COMMITTEE REPORTS:
PUBLIC SAFETY AND LEGAL
ALDERPERSON JUSTIN NELSON, CHAIR
RESOLUTION OF CANTON, ILLINOIS ADOPTING THE 2025 FULTON COUNTY MULTI-
JURISDICTIONAL MULTI-HAZARD MITIGATION PLAN.
Roos explained this is something that must be done for projects that come along. Each city or
county must form a plan on what they feel the need will be for grant funding. The baseline will
stay five years and if there is nothing in there when the money comes due it doesn’t get granted.

Canton, Illinois adopting the 2025 Fulton County Multi-Jurisdictional Multi-Hazard Mitigation
Plan.

REVIEW BID RESULTS AND APPROVE ALLOWING THE MAYOR TO ENTER INTO AN AGREEMENT
WITH THE APPARENT LOW BIDDER FOR THE FIRE STATION CONCRETE AND DRAINAGE
IMPROVEMENT PROJECT.
City Engineer Keith Plavec explained this is a project that was going to involve the city workers
that completed the demo portion as well as the replacements. It was originally bid out at $15,000
for the city crews. Roos had gone out and initially gotten quotes from contractors. Since it was
over $25,000 it had to be put out for bid. The city had seven different bids come in. Aupperle had
a bid of $46,874. Nap placed had bid for $54,725. The highest bid was Cut Rock Construction,
which was $72,000. Aupperle is currently doing work at the Opera House Site.

enter into an agreement with the apparent low bidder, Aupperle at $46,874, for the fire station
concrete and drainage improvement project.

APPROVAL OF A DOWNTOWN SPECIAL EVENT AND ROAD CLOSURE FOR SPOON RIVER SCENIC
DRIVE TO BE HELD ON OCTOBER 4-5 AND OCTOBER 11-12.
This year, because of the growing popularity of the Canton site, they are asking to have all East
Side Square closed on the Friday afternoon before each weekend in order to be set up until it’s
time to tear everything down on Sunday evening.

COMMUNITY & ECONOMIC DEVELOPMENT

DISCUSSION ON THE FOLLOWING TIF/BDD APPLICATIONS AND/OR AGREEMENTS REGARDING
ERIN GRAVITT (580 E. LINN).
This was initially sent to Lovell awhile back, and he decided to hold off because there was some
uncertainty with the business plan. The building will have multiple phases. The upstairs has been
renovated for an Airbnb that will work in conjunction with a package deal. For the back half, he
is putting an autobody shop up the beginning of next month. The front part of the building will
be renovated into some type of office space. This current phase includes renovating the interior,
painting, and new windows. The cost is just over $38,000. Lovell is working to put an application
together to not exceed $9,600 or 25% of the total cost.

This was not on the agenda. This is a detailing business on Cherry and 5. He has outgrown the
business and is wanting to build a new building. The total cost of the project is a little under
$270,000. Lovell will get more information such as how many jobs this could create, etc.
PUBLIC WORKS

SUPPLEMENTAL RESOLUTION FOR IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE
IMPROVEMENTS CONSIST OF TRAFFIC SIGNAL MAST ARM REPLACEMENTS AND LIGHTING
IMPROVEMENTS ON NORTH MAIN STREET AT VINE AND ASH STREETS. APPROPRIATES
$27,576.25 FROM CITY’S ALLOTMENT OF MFT FUNDS.
Plavec explained the construction is done on the main mast arms, but the lighting has not yet
been done. In the past IDOT had sent an agreement for the mast arm replacements and the
preliminary construction engineers that they took care of themselves The construction was
estimated to be $294,600. The real cost came in at $417,073. There is a clause in the agreement
that states “the amount that you pay, your participation shall not exceed 125% of the estimated
construction engineering cost.” They estimated the lighting to be around $8,400 and the city is
responsible for 100% and bids came in for $28,996. The $27,576.25 will get the city paid through
IDOTS current invoice that got behind. There will need to be a few more conversations regarding
this, so it has been tabled for the time being.

This is similar to what has been done in the past and was included in the council packet. The bid
was for $10,000 and the city paid 50% not to exceed to $5,000.

This has been discussed a few times in the past. The budget has around $250,000 for projects
like this.

ORDINANCE AUTHORIZING AND DIRECTING THE SALE OF CERTAIN PERSONAL PROPERTY.
This is done regularly. There needs to be an ordinance disposing of the personal property and
directing how it is going to be sold. This is currently listed on the Gorsuch website, which is why
there is some ratification language in the ordinance that was given to council. This is to get rid of
older city property. Carruthers explained that the sale of these properties often goes towards the
purchase of new equipment.

ORDINANCE AUTHORIZING THE AMENDMENT OF CITY OF CANTON LAKESHORE LEASES FOR
24533 E. NORTHSHORE DRIVE, CANTON, IL 61520 AND 24531 E. NORTHSHORE DRIVE, CANTON,
IL 61520.
Attorney Jump explained he needed to pull more documents on this to get it finalized. There are
a couple that already lease these two parcels and have asked that one of these persons on the
leases be removed. This is basically to amend the leases to remove the person. Said person will
sign all of their interest to the other where they will have new signed amended leases.

Mayor McDowell stated this has been previously brought up where they had the proposal, but it
was not formal. Going on the advice of attorney Jump, McDowell would like to reject that
proposal since it wasn’t formal and then put the site back up so people can make a formal bid.

LOCATED IN TIF DISTRICT 2 (SIESTA MOTEL).
Jump talked with Mayor McDowell about this. Nick Nelson, who is on the TIF council was able to
put this language together. After talking, they are wanting to change the turn around due to the
ability to publish it in the paper. Jump would like to extend the period for proposals so people
can get those in. With TIF districts when selling property there is a little more leniency. Jump
