Item D was tabled under the Community and Economic Development committee.
Finance committee was moved to the beginning.
PUBLIC PARTICIPATION:
MAYORAL COMMUNICATIONS/REQUESTED ACTION:
Mayor McDowell introduced commander James Lingenfelter from American Legion. Veterans
Day is quickly approaching, and the city has many events going on that day. Lingenfelter has
been a collector of military items for over 30 years, and at the Legion next Tuesday, those items
will be on display. The event will be family friendly and open to the public. The event will be
from 8am-8pm.

Acting Treasurer, Paula Grigsby – Nothing to report.
Police Chief, Mike Eveland – The police department had another successful Trunk-or-Treat this
year.
Fire Chief, Scott Roos – Nothing to report.
Public Utilities Manager, Joe Carruthers – The water main replacement has now moved to
Hickory Street getting ready to go down County Highway 5. There will be signs posted as well as
notices mailed out.

ALDERPERSON JUSTIN NELSON, CHAIR
ORDINANCE AMENDING TITLE 1, CHAPTER 30 OF THE CANTON MUNICIPAL CODE ENTITLED,
“BUDGET OFFICER AND ECONOMIC DEVELOPMENT ADMINISTRATOR.”
When the city created this budget officer and economic development administrator position it
was initially described in a way that it would be a person rather than a group/company. This
ordinance sets the parameters for the position with a few modifications from the previous
ordinance.
Motion and second were made by Alderpersons Gossett/Ketcham to approve an ordinance
amending Title 1, Chapter 30 of the Canton municipal code entitled, “Budget Officer and
Economic Development Administrator.”

APPROVAL OF A SPECIAL EVENT AND ROAD CLOSURE REQUEST FROM THE YMCA FOR THE
ANNUAL TURKEY TROT TO BE HELD NOVEMBER 27, 2025.
This is a repeat event, and nothing has changed.

and road closure request from the YMCA for the Annual Turkey Trot to be held November 27,
2025.

APPROVAL OF A CLASS F SPECIAL EVENT LIQUOR LICENSE FOR CANTON MAIN STREET’S MERRY
MINGLE EVENT TO BE HELD DECEMBER 6 FROM 4-7PM.
The Elk’s has their bond and insurance.

COMMUNITY & ECONOMIC DEVELOPMENT
ALDERPERSON JOHN LOVELL, CHAIR
Michelle Spiva from SRPED gave an update to the council. She thanked everyone for coming to
the housing meeting and stating that it has been a yearlong project that is almost done. There
were hundreds of volunteer and labor hours put in. The overview showed 15% of the housing
stock needing immediate assistance, which is the point of the program. Their will be a full
report provided by the end of the year. Once Michelle has that full report, it will qualify us to
have possible grant funding. This is a widespread program used throughout central Illinois. The
next community meeting will be next Wednesday, November 12 and is in partnership with the
University of Illinois Extension. The meeting will be at the Donaldson Center at 5:30pm.
MAYORAL APPOINTMENT OF BUDGET OFFICER AND ECONOMIC DEVELOPMENT
ADMINISTRATOR.
Mayor McDowell wants the record to reflect the appointment of Hometown Consulting for the
city’s economic development and budget directing.
RESOLUTION REGARDING APPOINTMENT OF BUDGET OFFICER AND ECONOMIC
DEVELOPMENT ADMINISTRATOR AND APPROVING AGREEMENT FOR FINANCIAL AND
ECONOMIC DEVELOPMENT SERVICES.
Attorney Jump explained he made changes to Cole McDaniel’s contract, which were incorporated
to the latest draft provided to the council. The biggest thing was figuring out the services to the
city to match previous council discussion. There is some insurance language as well as some
language that deals with any products of work that he creates. When you hold the office of
budget officer they have too be bonded and in this situation the intent would be the city paying
for the bond as it does other city officers. Due to Cole not being an employee, he does not fall
under the blanket bond that the council or employee would. The city is going to have to purchase
a separate bond that is relatively inexpensive in the grand scheme of things. This appointment
provides for a one year appointment. The intention will be for them to be at one meeting a
month, unless their services specifies otherwise.

ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF THE SECOND AMENDMENT
TO THE TIF AND BDD REDEVELOPMENT BY AND BETWEEN THE CITY OF CANTON, FULTON
COUNTY, ILLINOIS, AND 309 DEVELOPMENTS, LLC AND JEDEDIAH RHOADES AND MAX KUMER.

ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON 1-

DOWNTOWN/5 AVENUE TIF DISTRICT AND CANTON BUSINESS DEVELOPMENT DISTRICT NO.
1 REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY,
ILLINOIS, AND BREW-N-CUE, INC AND MARK ANDERSON AND TERRI ANDERSON.
This will be extending their BDD/TIF application to April 30,2026. Alderman Lovell and Alderman
Ketcham toured the facility, and they are pretty much done. Mark stated they will be open on

DISCUSSION OF THE FOLLOWING TIF/BDD APPLICATION AND/OR AGREEMENT REGARDING
LEDGER REAL ESTATE LLC (423 ENTERPRISE DR. – STE 1).
Someone has purchased the Ledger real estate building. There is a lot of work that needs to be
done so they will be submitting an application. They have already submitted an application for
phase 1.

RESOLUTION APPROVING LESS LETHAL DEVICE GRANT AGREEMENT WITH ILEAS AND
AUTHORIZING THE PURCHASE OF AXON TASER 7’S IN THE AMOUNT OF $17,926.80.
Chief Eveland explained this is something the department applied for a year and a half ago,
however, they did not get the award. The department was recently notified that they did receive
the award for this year. The department just renewed their taser contract and received new
tasers through Axon. This award will allow for the purchase of six more tasers. This will cause the
original taser agreement to go up $284.36, and that is to add two of the tasers to the warranty
since the grant doesn’t cover that. The agreement, if approved, gets sent to ILEAS where they
will then reimburse the city for the grant.

approving less lethal device grant agreement with ILEAS and authorizing the purchase of Axon
Taser 7’s in the amount of $17,926.80.

APPROVAL OF AN ENGAGEMENT LETTER WITH MILLER CANFIELD REGARDING SERVING AS
BOND COUNSEL IN REGARDS TO HEALTH CARE FACILITIES REVENUE BONDS, SERIES 2015A AND
2015B.
This is the engagement letter for the city’s bond counsel.

letter with Miller Canfield regarding serving as bond counsel in regards to health care facilities
revenue bonds, series 2015A and 2015B.

AN ORDINANCE PROVIDING FOR THE APPROVAL BY THE CITY OF CANTON, FULTON COUNTY,
ILLINOIS OF THE EXECUTION AND DELIVERY OF AMENDMENTS TO BOND AND LOAN
AGREEMENTS BONDS IN CONNECTION WITH THE OUTSTANDING HEALTH CARE FACILITIES
REVENUE BOND, SERIES 2015A (GRAHAM HOSPITAL ASSOCIATION PROJECT) AND HEALTH
CARE FACILITIES REVENUE BOND, SERIES 2015B (GRAHAM HOSPITAL ASSOCIATION PROJECT);
AND RELATED MATTERS.
Attorney Jump explained this is to basically extend the bond another five years. This does not
affect the city’s borrowing limits.

providing for the approval by the City of Canton, Fulton County, Illinois of the execution and
delivery of amendments to bond and loan agreements bonds in connection with the outstanding
health care facilities revenue bond, series 2015A (Graham Hospital Association Project) and
health care facilities revenue bone, series 2015B (Graham Hospital Association Project) and
related matters.

This is the brick building on the corner of 4 and Locust that has been taken down already. The
city was going to contribute 50% or $7,500 of the costs, whichever ended up being the lesser
amount.
Motion and second were made by Alderpersons Chamberlin/Gossett to approve a resolution
approving a demolition reimbursement agreement related to property located at 360 East Locust
St, Canton, IL 61520. This property has already been taken down and the city is going to
contribute 50% or $7,500 of the costs, whichever ends up being the lesser amount.

According to attorney Jump, this is a property that has been on the radar for some time now.
While the city will more than likely be incurring costs to demo this, there is an opportunity to
acquire it.
