The total investments were 7.9 million. The general fund net loss is $140,896.00. The Water and Sewer surplus was $208,505.00. Motion and second were made by Alderman Pickel/Fritz to accept the Treasurer's report as presented. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: Finance- Alderman Craig West, Chairman PURCHASE OF 2012 FORD EXPEDITION FOR THE POLICE DEPARTMENT Chief Taylor explained that this purchase would replace the 2007 Dodge Durango with the 2012 Ford Expedition in the amount of $26,199.00 minus the trade in of $3,300.00. The total price is $22,899.00 from Landmark Ford. The local Ford dealer could not meet the state bid price. Motion and second were made by Aldermen Hartford/Pickel to approve the purchase of the 2012 Ford Expedition in the amount of $22,899.00. The total cost is $6,800.00 with half of the funds paid from the DUI fund and the other half from the police capital budget. Motion and second were made by Aldermen Ellis/Hartford to approve the purchase of the onsite 350 speed trailer. MFT SIDEWALK PROGRAM ADDITIONAL FUNDS Mayor Meade explained that the additional amount needed for the program would be approximately $6,000.00 after reviewing the applications. Motion and second were made by Aldermen Schenck/Pickel to add an additional $6,000.00 to the MFT sidewalk program. The motion carried by voice vote and was unanimous. Mark Rothert explained that the plan is to create a historic walking tour for various buildings and locations within Canton. The preference from the committee was to use the high pressure laminate signs for the historical tour. Motion and second were made by Aldermen Hartford/Schenck to approve the seven high pressure laminate signs for the self guided historical tour in the amount of $987.00 from the hotel/motel tax fund. Negotiations, Grievance & Personnel- Alderman Dave Pickel, Chairman 5 Nothing for Council Action COMMUNICATIONS FROM MAYOR: LEGISLATIVE TRIP Mayor Meade explained that approximately 120 people from Central Illinois attended the session. During the session he had the opportunity to discuss issues regarding items pertaining to EPA. SWEARING IN FIRE CHIEF KEITH FRANK City Clerk Diana Tucker swore in Keith Frank to the position of Fire Chief. Mayor Meade thanked Interim Fire Chief Ernie Russell for his time with the City of Canton Fire Department. Ernie Russell will continue to work for a two week period with Chief Frank. ESDA COORDINATOR RESIGNATION/APPOINTMENT A resignation letter was received from Phil Fleming as the ESDA Coordinator. Motion and second were made by Aldermen Ellis/Pickel to approve the resignation of Phil Fleming as ESDA Coordinator. The motion carried. APPOINTMENT OF KEITH FRANK TO THE POSITION OF ESDA COORDINATOR Motion and second were made by Aldermen Schenck/Pasley to approve the appointment of Keith Frank as ESDA Coordinator. The motion carried. APPOINTMENT SRPED MIKE NOONAN Motion and second were made by Aldermen Hartford/Pickel to approve the appointment of Mike Noonan to SRPED. The motion carried. LETTER FROM GOODWILL INDUSTRIES Mayor Meade read the following: 6 Over the past several months, you may have seen an increase in clothing donation boxes in your community in business parking lots or on vacant properties. Typically painted green or red with white lettering calling for Clothes and Shoes, most of these donation boxes are owned by a for- profit company- one that's taking money away from local charitable organizations. Goodwill is one of several not-for-profit organizations that rely on clothing donations to achieve our mission- supporting individuals and families who are working to better their lives. While for- profit companies take the money from the recycling of used textiles out of central Illinois, we use the funds generated from the sale of donated clothing and household goods locally to: • Operate the only home in Illinois exclusively serving homeless veterans. • Provide training and support services to veterans re-entering the workforce • Offer free forklift certification, computer classes and job preparation training that help people seek, land and keep good jobs. • Coordinate GoodGuides, a mentoring program that encourages at risk teens to make good life decisions. We need your help to ensure we can continue funding these important programs for individuals and families in Central Illinois. Please help us educate local businesses and residents about the difference between for profit donation boxes and not for profit donation centers like Goodwill- so we can keep the revenues generated by the sale of donated goods right here in Central Illinois, serving those in need in our communities. Even in the cases where these for profit companies claim to give a small portion of funding back to area not-for-profit organizations, it is still a very small fraction of what they are taking away from local charities. MIDAMERICA NATIONAL BANK FIREWORKS FUNDRAISER MidAmerica National Bank raised a record amount of money this year for our local fireworks display. The total amount raised was $3,225.00. ANNUAL CRUISE-IN Mayor Meade explained that this year was one of the best attended events. This year was the 20th anniversary for the cruise-in. The Chamber of Commerce did a good job in organizing the event. STATE CHAMPIONSHIP FISHING TEAM. The state championship fishing team will come to the City Council to recognize the three individuals receiving the title. This is first time in 83 years that Canton has received the title of state championship. 7 PRESS RELEASE-DRUG BUST Chief Taylor explained that a drug bust took place two weeks ago. The department received a phone call about an airplane that was suspected of carrying narcotics. The police department had 20 minutes from the time they were notified to respond. The pilot was placed into custody after the plane landed at Ingersoll airport. A cargo van pulled into the airport parking lot and was stopped. The pilot had 13 pounds of cannabis which was going to be left in Canton and the airplane had 68 pounds of cannabis. The plane was going to go to North Carolina to take the 68 pounds of cannabis. The department seized the plane and the van. A share of assets will be awarded to the Canton police department. The street value of the drugs was approximately $400,000-$500,000.00. Various agencies worked together to complete the bust. Chief Taylor complemented Lieutenant Foreman, Officer Freehill, Officer Butler, the detective division and the other agencies that worked together during the drug bust.
