Oath of Office-Officer ponald City Clerk Diana Tucker gave the oath of office to Darren Donald as a patrolman for The City of Canton's Police Department. COMMITTEE REPORTS: Public Safetv & Traffic - Alderman !im Hartford Chairman Fire Department Ladder Repair En~ine 2 Chief Frank explained that the repairs to engine 2 were in the amount of $ 12,019.00. When the fire engine was returned back to the City the in-house mechanic had to spend four hours to correct a few issues as a result of the repairs. The City may receive a credit for the problems and for a part that had to be removed. The credit could reduce the bill significantly. Fire Department Repair for En~ine 1 A bid amount was received from Global in the amount of $1943.46 to repair the gouged fuel tank on engine 1. Global was determined to be the low/responsible bidder. Chairman Removal of Traffic Si~nal at Locust and Avenue A Keith Plavec explained that he visited with IDOT regarding the removal of the traffic signal at Locust and Avenue A. IDOT stated that they would not be opposed to removing the traffic light. The lights are currently paid at 90% by IDOT and 10% by the City. If the City should decide in the future to put the traffic lights back in it could cost the City 100% of the cost rather than just the 10% that the City is currently paying. Motion and second were made by Aldermen Hartford/Ellis to approve the removal of the traffic signal at Locust and Avenue A. Further discussion took place regarding who is responsible for placing the stop signs at the intersection. The motion carried by voice vote and was unanimous. Street Closure for October Fest (October 14. 15) Fulton County Pink Ink is sponsoring the October Fest with conjunction with The Chamber of Commerce, White Oaks Bar and Grill and Official Time Out. The closure will be for the area of Pine Street from Main to 1St Avenue and White Court to Pine Street. The two day festival will be held downtown and will have shopping vendors, food vendors, kids inflatable's, face painting for children and other forms of entertainment. Motion and second were made by Aldermen Nelson/Ellis to approve the street closure for the October Fest to be held October 14, 15- 2011. Liquor will be served in the parking area of Official Time Out and White Oaks. The establishments serving alcohol will be required to apply for a special event license and provide a certificate of insurance. The motion carried by voice vote and was unanimous. Street Closure for October Fest Run/Walk October 15 2011 The event will consist of a 5k run and a 1 mile walk during the October Fest on October 15, 2011. The street closures will be from 7:45 am to 9:30 am. The proposed route would be: Fulton County Pink Inc. 5k Run/Walk Proposed 5K Run Route Start at parking lot entrance of Graham Medical on W. Lake, Buildinas & Grounds - Alderman Eric Schenck, Chairman 61 East Side Sauare Incubator Option Alderman Schenck explained that last week discussion took place regarding utilizing the property at 61 East Side Square for office space for the Spoon River Partnership, the Chamber of Commerce and an incubator for new businesses. Motion and second were made by Aldermen Schenck/Hartford to ask the partnership to continue investigating the option. Alderman Nelson explained that the amount of money involved is a very large sum without any type of guarantee of breaking even. Alderman Nelson further explained that he thinks option two would be a better decision. ~ Alderman Schenck explained that his motion only directs the partnership to investigate the option and provide additional information from the results. The City will seek grant funding as part of the investigation with the incubator consideration. Alderman Ellis asked if the realtors could try to sell the property as- is for the next few months. Mayor Meade further explained that the idea of selling the building will not be excluded. The motion carried by voice vote and was unanimous. Farm Lease Alderman Schenck explained that the City currently has a farm lease at the Canton Lake. Before the City can make any changes in the lease a notice must be served to the tenant farmer. Motion and second were made by Aldermen Schenck/Fritz to cancel the farm lease and bring back additional information for changes in a new lease. Alderman Schenck further explained that the intent is not to take the current tenant farmer off of the lease. The motion carried by voice vote and was unanimous. North Shore Subdivision Alderman Schenck explained that a meeting took place earlier today with the County Planning and Zoning Committee to update them on the efforts to develop a plat for the subdivision. Lake Swimmin~ Ordinances Attorney Peterson has been working with ordinances in place with other communities and is preparing a summary of the findings which will be discussed at another committee agenda. The survey results have been sent out for review. Bid Results for Sidewalk Improvements on Ash Street & 16th Avenue The City received four bids for the project. Bids were received from Otto Baum, R.A. Cullinan, Lavadiere Construction and Midwest Bridge and Crane. The engineer's estimate was $26,731.00. The low bidder was Otto Baum with a bid price of $34,799.45. The payment would be paid from the MFT funds. Further discussion took place to determine if the sidewalk improvements should begin this year or if the City would want to wait until next year. Alderman Hartford indicated that the improvements should begin this year rather than waiting until next year. Communications from Mavor Kevin R. Meade Bri~ht Spot Award The September Bright Spot Award goes to Becky Poindexter, who lives at 1028 E. Chestnut Street. Becky's home sports a stunning bed of orange zinnias, hanging baskets of colorful calibrachoa, and large plantings of elephant ears, as well as many other annuals. Emiauon Tour Mayor Meade explained that he went on a tour of Emiquon last week. The tour was very interesting and the Mayor was very impressed with the progress made. Mayor Meade encouraged people to visit the area. Canton Sports Mayor Meade recognized that Canton high school football and volleyball team for their recent wins. 911 Anniversarv Sunday is the 10th anniversary of 9-11. A service will be held at the Canton Fire Station (101 East Spruce) at 7:46am which is the same time that the first plane hit the first tower in New York City. The public is invited. Calvary Baptist church wilt hold an event at 9:45am for the 911 anniversary. The public is invited OLD BUSINESS AN ORDINANCE APPROVING THE TERMINATION OF THE CANTON 4A INDUSTRIAL TAX INCREMENT FINANCING DISTRICT 12ND READING) # 2039 . AN ORDINANCE CREATING SECTION 10-15-37 IBUILDING ADDRESSI OF THE CANTON MUNICIPAL CODE (2ND READING) TABLED FROM THE LAST COUNCIL MEETING Chief Frank explained that Attorney Peterson and Firefighter Neptun did some research and the existing fire code specifically outlines the address number. The code states that new or existing buildings shall have numbers or letters four inches high and .5 inches wide with a contrasting background. New Business Bid Results for Citv Parkin~ Lot Improvements- 61 East Side Square Alderman Ellis asked to be excused from voting due to his involvement with the project. Motion and second were made by Aldermen Ellis/Nelson to be excused from the vote. The motion carried by voice vote and was unanimous. Keith Plavec explained that the bid results took place on September 2, 2011. Three bids were received. The bids were received from Lavadiere Construction, Leander Construction and Otto Baum. The low bidder was from Otto Baum with a bid amount of $80,928.20. Motion and second were made by Aldermen Hartford/Schenck to accept the low bid from Otto Baum. Industrial Park lift Station WWTP supervisor Joe Carruthers explained that some work needed to be taken at the lift station. With the TIF expiring this was an opportunity to use the funds. RA Cullinan provided a quote in the amount of $ 19,922.08 which would be paid from the Industrial Park TIF leaving a balance of approximately $38,000.00 in the TIF fund. AFSCME SENIORITY ARTICLE City Administrator Jim Snider distributed the following memo. Section Promotion outside Bargaining Unit. When a bargaining unit employee is promoted to a position outside the bargaining unit, he/she shall maintain the right to return to the unit back into the position he/she left, or one of like pay and responsibility for which they are qualified (as determined in the sole discretion of the employer). Provided however, their bargaining unit seniority will be frozen when they leave the unit for bidding (if applicable) and the return to their former position is conditioned upon their having more seniority than the person who occupies the position upon their return. If seniority is not sufficient to return the employee to their former position or one of like pay and responsibility, then in that event they will be placed in a position determined by the employer as their needs dictate. Provided further, a return to the unit is only available if the employee is not terminated for cause from his/her position outside of the unit. If another bargaining unit employee is displaced by the return of an employee outside of the bargaining unit then they will have the same right to return to the position they formally held under the same terms and conditions. City Administrator Jim Snider explained that the language is similar to the language in the other bargaining units. The city is working with staffing and management to consider promoting two employees from the bargaining unit to a management position. The union will meet this Thursday to discuss the seniority issue. Motion and second were made by Aldermen Netson/Ellis to approve the language in the article.
