Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on August 5, 2025 (6:30pm) at the Historic th Depot located at 50 North 4 Avenue Canton Illinois. PUBLIC PARTICIPATION: MAYORAL COMMUNICATIONS/REQUESTED ACTION: The floor was yielded to Rick Klinedinst who requested approval from council that a Bicentennial bronze plaque be displayed at the Opera House Plaza when it is finished. Motion and second were made by Mayor McDowell/Alderperson Hale to approve placing the bicentennial bronze plaque at the entry of the Opera House Plaza upon the completion of the project. DOWNTOWN SPECIAL EVENT REQUEST FOR JESUS FEST TO BE HELD ON SATURDAY, SEPTEMBER 6. Alderperson Hale stated that the City is still waiting on insurance. This event will be held at Jones Park Motion and second were made by Alderpersons Hale/Pickel to approve a downtown special event request for Jesus Fest to be held on Saturday, September 6 pending insurance is submission to the City Clerk. COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A PROFESSIONAL SERVICES AGREEMENT FOR THE SECOND AMENDMENT TO CANTON BUSINESS DEVELOPMENT DISTRICT NO. 1 BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS, AND JACOB & KLEIN, LTD AND THE ECONOMIC DEVELOPMENT GROUP, LTD. No discussion. ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON BUSINESS DEVELOPMENT DISTRICT NO.1 REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLNOIS, AND CUP OF CANTON 52, LLC., AND MENG EN WANG (52 E. ELM ST). Lovell stated the project total is $2,000.00 and the City is looking to reimburse in the amount not to exceed $500.00. DISCUSSION OF THE FOLLOWING TIF/BDD APPLICATIONS AND/OR AGREEMENTS REGARDING JULIE WHITE FOR LINN LANES (635 E. LINN ST). They want to do exterior work to the walls. The project is going to be around $32,000.00. Lovell stated they would put a contract together that would reimburse 25%. DISCUSSION OF THE FOLLOWING TIF/BDD APPLICATIONS AND/OR AGREEMENTS REGARDING KATHY WEINRICH FOR CK COMPUTERS (29 EAST SIDE SQUARE). This project is $700.00. The agreement would not exceed a $200.00 reimbursement DISCUSSION OF THE FOLLOWING TIF/BDD APPLICATIONS AND/OR AGREEMENTS REGARDING JEROMIE HALE FOR GIANT INVESTORS/BISTRO 101 (101 E. ELM STREET). This project is around $36,000.00 which will include HVAC work and exterior improvements at a 25% reimbursement rate. DISCUSSION OF THE FOLLOWING TIF/BDD APPLICATIONS AND/OR AGREEMENTS REGARDING TERESA DRAUGHAN FOR BARN SALES (12 E. ALDER ROAD). The project is just over $17,000.00 with a 25% reimbursement rate. Mayor McDowell stated that we would get these projects over to Steve Kline and have the agreements drawn up. PUBLIC WORKS ALDERPERSON GREG GOSSETT, CHAIR APPROVAL TO AWARD THE HOT-MIX ASPHALT RESURFACING BID OF $385,947.00 TO R.A. CULLINAN & SON. Joe Carruthers explained that last week they accepted bids for the City’s FY2026 road maintenance thth program. The scope of work includes buckeye street from Main Street to 4 avenue and 11 avenue from ash to the corporation. The low bidder is R.A. Cullinan & Son. Alderperson Grimm asked Carruthers how they decided the projects and wondered if he had a list. Carruthers replied they are based on road needs, conditions and tra?ic. They are also based on ADA requirements. Motion and second were made by Alderpersons Gossett/Ketcham to approve awarding the hot- mix asphalt resurfacing bid of $385,947.00 to R.A. Cullinan & Son. APPROVAL TO AWARD THE SPRAY PATCHING BID OF $59,755.00 TO ACE IN THE HOLE. Carruthers explained that spray patching is a component of the MFT project that is not included in the hot-mix asphalt resurfacing. It is bid out separately. Motion and second were made by Alderpersons Gossett/Pickel to approve awarding the spray patching bid of $59,755.00 to Ace In The Hole. FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR IT AND CYBERSECURITY ALDERPERSON DAVE PICKEL, CHAIR LABOR AND EMPLOYMENT ALDERPERSON RALPH GRIMM, CHAIR PROPERTY ALDERPERSON PATRICK KETCHAM, CHAIR ORDINANCE AUTHORIZING THE PURCHASE OF 603 W. CHESTNUT, CANTON, IL 61520. Motion and second were made by Alderpersons Ketcham/Grimm to approve an ordinance authorizing the purchase of 603 W. DISCUSSION AND REQUEST FROM DANA SMITH REGARDING CANTON MAIN STREET AND GRANT FROM ILLINOIS ARTS COUNCIL. Dana Smith introduced herself as the executive director of main street. She explained that they are requesting permission to use the south wall of the odd fellows building for a mural. She is currently applying for a creative projects grant through the Illinois Arts Council. The grant amount is a maximum of $12,000.00. Alderperson Grimm stated he did not want to put any caveats on that building that would preclude someone from purchasing it. He went on to say that he believes he has been clear that he doesn’t want the city to be in the business of owning businesses downtown. We rescued it from demolition with the idea that we would fix it up and put it on the market and that has been several months ago, and we still own it. He feels the city would be putting something on the building that would make it harder to sell.
