Recognition was awarded to the following officers for having over 50 DUI arrests in the last 5 years. Officer Bret Butler Officer Matt Freehill Officer Dustin Pollitt The following officers received awards for having over 25 DUI arrests in the last five years. Lieutenant Kent McDowel) Lieutenant Gerald Foreman Officer Mike Walker This Saturday April 30th the Canton Police Department will join forces with the Drug Enforcement Administration and other agencies with the prescription drug take back program for prescription drug drop off. This will allow people to bring un-used prescription drugs for safe disposal. Staff and Command Reauest Chief Dan Taylor distributed and discussed the following memo: The top three Law Enforcement Executive Management Schools in the country are the FBI National Academy, Northwestern University School of Police Staff and Command, and the Southern Police Institute. The Canton Police Department has the opportunity and is planning to host the Northwestern University School of Police Staff and Command here in Canton. This is a 10 week training school for upper level police managers that will be conducted two weeks on and two weeks off beginning October 17, 2011. As the host agency for this training we are responsible for hotel/conference room accommodations and the setting up of a bank account for incoming monies from the various police agencies that will be sending personnel. Once the class is full we will be writing one check from this account to Northwestern University for all of the tuition fees. Deputy Chief Nichols has made arrangements with Joe Vezzoso of the Cook Group to secure the new Harvester Inn as the site of this training. I believe this endeavor to be an awesome grand opening of the Harvester Inn as well as a great opportunity for the City of Canton to host such a prominent training program. If we are able to secure 32 Officers from the region to attend this training the City of Canton will get one free slot in this class (a $3500 value). If we are able to secure 35 Officers the City of Canton would get two free slots (a $7000 value). Deputy Chief Nichols and Lieutenant Foreman are currently in the process of filling out applications for free scholarships through the Illinois Association of Chiefs of Police. Should these scholarships not pan out or we do not get enough Officers from the region to sign up, I am requesting to take $3500 out of our current training budget to secure the tuition for one of your Officers. We do have this amount of money left over in our current training budget. I respectfully request to put $3500 from this current training budget into the bank account we have set up for other agencies to pay into should we need it to send an officer to this training. Should we be awarded the scholarships or get our officers in free, then we would return these monies back to the city. Motion and second were made by Aldermen Hartford/ West to send the request to Council for approval to put the $3500.00 into an account for the training. The motion carried. Fire Report Interim Fire Chief Ernie Russell announced the retirement of Assistant Chief Dan Oaks effective April 23, 2011. Tony Plumer was promoted to Assistant Chief and Scott Roos was promoted to Lieutenant. A new hire is currently in process for the department. TJ Diner's Grease Container Keith Plavec discussed possible sotutions with owner leremy Furniss about relocating the grease container near TJ's Diner. One of the solutions would be to find smaller containers and removing these from the right of way. An air conditioner is also being looked at and solutions are being reviewed to place the unit on a bracket. Warnin~ Siren Bid Report Alderman Hartford reviewed the proposals, and explained that he would send the information to staff for review. Motion and second were made by Aldermen Hartford/West to have the staff review the proposals and send to Council for consideration. The motion carried. Further discussion took place regarding the bidding process versus the proposal. ESDA Director Phil Fleming explained that he received the proposals and the packages were then taken to the City Clerk's office to be opened and witnessed by comptroller Caty Campbell. A copy of the ad was provided that did not clearly request "sealed bids". Interim Fire Chief Ernie Russell questioned some details with the low bid. City Attorney expressed concerns about some of the state and local requirements needed for the bidding process. A prevailing wage was not included in the current ad. The staff will review the proposals and the current ad and make recommendations for moving forward. Fire Chief Assessment Center Interim Fire Chief Ernie Russell explained the date for the assessment is May 10, 2011. The Illinois Fire Chief will conduct three exercises during the morning. The interview process with three separate committees will take place in the afternoon. The total cost for the assessment is $2400.00 Motion and second were made by Aldermen Hartford/Ellis to send the request to Council for approval of the $2400.00 for the assessment. The motion carried. The Public Safety & Traffic Committee adjourned at 7:29 p.m. Streets & Garbage Alderman Craig West, Chairman Street Improvements Pro~ram Discussion took place during the Beech Street Improvements (Below) Beech Street Improvements Rod Howard (owner of 65 Beech Street) addressed some of the problems with Beech Street to the committee members. One of the most significant problems is the drainage problem on Beech Street. The current drainage issue causes problems with water that currently flows from the nearby cornfield into the lawns of the property owners on Beech Street. Some homeowners have filed insurance claims due to water damage to the homes. The standing water creates health issues from gathering mosquitoes. When a storm occurs the neighborhood is devastated by the flooding water. Rod Howard stated he needs help from the City to correct this problem. Ron Howard included photographs that show standing water in yards along Beech Street and surrounding homes. Clif O'Brien and Keith Plavec explained that Beech Street has experienced drainage problems for over 30 years. The City could complete an engineering study and have finances set aside to fix the drainage problem. Clif 0'Brien suggested having an engineering study to properly outline some possible solutions. Further discussion took place regarding general street improvements in the City of Canton. Alderman Schenck proposed taking any surplus from this fiscal year's budget and putting the surplus money into the capital fund to help address problems with the street program. A supplemental program is needed to help the MFT program in providing repairs to the city streets. City Administrator explained that the surplus funds could be put into a fund for street repairs, or the city could try to obtain grant funds for the street repairs. The next finance committee will have further discussion on taking some of the surplus funds from this fiscal year to a fund for the repairs. City Administrator Jim Snider explained the options previously discussed which included increases in sales tax, property tax and telecommunication taxes for extra revenue to fund the projects. Keith Plavec explained that he would like to investigate grant options and print a map of the area to check for drainage problems on Beech Street. The Streets & Garbage Committee adjourned at 6:58 p.m. Lake, Buildings & Grounds Alderman Rick Reed, Chairman Alderman Reed thanked Clif 0'Brien and his staff for getting the boat dock setup at Canton Lake. This will be a great improvement for Canton Lake. Citizens are encouraged to visit Canton Lake and see the improvements. The Lake, Buildings & Grounds Committee adjourned at 7:30 pm Public Works, Water & Sewer Alderman Gerald Ellis, Chairman WWTP Secondary Clarifiers Application for Payment No. 7 in the amount of $88,489.43 from Leander Construction, Inc. Keith Plavec reported the project is moving along well and is 80% complete. This will be paid from the bond funds. Motion and second were made by Aldermen Ellis/Reed to send to Council for consideration. The motion carried. Residential Demolition Estimates: Chuck Kinsel Trucking & Excavating & Accurate Site Specialists. Keith Plavec reported the properties at 456 South Avenue B and 408 Johnson Court are being considered for demolition. Two bids were received. Chuck Kinsel bid $15,500.00 Accurate Site Bid $16,000.00. Motion and second were made by Aldermen Ellis/Hartford to accept the bid from Chuck Kinsel in the amount of $15,500.00 and send to Council for consideration. The motion carried. Enterprise Drive Culvert Application for Payment No. 1 in the amount of $80,412.03 from Otto Baum, Inc. Keith Plavec explained the project is 86% complete and will be paid from the Industrial Park TIF. Motion and second were made by Aldermen Ellis/West to send to Council for consideration. The motion carried. 3`d Avenue Extension Application for Payment No. 7 from Otto Baum, Inc. (Keith will bring to meeting) Keith Plavec explained the request in the amount of $184,476.90 and will be paid between EDA and TIF (50/50) Keith will verify the split and report at the next Council meeting. Motion and second were made by Aldermen Ellis/Reed to send to Council for consideration. The motion carried. Discuss installation of pavers at 61 East Side Square Keith Plavec reported 61 East Side Square will have brick pavers installed. Keith would like direction to have this be sent out for bids if the cost is over $20,000.00. Keith will verify that the project will be funded by TIF funds. Clif 0'Brien would like to see this project completed prior to his retirement and would suggest adding this on to the Chestnut street extension. Mayor Meade suggested talking with the prison for additional help with the project. Discuss Water Main Replacement along East Side Square Keith Plavec explained that this ties in with Chestnut street extension. The project consists of running the waterline from Main Street to Eastside square. This is currently one of the older water mains in town. The downtown water main was previously budgeted. The cost would be approximately $56,000.00 to complete the project. The sidewalks would be removed and replaced. The street lighting portion will be approximately $18,000.00. Keith discussed a proposal to accommodate street lighting considered from the streetscape plan during the water main replacement. The financing would come from the TIF funds. The end of March reflected $232,000.00 in the TIF fund Motion and second were made by Aldermen Ellis/Hartford to send to Council for consideration. The motion carried. Water Service at 411 East Chestnut Keith Plavec explained that Lee Puleo approached the City about turning on water at the property of 411 east Chestnut. This property was previously owned by MidAmerica National Bank. Lee Puleo purchased the property with a special use permit to use as multi- family. The City had specified requirement at that time. Those requirements included 1. Purchase the property 2. Provide adequate parking spaces 3. The building must meet code. The water department informed Lee that the City would not turn on the water at the property due to building codes not being met. A permit was obtained and water was turned on to allow for some checks. The City communicated with Lee Puleo that the City has requirements in place to protect against potential problems. Keith Plavec explained that Lee Puleo is cooperative. Further discussion took place about the communication between the city staff and aldermen. Recommendation was made to communicate with Aldermen directly affected in the wards to further improve the communication lines. Celebration of Life for Bill Cook Mayor Meade announced the celebration of life for Bill Cook. The celebration of life will be held on May 9, 2011 at the Baptist Church. Further information will come forward to announce the exact time and confirm the location.
