the
responsibility of the City.
