ADDITIONS OR CORRECTIONS TO THE AGENDA:
Alderman John Lovell requested item B be tabled under Community and Economic
Development.
PUBLIC PARTICIPATION:
MAYORAL COMMUNICATIONS/REQUESTED ACTION:
Mayor McDowell commended the street and public works department for the last few
weekends with all of the activity that has been going on at the square.
DEPARTMENT HEAD COMMUNICATIONS/REPORTS:
Acting Treasurer, Paula Grigsby – Nothing to report.

Deputy Police Chief, Corey Miller – On the 25, this coming Saturday, the police department as
well as local businesses will be sponsoring the Trunk-or-Treat on the square starting at 5pm.
Fire Chief, Scott Roos – With the upcoming weather, before deciding whether to turn on the
furnace check the carbon monoxide detector to be sure it is working. Carbon monoxide can act
as the flu but there is no way to test for it, so the detector is your first line of defense.
Public Utilities Manager, Joe Carruthers – The campground season is over at the lake and we’ll
be closing it this month, with another successful season. There has been a request to add more
pontoon slips. The lake is being lowered as a recommendation from IDNR as a chance for
people to be able to work on their docks over the next several weeks.

This is kind of a first time event as it is under a new name. It is very similar to the Christmas Walk.

ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON BUSINESS
DEVELOPMENT DISTRICT NO. 1 REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF
CANTON, FULTON COUNTY, ILLINOIS, AND AUGUST VALLEY, LLC., AND ERIN GRAVITT (580 E.
LINN ST. – HVAC PROJECT).

ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON BUSINESS
DEVELOPMENT DISRICT NO. 1 REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF
CANTON, FULTON COUNTY, ILLINOIS, AND CANTON COMMERICIAL, LLC., AND WEST CENTRAL

POWERSPORTS, LLC., AND KYLE D. BAINTER (406 S. 5 AVE. – BLDG. PAINTING PROJECT).
This will be for power washing and painting. The project cost is $3,800 with an incentive not to
exceed $950.

approving and authorizing the execution of a Canton business redevelopment district no. 1
redevelopment agreement by and between the City of Canton, Fulton County, Illinois, and Canton

Painting Project) with a total project cost of $3,800 with an incentive not to exceed $950.

PUBLIC WORKS
ALDERPERSON GREG GOSSETT, CHAIR
APPROVAL TO AWARD THE 2025 SEWER LINING PROJECT BID TO J.C. DILLON INC., IN THE
AMOUNT OF $258,340.25.
This is a budgeted expense. The bids were open 2-3 weeks ago and there were around 7 bidders.
This project is mostly the repairs of what was discovered last year. There will be one year of
underground exploration, sewer cleaning, and televising followed by (starting now) an amount
of appropriated money to repair what had been found. This first item is for the repairs found
during the first televising. J.C. Dillon was the lower bid. The engineers’ estimate for this project
was $260,172 and J.C. Dillons bid is around $2000 less than that.

2025 sewer lining project bid to J.C. Dillon INC., in the amount of $258,340.25.

APPROVAL TO AWARD THE 2025 SEWER CLEANING AND TELEVISING PROJECT BID OF J.C.
DILLON INC., IN THE AMOUNT OF $198,644.25
This will get the city to around 50-60% televised and cleaned. It will more than likely take another
two years to get everything cleaned. This was budgeted.

sewer cleaning and televising project bid of J.C. Dillon INC., in the amount of $198,644.25.

ORDINANCE AMENDING THE BUDGET FOR FISCAL YEAR MAY 1, 2025 – APRIL 30, 2026.
Amended to account for the Vactor truck. This was going to be budgeted in the 27 fiscal year but
has moved to the 26 fiscal year.

amending the budget for fiscal year May 1, 2025 – April 30, 2026.

ORDINANCE AUTHORIZING THE PURCHASE OF A NEW 2025 VECTOR MANUFACTURING
COMBINATION SEWER CLEANER FROM COE EQUIPMENT.
This is the formal ordinance to authorize the purchase. The original price of the truck is
$592,627.96. After going through the SourceWell contract that the city has signed up for, that
gave a $16,875.95 discount as well as $600 license and title fees that have been added back in.
The city’s current vactor truck went down and the city rented this vactor truck from Coe
Equipment, and they said they would take that rental price off the original price of the truck.

authorizing the purchase of a new 2025 vactor manufacturing combination sewer cleaner from
Coe Equipment.

APPROVAL TO PURCHASE SECURITY CAMERAS FOR THE OPERA HOUSE PLAZA.
This is for one camera at the new opera house plaza site. This group has worked with the other
cameras on the square. The camera is a 360 camera and will get everything in front of the stage.
The cost is $8,498.00.

cameras for the Opera House Plaza in the amount of $8,498.00.

This is for a property that has already been discussed for $5,000. The developer is Spoon River
Rentals.

The grand opening is this Friday, October 24. The ribbon cutting will be at the arch at 5:30pm.
There will also be food and entertainment at 6. The band playing will be Monster Lane.
