The recommendation is to have an alley at Locust to Liberty Place one way going south.
PUBLIC PARTICIPATION AT COUNCIL MEETINGS
Last week Alderman Fritz raised the point that agendas are often not completed until
the end of the day of Friday, past the deadline for someone to request public
participation. However a citizen may need to view the agenda first in order to
determine if they want to comment at the next meeting. As the majority of action items
come from committee, you could leave the current rules in place. Although a citizen
may not view the actual agenda until past the deadline to request participation, the
items that are passed from committee to council give an accurate view of what will be
discussed. The suggestion is moving the deadline for written request from Friday at
noon to Monday at 5:OOpm. If submitted on Monday, then the speaker's names
5
wouldn't be on the agenda, but they could still be identified to the council and media
prior to the meeting. The agenda would still list public participation as a general
category and up to 5 speakers would still be allowed to speak. Since no action is taken
on the matters mentioned by the public, unless separately listed on the agenda, you
would not be in violation of the open meetings act.
Motion and second were made by Aldermen Fritz/West to amend the rules for public
participation.
The motion carried by voice vote and was unanimous.
