consideration.
The motion carried by voice vote, and was unanimous.

Treasurer's Reaort
City Treasurer Aaron Anderson report the total available cash in the general fund is
$2,518,612.16 at the end of March 2011. The total amount of investments across all
funds is 8.3 million.
Motion and second were made by Aldermen Sarff/Pickel to send the Treasurer's report
to Council for consideration.
Habitat For Humanitv Fee Waiver Reauest
Mayor Meade discussed the fee waiver request in the amount of $687.05 for a tap fee.
Motion and second were made by Aldermen Sarff/Rivero to send to Council for
consideration.
A-Z Risk M~t. Loan Status
Attorney Peterson discussed the delinquent loan with A-Z Risk Mgt and would like to
pursue legal action to recoup a debt in the amount of $16,425.14
Motion and second were made by Aldermen Sarff/Rivero to pursue legal action.
The motion carried by voice vote and was unanimous.
Second Floor Renovations Report
City Administrator Jim Snider discussed the renovations to the 2"d floor of the City hall.
$25,000.00 was budgeted. Two bids were submitted from lincoln Office Supply in the
amount of $7,361.40 and $11,335.30 from Widmer Interiors.
An additional quote from Hart technologies was received to install two new Mitel
telephone sets and install 6 new cables for voice and data connections.
The total estimate for the renovation is $13,631.00.
Alderman Sarff asked why the City would have cubicle settings. City Administrator Jim
Snider explained it will provide more privacy for the Clerk working on HR related issues.
Motion and second were made by Aldermen Schenck/Pickel to approve the expenditure
of funds for the renovation.
The motion carried.

legal & Ordinance
Alderman Dave Pickel, Chairman
Truancv Ordinance
City Attorney Chrissie Peterson discussed the ongoing truancy problem in our schools.
The City has a truancy ordinance in place with the junior high school, but a revision to
the current ordinance is being considered for some changes.
Motion and second were made by Aldermen Pickel/Sarff to send to Council for
consideration.
The motion carried by voice vote and was unanimous.
Generations Beer Garden Request
City Attorney Chrissie Peterson discussed the request made from Generations for a beer
garden on the front of their property. Keith Plavec reviewed the drawing submitted
which is a 20x30 structure on the southeast corner of their building. The entrances and
exits meet the fire code.
Alderman Sarff asked if the business would have any music outside. Attorney Peterson
will find out if they will have music.
Motion and second were made by Aldermen Pickel/Sarff to send to Council for
consideration.
Canton Lake Ordinance Revisions
Alderman Schenck requested some changes be made to the draft ordinance. The intent
with the ordinance is to provide more public access to the lake area which could be
accomplished with an ordinance and signage at the lake. Attorney Peterson will revise
the draft ordinance.

Revisions/Additions to liauor Control Ordinance
Discussion took place regarding the attached memo:
Revisin~ the Current Ordinance: Recently, it came to my attention that some
amendments to the liquor ordinance were never codified by the prior City
Clerk. The ordinance allowing the Bloombox to sell wine in a gift basket, for
example, was never codified. This does not mean the law is invalid, but it does
mean that later passed amendments are out of order. The attached DRAFT re-
incorporates the language that is missing from the on-line and print copy of the
ordinances.
2. Hotel license: In a meeting with Cook, I was informed that the Canton
Harvester Inn would like to sell liquor to their patrons. While Cook met with
local businesses and organizations about their hotel needs, this emerged as a
priority for some - the ability of guests to be able to have a drink while at their
hotel. Included with the revised liquor ordinance is the Class H(Hotel) license
for your consideration. In reviewing how other communities have drafted hotel
licenses, East Peoria, Peoria and Champaign all have specific licenses for
hotels/motels. Other communities, such as Galesburg, merely classify liquor
consumption as on premise or off premise. The attached draft contains a
specific hotel/motel classification.
A bartender permit would. be required if alcohol would be served over the
counter.
This will be carried over to the next legal and ordinance committee for further
discussion.

SRPED Services A~reement
The agreement is between the organization and the City of Canton in the amount of
$90,000.00.
Motion and second were made by Aldermen Sarff/Pickel to send the agreement to
Council for consideration.
The motion carried by voice vote and was unanimous.
Update from SRPED
Downtown/Former IH Site:
• Fuller's Jewelry is the remaining projects that will likely finish in the first quarter of
2011.
• NEA Grant application pertaining to downtown murals was not selected.
• Planning a trip to Aledo to do a site visit of a Premiere Illinois Main Street
Community
• Currently planning preservation workshops for this year
Tourism Development
• Please see attached report from Dana Smith.
• Late-in-the-year Hotel/Motel tax requests from various organizations / use of
unexpendedfunds
Business Development, Attraction and Support:
The SRPED is working with the following business development opportunities. Please
call me if you would like to talk privately about any of these:
• Entrepreneur workshop with Spoon River College on Friday, April 8, 2011 was a
success
• Keith Plavec and I are working with a business at the Industrial Park to expand.
• Working on feasibility study to create local business
• Working with several national chain retailers on possible expansion to Canton
~ Working with several local people looking to start their own small businesses
• Coordinating with Brinshore Development and their affordable housing project.
• Continue to track down various leads for commercial, retail and restaurant
development
Grant Work:

• Applying for USDA Rural Business Enterprise Grant for more revolving loan funds
• Performed grant administration and reporting for DCEO, USDA, and Hotel/Motel tax
grants.
Other:
• The SRPED board met on April 7, 2011.
• SRPED luncheon is May 5 at Kemper Banquet Hall with former Peoria Mayor Jim
Maloof as a guest speaker.
General Marketing & Tourism
• Reviewed draft of article for Midwest Family Magazine and selected photos to
accompany the piece for publication in their April/May 2011 issue.
• Completed and submitted article for InterBusiness Magazine, with accompanying
photos, for publication in their May 2011 issue.
• Met with the representatives of the Canton Area Chamber of Commerce
Business & Community Development Committee and the Canton Friendship
Festival to discuss support of the event on March 7.
Marketing & Tourism Committee
• Divided overall committee into three subcommittees to address tour packages,
Canton collateral materials and the website.
• Scheduled subcommittee meetings for April 1, 6 and 11 and sent out email to
committee members.
• Met with Jeff Strode to discuss direction of committee and subcommittee
assignments.
Canton Main Street
• Attended Canton Main Street Coffee at Crawford's on March 8.
• Attended the Main Street Board meeting on Monday, March 28 at Palm Cafe.
• Reviewed and updated Side Walk Sales & Open Air Market database to include
new and possible vendor contacts.
• Created "Save the Date" flyers for distribution at vendor shows prior to 2011
events.
• Created sub-database for farmers/growers to contact for participation in Open
Air Markets.
• Drafted cover letter and registration information for 2011 events. Printed and
collated mailing, and delivered to post office March 21.
~ Secured DJ services for each scheduled Open Air Market from Kent Canevit at
Stereo Village, and entertainment for Kid's Fest on July 16.

• Participated in Jones Park Clean-Up day on Saturday, March 26.
• Attended a public forum presented by Teska & Associates on new streetscape
design at the Historic Depot on March 28.
Website
• Contacted GovOffice.com for assistance with developing City Clerk page on
website. Received first set of code to try on March 27.
• Updated homepage with sidebar on Canton Harvester Inn.
Scenic Drive
• Reviewed and updated Scenic Drive database to include new contacts.
• Secured programs from Wildlife Prairie State Park for both Sundays in 2011 as
entertainment.
• Contacted Spinners Guild to explore possibility of demonstrations on both
Saturdays. Should receive confirmation by mid-April.
• Registration forms unavailable from the Association at the March meeting.
Drafted cover letter and pre-registration form to send to prospective vendors.
• Collated and 154 pieces that were mailed on March 28.

Veterans' Memorial Wall Brick- Hotel/Motel Tax Request
Motion and second were made by Aldermen Sarff/Pickel to send to Council for
consideration.
Discussion took place regarding concerns about using City funds to support a memorial
in Canton. Citizens in the community have also expressed concerns about using tax
dollars.
Motion and second were made by Aldermen Sarff/Pickel to send to council for
individual consideration on each topic.
NEGOTIATIONS, GRIEVANCE & PERSONNEL
