APPOINTMENT OF DEPUTY CHIEF OF CANTON POLICE DEPARTMENT Corey Miller will be the Deputy Chief of Canton Police Department and will commence May 12, 2025. Motion and second were made by Alderpersons Gossett/Nelson to approve the appointment of Corey Miller as the Deputy Chief of Canton Police Department commencing May 12, 2025. Jump – City Attorney Re-appointment Motion and second were made by Alderpersons Nelson/Gossett for approval of a resolution appointing city attorney and approving an agreement pertaining to legal services for the City of Canton. RESOLUTION APPOINTING CITY ENGINEER AND APPROVING AN AGREEMENT WITH MAURER- STUTZ, INC TO PERFORM CITY ENGINEERING SERVICES FOR THE CITY OF CANTON. Keith Plavec – City Engineer Re-appointment Motion and second were made by Alderpersons Grimm/Ketcham to approve a resolution appointing city engineer and approving an agreement with Maurer-Stutz, INC to perform city engineering services for the City of Canton. RESOLUTION APPOINTING THE CITY TREASURER AS THE BUDGET OFFICER FOR THE CITY OF CANTON. Crystal Wilkinson – City Treasurer Re-appointment Motion and second were made by Alderpersons Gossett/Pickel to approve the resolution appointing the city treasurer as the budget officer for the City of Canton. CLERK COMMUNICATIONS /REQUESTED ACTION: The Oath of Office was given to Mayor Kent McDowell, Alderman Dave Pickel, Alderman Greg Gossett, Alderman Ralph Grimm, Alderman John Nelson, City Treasurer Crystal Wilcoxen, City Attorney Christopher J. Jump, City Engineer Keith Plavec, Police Chief Mike Eveland, and Fire Chief Scott Roos. DEPARTMENT HEAD COMMUNICATIONS/REPORTS: Fire Chief Scott Roos announced it is national arson awareness week and in the City of Canton we are fortunate not to have many arson cases. However, throughout the United States 13% of all fires are arson related. The City of Canton has three fire investigators at the department in the event they are needed. With the help of the police department they are able to work together. There have been two arson cases within the last two years. The State Fire Marshall asks that everyone keep their properties cleaned up and if you see anything unusual to report it to the police department. Roos also wanted to give thanks to the crew on the fire department who were able to safely rescue a dog who had fallen 25 feet into a well. Public Utilities Director Joe Carruthers stated there is going to be a lot of activity on the streets from the public works department. They are working towards cleaning up and making repairs to the parks, the depot, and the cemetery for the bicentennial coming up in June. CONSENT AGENDA - None COMMITTEE REPORTS: PUBLIC SAFETY AND LEGAL ALDERPERSON JUSTIN NELSON, CHAIR RESOLUTION APPROVING A LEACHATE TREATMENT AGREEMENT BETWEEN THE CITY OF CANTON AND ILLINOIS POWER RESOURCES GENERATING, LLC. City Attorney Chris Jump explained the reason for renewing this contract is due to the term of the mayor and state law. The city is not necessarily expending money. The last agreement expired due to it being a short-term agreement that got the city through until now. This new agreement will be under the new administration and will be a one year contract that can be renewed once the budget has been approved. Motion and second were made by Alderpersons Nelson/Grimm to approve a resolution approving a Leachate Treatment Agreement between the City of Canton and Illinois Power Resources Generating, LLC. ORDINANCE REGULATING OPERATION OF LOW-SPEED ELECTRIC AND LOW-SPEED GAS BICYCLES (FIRST READING) Jump stated most of this ordinance is state law. When operating on a road way, they should still be following road laws. They shall not be permitted on sidewalks. The stickers they need for the bikes will be visible/reflective at night. These are excluded from the definition of a motor vehicle which means you do not need a drivers license to operate. Since this is the first reading, mayor McDowell suggested that the council write down their thoughts and questions when it comes time for a second reading. REGULATORY AND POLICY ALDERPERSON ANGELA HALE, CHAIR COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR Alderman John Lovell discussed that with this being a new term for him, there’s a few things he would like to bring up to the council. One of those items being residential. There is a housing survey going around, however there really is nowhere to build new homes. Lovell would also like to get more work done downtown to attract more businesses and transform the area. He suggested bringing a performing arts center to the downtown. ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A REDEVLOPEMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND A&J RAJ, INC., AND NILAM S. RAJ, D.B.A., CANTON INN (655 W. LOCUST). They will be renovating 23 rooms and adding new flooring. The estimated cost is $42,214 to complete the project. The city is looking to reimburse 25% not to exceed $10,554. However, this is tabled for the time being. PUBLIC WORKS ALDERPERSON GREG GOSSETT, CHAIR FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH WSP TO COMPLETE PHASE 1 ESA AT 209 E. CHESTNUT STREET, CANTON, IL 61520. City Engineer Keith Plavec explained some of the grant requirements were the phase 1 environmental assessment to be completed. The city has gone through WSP before and have done several of these around town. There will be a $4,000 fee that is covered by the grant. Motion and second were made by Alderpersons Chamberlin/Grimm for approval of a professional services agreement with WSP to complete phase 1 ESA at 209 E. Chestnut Street, Canton, IL 61520.
