HomeMy WebLinkAbout04-23-2011 Liquor Comission Meeting City of Canton Liquor Control Commission Meeting April 21, 20113:30 p.m. Donald E Edwards Way Canton II 61520 (Historic Depot) In attendance: Mayor Kevin Meade, City Attorney Chrissie Peterson, City Clerk Diana Tucker, Chief Dan Taylor, Commissioner Mike Freeman, Amy Umpkin -Jack's, Elaine Vaughn- Bartender at Jacks, Pat Rogers- Generations Bar and Grille, Billy lump- OTO and Randy Oaks-White Oaks Mayor Meade called the meeting to order at 3:30pm for the purpose of: Discuss and consider the penalty for selling alcohol to a minor for the following establishments: White Oaks, Generations, The Water-N-Hold DBA Jacks, Brew and Cue, Moore's Pub, Palm Cafe and Official Time Out. Mayor Meade explained that he has a letter signed by all of the establishments for a special request. Typically the only recourse that the commission has is to issue a fine, or suspend the license. The initial recommendation would be to impose a$500.00 fine to the establishments; however the letter signed by all of the establishments requested that in lieu of the fine each establishment donate $200.00 to the Canton High School to fight underage drinking. This is a program the school district put into place for drug and alcohol abuse. Mayor Meade explained that he believes it would be more beneficial to have this money go to the high school to fight underage drinking rather than just putting the money into the City of Canton's general fund. Mayor Meade would ask that each establishment donate $250.00 to the Canton High School instead of the requested $200.00. Motion and second were made by Mike Freeman /Mayor Meade that each establishment pay $250.00 payable to the Canton High School for the drug and alcohol abuse fund to be paid within 30 days. The Motion Carried. If any of the establishments would reject the recommendation, the fine will be $500.00 payable to the City of Canton. The following establishments would be subject to the fine: Amy Umpkin -Jack's, Elaine Vaughn- Bartender at Jacks, Pat Rogers- Generations Bar and Grille, Billy Jump- OTO, Randy Oaks-White Oaks Chief Dan Taylor explained that he has visited with most of the bar owners since the last compliance check. Chief Taylor explained that the department is not in this to make money, but he is simply asking for compliance. The department has not performed any compliance check for several years, but it is a way for the department to measure the compliance. Chief Taylor explained that he will plan to continue compliance checks on a quarterly basis. Billy Oaks from Official Time Out explained that the kids are very tricky about trying to have alcohol served to them. Billy suggested having the police officers come in to the bar rather than just patrolling the parking lots and surrounding bar areas. If the police officers would be in the bars the kids would be less likely to try to come in and be served. Further discussion took place about the card readers used by bartenders to help prevent serving underage kids from being served alcohol. Adjournment Motion and second were made by Mike Freeman/Mayor Meade to adjourn the meeting. The motion carried. Diana Tucker, City Clerk
