Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on August 19, 2025 (6:30pm) at the Historic th Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Smith-Walters, City Treasurer Crystal Wilkinson, Deputy Treasurer Paula J. Grigsby, Police Chief Mike Eveland, Fire Chief Scott Roos, and Public Utilities Director Joe Carruthers. OTHERS IN ATTENDANCE: City Engineer Keith Plavec and Comptroller Beka Shultz. Grigsby as deputy treasurer. ORDINANCE APPOINTING PAULA J. GRIGSBY AS DEPUTY TREASURER AND ESTABLISHING THE OFFICE OF DEPUTY TREASURER. No Discussion Motion and second were made by Alderpersons Nelson/Ketcham to approve the ordinance appointing Paula J. Grigsby as deputy treasurer and establishing the office of deputy treasurer. On Saturday, the 20, it will be from 9am-1pm. The rules remain the same. You have to be a resident in the City of Canton and there is a list of things that cannot be dumped such as electronics, paint, tires, excessive construction materials, and explosives to name a few. CITY CLERK COMMUNICATIONS /REQUESTED ACTION: The Oath of Office was given to new patrolmen, Tyler Snyder. DEPARTMENT HEAD COMMUNICATIONS/REPORTS: City Treasurer Crystal Wilkinson – No report Police Chief Mike Eveland – No report Fire Chief Scott Roos – No report Public Utilities Director Joe Carruthers – Carruthers explained that at the last council meeting Alderperson Ralph Grimm mentioned the MFT and how the roads were chosen, in which Carruthers answered in more detail. Carruthers explained that the city’s RTIS created a complete map of all the city’s roads. They have dates that are associated with when they were last addressed dating back to 2001. Carruthers also announced we are 3 months into the new fiscal budget and would like to start getting the fleet program put together. They wont be all at once, they will do one round and then wait 3-4 months to do another round. CONSENT AGENDA - APPROVAL OF THE COUNCIL MEETING MINUTES HELD AUGUST 5, 2025. This is a repeat event, however, there was a request for more barricades. ELM ST./PHASE 2). This is a lump sum not to exceed 25% or $9,024. Motion and second were made by Alderpersons Lovell/Nelson for approval of an ordinance approving and authorizing the execution of a Canton redevelopment agreement by and between the City of Canton, Fulton County, Illinois and Giant Investors, INC., and Giant Real Estate Investors, INC., and Jeromie Hale (101 E. Elm St./Phase 2) for a lump sum not to exceed 25% or $9,024. PUBLIC WORKS ALDERPERSON GREG GOSSETT, CHAIR APPROVAL OF A BID FOR THE CITY HALL ELEVATOR MODERNIZATION. Carruthers explained that a few years back, The Mayor wanted to look into revamping the City Hall elevator, in which the city started to save money for the project. Planning and Zoning director Jon McQuilkin stated the project is more expensive than what he originally thought it would be. After talking with the Fire Marshall, it is required that a sprinkler system will have to be installed since the elevator has not been updated in more than 25 years. There has to be communication in the elevator, a panic button, and many more things to make it ADA accessible. There were quite a few competitive bids, the lowest being TK Elevator, which was included in the council packet with a cost of $127,783.83 Motion and second were made by Alderpersons Gossett/Hale for approval of a bid from TKE for the modernization of the elevator located at City Hall for $127,783. APPROVAL TO AWARD THE AVENUE D, MAPLE STREET AND HICKORY STREET WATER MAIN REPLACEMENT BID OF $1,033,381.00 TO LAVERDIERE CONSTRUCTION. This is the water main replacement on Hickory Street. The funds that will be used are through DCEO infrastructure grant program. The city was able obtain $1.5 million which means the entire project will be paid for. The water main replacement will run from Skateland to Hickory until it hits Main Street. Motion and second were made by Alderpersons Gossett/Pickel for approval to award the Avenue D, Maple Street and Hickory Street water main replacement bid of $1,033,381 to Laverdiere Construction. This is to allow employees to purchase back military time up to 4 years. Motion and second were made by Alderpersons Grimm/Chamberlin for approval of a resolution to allow service credit for military leave prior to participation. Motion and second were made by Alderpersons Grimm/Nelson authorizing the pay of deputy treasurer, Paula J. Grigsby $25 per hour. Mayor McDowell explained this is to turn the lake lease over. Motion and second were made by Alderpersons Ketcham/Pickel for approval of an ordinance authorizing a lease of municipally owned real property located at 24624 E. Lakeview Dr, PIN 10- 09-30-202-004 to William and Sheila Miller. OPERA HOUSE UPDATE. This was included in the council packet. There is concern for a possible change. Water is coming down along the side of the building in which there may need to be more concrete work done. In the next 1-2 weeks the railings will be installed.
