A regular meeting of the Canton City Council was held on
September 4th, 1984 in Council Chambers,
PLEDGE OF ALLEGTANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATiON GIVEN BY MAYOR DONALD E. EDWARDS,
Mayor Edwards asked for roll call at 6:30 p.m, Present:
Aldermen Kovachevich, Hammond, Savill, Sarff, Carl, May,
Horr, Absent: Alderman Workman,
MINUTES OF AUGUST 21ST MEETING, Alderman Hammond called a
correction to th.e last page next to the last paragraph, the
raord should be "covenant" not "covenance." Mo~ion by Alder~-
man Hammond, second by Alderman Savill, the minutes of Aug-
ust 21st be accepted and placed on file as amended. Voice
vote, motion carried.

Council Action
Motion by Alder~an Savill, second by Alderman Sarff, to accept
the quote from Davis Machine Shop for the placement of a metal
cap on top of the Scripps-Beckner wall in the amo~unt of $497.95.
Roll call. Aldermen Horr, May, Carl, Sarff, Savill, Hammond,
Kovachevich, NAYS: None. Motion carried. 7 ayes 0 nays 1
absent.
Informational: There will be a joint meeting of the Fulton
County Housing Authority Board and ~he S~reets & Garbage committee
to discuss the possibility of re-opening of Exchan~e Court.
The committee chairman s~Cated that he talked about 4th avenue
ditch with Cliff Sagaser City Engineer, and he was to have ob-
tained prices for ~ile, guardrails and reflectorized posts for
4th avenue for tonight's meeting, but Cliff was not at the meet-
ing. Mayor Edwards said Cli.ff was working laying out the area
that PES is going to build on,for an independent contractor.

Council Action
Motion by Alderman Savill, second by Alderman Horr, the city
proceed with the fence construction of 333 feet at a cost of
$350,00 on the former city farm, now owned by Mr, Fayhee.
Discussion, Alderman Horr stated that city employees will be
putting up the fence. Roll call, AYES: Aldermen Kovachevich,
Hammond, Savill, Sarff, Car1, r~ay, Horr. NAYS: None. Motion
carried, 7 ayes 0 nays 1 absent.
Public Works, Water & Sewer.
Council Action
Motion by Alderman May, second by Alderman Carl, to renew the
maint~nance agreement for the slaker with Wallace & Tiernan in
the amount of $610.00, Roll call, AYES: Aldermen Horr, May,
Carl, Sarff, Savill, Hammond, Kovachevich, NAYS: None. Motion
carried, 7 ayes 0 nays 1 absent.

COMMUNICATIONS FROM DAVE DORGAN - BUDGET ADMINISTRATOR AND
COMMUNITY DEVELOPMENT DIRECTOR. Dave received a letter from
Crawford, Murphy & Tilly advising us of the bills that we owe
them, The individual bills we have been receiving simply
outlined the contract ~hat we had agreed to in terms of paying
Crawford, Murphy & Tilly, this is a good outline of the work
they've been doing. At this point in time we owe them approx-
imately $258,838,99. I talked to the bond counsel, and the
closing of the bond shall be September llth, and I'm assuming
will here from our bank when they give us the money.
Gary Heinking of Crawford, M~trphy & Tilly told council that at
th.e last council meeting he had asked the council for authoriza-
tion to prepare an amendment of the Facili~y Plan, based upon
the fact that the ni~rofication requirements would be changed
at the west plant,and on August 15th we submitted the facility
planning amendment to ~Che Illinois EPA, And outlining the new
project cost, in curr~~t dollars the project was reduced from
8 million to 7.5 million. They are in the process of reviewing
our amendment to the report.
As a part of the program ~ha~C Canton is in, the State of Illinois
Project Strategy State Grant, the project will be constructed in
1985, 1987, 1988 and 1989. And that is considerably different
then what we had originally proposed. And Leonard Crawfort~
lead the work on the Preliminary Users Chart Study, to determine
whether Canton needed to issue more bonds or whether they could
reach the financing on the project. And we have that in front
of the city staff to review, and it's also been given to the
EPA to review,
Based on the assumption we've made, which are rather severe,
you would not necessarily have to go ou~ for another bond issue.
The project does inflate over the years and so does the bonds
and interest.
The other thing is, ~he state is anticipating that we will get
the plan specifications to them in the early part of November
for the plant work and the sewer rehab project, and later on for
the eastside plant.
This is a good news bad news meeting, I did go ahead and follow
up Step 1 after Dave Dorgan's instructions. I can report that
the federal government does o~ae the city $21,151,00, This is the
final payment in 9tep 1 and it's thru the end of the year.
We went back and l.ooked thru our invoices and we had over billed
the Step 1 work by $1,742,77, so they will credit our account.
Dave Dorgan said ~he city has now completed taking applications
for the Water Trea~ment Operator on August 31st. Dave, Cliff
Sagaser and Ray McKinney will be reviewing the applications, and
they plan to call some applicants in for interviews and then
pass the recommendation on ~o the mayor,
The loan agreement for Canton. Corporation is moving ahead, getting
information needed for the federal and state goverr~mnent before
finalizing the distribution of funds.
Dave said he would be writing to Randy Bolduc as instructed by
the mayor, for a bill he owes us for his participation in trying
to buy the IH plant.
COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. The mayor
reported in Cliff's absence thatCliff would bring those quotes
for 4th avenue ~Co ~Che nex~ meeting, whether its council or
committee, he'l1 have them.

Motion by Alderman Savill, second by Alderman Sarff, all bills
of Crawford, Murphy & Tilly in the amount of $258,839.00 be
paid when the money is received from the sale of bonds. Dis-
cussion. Alderman Carl has nothing against paying the bills,
but feels the bills should go to committee, Mover and second
amended the motion to read...the bills of Crawford, Murphy &
Tilly in the amount of $258,839.00 be paid f~om the bond issue
a~ter approval by the committee. Roll call, AYES: Aldermen
Kovachevich, Hammond, Savill, Sarff, Carl, Ma.y, Horr, NAYS:
None. Motion carried. 7 ayes 0 nays 1 absent.
COMMUNICATIONS FROM MAYOR EDWARDS. A deadline o£ Octobe~ 15th
for obtaining easements, and will instruct Dave Dorgan, Cliff
Sagaser and Jim Malmgren ~o ob~ained the easements by this date.

W RESOLUTTON - APPROVTNG AN AGREEMENT BETWEEN THE CITY OF CANTON
m AN LA ROMA PIZZA, INC. AND DELIVER SAID LOAN AGREEr'~NT. First
Q reading, read by title and dollar amount. Motion by Alderman
Sarf~, second by Alderman Savill, the resolution be adopted.
Discussion. Jim Malmgren City Attorney said this is a fairly
standard loan agreement. It does incorporate the changes HHS
is looking for, There's nothing particularly outstanding about
it, it's my understanding the second mortga~e of the real estate
and the lien against $20,000,00 worth of equipment which is used
in the business,
John McCarthy a~~orney for LaRoma Pizza, said we have become
incorporated since the ~ast meeting. Ule need to supply the
City a resolution, which is no problem, ~ere anxious to close
on the land as well, and asked if ~he survey was done? Dave Dor~an
said that all 4 poin~s of the property are done.
The Legal & Ordina~ce committee will come up with a name for the
street in the Enterprise Industrial District. Roll call, AYES:
Aldermen Horr, May, Carl, Sarff, Savill, Harmnond, Kovachevich,
NAYS: None. Motion carried. 7 ayes 0 nays 1 absent. Resolution
being ~~1047.
RESOLUTION - APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON
AND LOCAL N0, 1372 AMERICAN FEDERATION OF STATE, COUNTY AND
NNNICIPAL EMPLOYEES. Firs~ reading, read by title, Motion by
Alderman Sarff, second by Alderman Horr the resolution be adopted.
Discussion. Alderman Hammond asked if the committte chairman has
had a chance to read thru ~his? The Negotiations chairman Ald-
erman Sarff said they hadn'~ read it. Motion and second withdrawn.
Motion by Alderman Sarff, second by Alderman Horr, to send the
resolution to the Legal & Ordinance committee, Voice vote, motion
carried.
RESOLUTION - DESIGNATING AND AUTHORIZING THE CITY OF CANTON
PLANNING AND ZONING COMMISSION TO HOLD A PUBLIC HEARING CONCER-
NING PROPOSED CHA.NGES TO THE CITY'S ZONING ORDINANCE, First
reading, read by title, Jim Malmgren City Attorney said that
Planning & Zoning has completed a final draft of some proposed
changes to our zoning ordinance. The State Statute requires
that the corporate authorities, as to say the city council,
designate either some committee or commission to hold a public
hearing. I don't find anything immediately in our zoning ordin-
ance that says Planning and Zoning should do this, althought they
would assume to be the logical commission to hold the hearing,
With that in mind I prepared this resolution which does place
this task upon Planning & Zoning.
I think it's been Planning & Zonin~~~conception that this was
their job. There will be a notice by publication which will
have to be placed in the paper not less then 15 nor more then
30 days prior to the date of the hearing.

T will prepare that notice when the time comes, before tha~'s
published, I want to know that the proposed changes are on file
in the office of the city clerk so I can referenced that in the
notice and say that ~hey are available for public inspection
in the city clerk's offi~e.
Motion by Alderman Hammond, second by Alderman Kovachevich,
the ordinance be sent to the Legal & Ordinanc~ committee.
Voice vote, motion carried.
ORDINANCE - GRANTING A SPECIAL USE PERMIT FOR THE OPERATION OF
A DRTVE-UP CARRY OUT FOOD SERVICE AT 359 EAST LOCUST STREET.
First reading, read by title. Jim Malmgren City Attorney said
this ordinance will have ~o be amended, will have to insert a
fuller legal description and shouldn't create any particular
problem, Mr, Ladd is to get a photo copy of the legal descrip-
tion. Alderman Sarff said that he has had complaints about that
street in the past and across the street from this property, the
land belongs to the railroad, Mayor Edwards said he will have
Cliff Sagaser City Engineer check ~Chis out before the next council
meeting. Cfiief Molleck stated that the city may want to check with
the I7epartment of Transporta~Cion for ingress and egress on the
state highway approach,

Sarff to adjourn. Voice vote, motion carried, Council adjourned
at 7:13 p.m,
