The department was able to secure some free training for Officer Walker to attend the DARE school. Officer Walker will begin working in the DARE position in January 2012. Lieutenant Richards and Sergeant Bowton worked with Spoon River College conducting a community outreach program. The program is called Operation Curb View. The program provides suggestions on making improvements to various intersections in the City. FIRE REPORT Chief Frank reported that the department was dispatched to 164 calls during the month of September. Firefighter Flickinger graduated from the Peoria Fire Academy and is on duty serving at full capacity. Chief Frank wanted to remind everyone of the burning rules for the City. Chief Frank asks that everyone keep fires away from structures. Leaves are allowed to be burned on Monday, Wednesday, Friday and Saturday. Citizens were all reminded to get their flu shots with the flu season approaching. TIRE PURCHASE- FIRE ENGINE # 1 Chief Frank explained that the tread on engine # 1 was worn so he took the truck to KC Sales to have them examined. The tread is thinner than allowed and some cord was showing. The tires have been on the truck since February 2009 with a replacement date on the tire for October 2011. A quote was received from K.C. Sales in the amount of $2,085.20. Motion and second were made by Aldermen Hartford/Nelson to send to council for consideration. The motion carried by voice vote. CHUBB'S SUBCLASS E LIQUOR LICENSE (SAMPLES) Chubb's submitted an application for a subclass E liquor license. The license would allow the business to offer wine tastings on various occasions. Motion and second were made by Aldermen Hartford/Schenck to send to council for consideration. The motion carried by voice vote. EAP REQUEST Chief Frank explained that he obtained information regarding an employee assistance program and met with Police Chief Dan Taylor, City Clerk Diana Tucker and City Administrator Jim Snider. In 2006 the City Council agreed that the City needed an EAP for its employees. Both the current fire and police contracts and the police departments BeStow have provisions for an EAP to be provided to certain city employees. Implementation of this program would cover all of these bases. The cost and services of the Health Directions EAP benefit is summarized and bulleted in the memo below. The City of Canton employees and their dependents will be able to access counseling and treatment services at our Canton or Macomb North Central Behavioral Health Center. This benefit is extended not only to the employees but to their dependents as well, at no additional cost to the City of Canton. Keep in mind that if the numbers of the employee population changes, the annual fee is based on total number of employees multiplied by sessions selected. Employee's dependents are included at no additional expense to the city or employee. Services included with the Health Directions EAP, but not limited to are: Convenient & confidential services at NCBHS locations Crisis intervention available 24 hours, 7 days a week Local toll free phone number access Supervisory referral services and management assistance services EAP brochures and posters, quarterly articles Quarterly employee letters Quarterly utilization reports The cost for the program for the rest of the fiscal year would be $1,872.00. The total annual cost would be $3,744.00. The funds would come from the City's wellness program budget. Motion and second were made by Aldermen Hartford/Nelson to send to Council for consideration. The motion carried by voice vote and was unanimous. RESOLUTION SUPPORTING CANTON UNION SCHOOL DISTRICT # 66 IN THEIR QUEST TO STOP THE SALE OF SYNTHETIC MARIJUANA WITHIN THE CITY LIMITS OF CANTON, ILLINOIS Chief Taylor explained that he received an email from Superintendent Roy Webb stating that the school district agreed to pass a resolution to stop the sale of synthetic marijuana within the city limits of Canton Illinois. The City would like to pass a resolution in support of the school districts effort to stop the sale of synthetic marijuana within the city limits. City Attorney Peterson further discussed the public act that will outlaw the majority of the substances used in the synthetic marijuana. The act passed over the summer but does not go into effect until January 1, 2012. Attorney Peterson and Chief Taylor recommended passing an ordinance that would become effective immediately following approval. Motion and second were made by Aldermen Hartford/Nelson to send to council for consideration. The motion carried by voice vote. The Public Safety & Traffic Committee adjourned at 7:44p.m. STREETS & GARBAGE ALDERMAN JUSTIN NELSON, CHAIRMAN CHRISTMAS PARADE The request is to use 15Y Avenue from the high school to Elm Street and going directly to the Santa House for the Christmas parade. The parade will be November 26, 2011 at 10:OOam. A resolution will be presented next week. Motion and second were made by Aldermen Nelson/Hartford to send the request to council for consideration. The motion carried by voice vote. REQUEST TO PURCHASE TRUCK- SYSTEM MAINTENANCE Interim Public Works Director Bill Terry explained that he would like to purchase a new 3/ ton pickup with a plow through the state bid for the system maintenance department. The truck is a budgeted item for fisca) year 2011-2012 and will replace a 1997 Chevy % ton truck with 150,000.00 miles. A total dollar amount of $21,341.00 was budgeted, but it included the $5,659.00 from insurance reimbursement from an accident, which would have been in the previous budget year. The bid which includes the plow would be around $27,000.00. Morrow Brothers in Greenfield Illinois has the state bid and the truck will take approximately 12 weeks from order to delivery. Koenig Equipment would install the new plow, which is made out of stainless steel and will be $1291.00 less than the state bid plow. Motion and second were made by Aldermen Nelson/Ellis to send the request to council for consideration. The motion carried by voice vote. RECYCLING PROGRAM Mayor Meade gave an update on the Eagle Recycling Program. 948 households currently participate in the recycling program. Approximately 600,000 pounds was collected for recycling in the past year. The savings is estimated at $11,000.00 for the City. Eagle Recycling is pleased with the participation. If anyone is interested in participating they can contact city hall for the phone number of Eagle Recycling. The Streets & Garbage Committee adjourned at 7:48.m. LAKE, BUILDINGS & GROUNDS ALDERMAN ER/C SCHENCK, CHAIRMAN PURCHASE OF PROPERTY 65 SOUTH MAIN AND 66 SOUTH MAIN Discussion will take place in executive session. KEY CLUB-UNICEF Mayor Meade explained that he received a phone call from the high school. The Key Club will be trick or treating on Halloween night collecting money for UNICEF BRIGHT FUTURE GRANT Mayor Meade announced that Lincoln Elementary school is a finalist for the bright future grant from Clorox. Citizens can vote for Lincoln School and the winning school will receive up to $50.000.00. Lincoln school would use the funds for a new walking path at the School if selected as a winner. Citizens can go to powerabrightfuture.com to vote for Lincoln School. Citizens can also text a vote to Clorox 2322. PUBLIC WORKS, WATER & SEWER ALDERMAN GERALD ELLIS, CHAIRMAN APPLICATION FOR PAYMENT NO 6 AND FINAL FOR CHESTNUT STREET EXTENSION FROM OTTO BAUM IN THE AMOUNT OF $21.700.20 Keith Plavec explained that the project is complete and the pay request will come from the TIF fund. Motion and second were made by Aldermen Ellis/Nelson to send to Council for consideration. The motion carried. APPLICATION FOR PAYMENT NO 7 FOR WWTP CHLORINATION SYSTEM IMPROVEMENTS FROM LEANDER CONSTRUCTION IN THE AMOUNT OF $60,128.64 Keith Plavec explained the punch list items are remaining and would leave the 5% retainage in the amount of $11,285.00. The payment for $60.128.64 would be paid from the bond fund. Motion and second were made by Aldermen Ellis/Nelson to send to Council for consideration. The motion carried. APPLICATION FOR PAYMENT NO 2 FOR WWTP UV DISINFECTION PROJECT FROM LEANDER CONSTRUCTION IN THE AMOUNT OF $141.913.80 Keith Plavec explained that this project is at the main plant and is a requirement by EPA discharge permit. The system needs to be running by May 1, 2012 and will be paid from the bond funds. Motion and second were made by Aldermen Ellis/Nelson to send to Council for consideration. The motion carried. INTEGRYS- CITY OF CANTON ELECTRIC AGGREGATION PROPOSAL City Administrator Jim Snider explained: Municipal electricity aggregation is an exciting proposition in light of the difficult financial times for the City of Canton and our citizens. Aggregation provides us a great opportunity to not only provide significant savings to our residents and small business, but also have a focus on energy efficiency and sustainability. Illinois legislation now permits municipalities to put their resident electricity load out to bid to Certified Alternative Retail Suppliers (ARES) in order to save money. By acting on behalf of its citizens and businesses, a municipality can leverage the size of its aggregated electricity usage to command the lowest price in a competitive market. State law (20 ILCS 3855/1-92) creates an "opt-out" program that allows any resident or business to remove themselves from the program if they choose. Creating a relationship with an energy consultant is an important first step. The consultant will assist the City with the creation and hopeful passage of a referendum; educate the public on the program; create the bidding process for energy supply; negotiate with vendors; and implement the program. As you know, Integrys Energy Services based in Warrenville, Illinois, has been purchasing electricity for the City's usage for the past few years. Integrys has saved the City of Canton $194,000 in electricity costs versus Ameren's electric rate since 2008. With the advent of municipal electric aggregation, there are several companies (brokers) who are reaching out to municipalities across the Ameren territory to offer their services. Good Energy and Bluestar Energy are two of the firms that have signed up the largest number of municipalities to date. Integrys is not a broker in this process. Integrys is one of the four largest and most comprehensively resourced Alternate Retail Suppliers (ARES) in Illinois. Choosing Integrys as our consultant would eliminate a layer in the process of purchasing electricity which should result in a lower cost for our residents. There is no cost to the City of Canton to have Integrys or another broker handle the municipal electric aggregation process. Integrys will receive their compensation as a small percentage of the aggregation of electricity supply post referendum (approximately 3.6% to 4%). Integrys will fund all the educational activities like postcards, resident meetings, and the like. Integrys will take the risk of paying all the pre-referendum services (without knowing the vote outcome) and then the post-referendum services as Canton's aggregation supplier. Integrys is confident in their ability to set a price goal with the City and to properly time the market, which will help to recoup these costs so that the residents will still have the most competitive price most competitive price possible. I have also asked him to be available for the November 15Y council meeting, if you so desire. If it is the Council's pleasure, we could move forward on November 15th with a first reading of an ordinance to place the referendum question on the March, 2012 primary ballot. The motion carried by voice vote and was unanimous. A PRE-ANNEXATION AGREEMENT BETWEEN THE CITY OF CANTON AND GLENNA PRATHER AND JUDITH TUTTLE. Keith Plavec explained that a water main is located near the property to make it possible to connect to the water line. It is not possible at this time to annex the property due to the location of the property, but a pre-annexation agreement would be recommended. Motion and second were made by Aldermen Ellis/Nelson to send to Council for consideration The motion carried RULING FROM THE APPELLATE COURT Attorney Peterson explained that the City received a ruling from the appellate court last week regarding the Cuba case that has been ongoing for a lengthy amount of time. The appellate court agreed with the City of Canton's position on the interpretation of the contract. The City of Cuba will be required to buy all of their water from the City of Canton until the year 2047. City Administrator Jim Snider explained that this is a significant win for the City.
