Motion and second was made by Alderman West/Sarff to accept the minutes as presented and be
placed on file.
The motion carried by voice vote and was unanimous.

? Railings at TJ's Diner
Jeremy Furness asked the council for permission to have outdoor railings at his place of business,
TJ's Diner. Attorney Peterson pointed out that previously, time restrictions had been put in place
for similar railings, specifically that the railings be taken down after the second week of October
when the Spoon River Drive was completed. A Motion/second was made by Alderman
Hartford/Ellis to allow the railings, but keeping with the previous time restriction of
removal after the second weekend of October. All Ayes, Motion carried. Keith Plavec also
mentioned that he is working with Mr. Furness to find a resolution to the grease trap
situation.

Public Works. Water & Sewer- Alderman Gerald Ellis. Chairman
? Manhole raising project
Keith Plavec explained that this project covers approximately 50 manholes. Walker Excavating
of Peoria had the low bid. They have just recently finished a similar project. The project is
necessary because access is needed for utilities as well as televising and cleaning the sewers. A
Motion/second was made by Alderman Ellis/Hartford to accept the project bid of $46,959.05.
? Chestnut Street Extension
Keith Plavec gave a history of the project. Otto Baum of Morton was the low bidder at
$198,428.60. A Motion/second was made by Alderman Ellis/Hartford to accept the low bid from
Otto Baum, with the contingency that if the grant does not materialize, the project will be paid for
from the TIF.

MAYOR'S COMMUNICATIONS
? GABBY Days - Mayor Meade announced that GABBY Days will be held this year on June 4 and
5. He encouraged residents to not set their items on the curb too soon prior to the weekend. All
items will be collected by City crews during the following week of June 6-10.
? Oath of Office - Mayor Meade administered the Oath of Office to newly-hired Police Officer
Nickolas Williamson.
? Mayor Meade also congratulated the newly-elected aldermen for the City of Canton - Jeffrey
Fritz, Justin Nelson, and re-elected David Pickel.
OLD BUSINESS
A Pre-Annexation Agreement between the City of Canton and Brian Keck
Motion/second were made by Alderman Ellis/Pickel to approve the agreement for Brian Keck of 25888
N. Venovich Road.

NEW BUSINESS
Warning Siren Proposal from Ragan Communications
Motion/Second were made by Alderman Hartford/Sarff to waive the bidding process for the siren
purchase. Attorney Peterson pointed out that a 3/4 majority of inembers holding office was necessary to
pass this motion, and with only five of the eight aldermen present tonight, that was not possible.
Alderman Ellis stated that the RFP was already published in the newspaper and on the City website.
Chief Russell stated that the sirens would be available from at least two other major competitors. Phil
Fleming wished to clarify that the City would accept the best lowest bid. No action was taken. Item is
tabled until the next committee meeting.
' Fulton County ESDA Draft Proposal
Motion/Second were made by Alderman Sarff/Ellis to table the item to the next Mechanical committee
meeting. All Ayes, motion carried.
Canton Lake Ordinance
A draft ordinance was included in this week's packet for review.
Letter Agreement with SBSI Semonis
City Administrator Jim Snider stated that Rick Semonis does an excellent job of negotiating with current
providers to get the lowest rate for the City. The fee for this service is $3,000. Motion/second was made
by Alderman Sarff/Hartford to contract with SBSI Semonis.

Motion/second was made by Alderman Sarff/Ellis to move to Executive Session. All Ayes, motion
carried. Move to Executive Session was made at 7:05 p.m.
