A regular meeting of the Canton City Council was held on August
7th, 1984 in council chambers,
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCA-
TION GTVEN BY MAYOR DONALD E. EDWARDS. A MOMENT OF SILENT PRAYER
WAS HELD IN MEMORY OF DANA HARKISON WHO WAS KILLED IN ACTION 16
YEARS AGO, HE WAS A COUSIN OF ALDERMAN JAMES T, MAY,
Mayor Edwards asked for ro11 call at 6:30 p,m. Present: Alder-
men Kovachevich, Hammond, Sarff, Workman, Carl, May. Absent:
Alderman Savill, Horr,
COMMITTEE REPORTS:
Stree~s & Garbage.
Council Action
Motion by Alderman Sarff, second by Alderman May to accept the
proposal ~or the changes made in the street lighting. Voice vote,
motion carried. (Those changes were made in the meeting of Streets
and Garbage on ~uly 24~fi, 1984).
Informational: 'The culvert in the industrial site has been exca~
vated and pulled ou~ into place, Today the necessary forming
was done on the culvert, and we will be pouring concrete on it
tomorrow, A week from tomorrow we will back fill the dirt in the
excavation, and tfien open it up for useage according to Cliff
Sagaser City Engineer,
Public Safety & Traffic.
Council Action
Motion by Alderman Sarff, second by Alderman Hammond, the fire
department be allowed to purchase 1500 feet of 3 inch hose at a
cost of $3,750, and the street department paying $1,080. to re-
place the 600 ~eet of hose they were to buy for the fire depart-
ment. Roll call; AYES: Aldermen May, Carl, Workman, Sarff, Ham-
mond, Kovachevich, NAYS: None, Motion carried, 6 ayes 0 nays

Council Action
Motion by Alderman Sarff, second by Alderman Workman, that the
meters be modernized at the IH plant at a cost of $2,250. Roll
call, AYES: Aldermen Kovachevich, Hammond, Sarff, Workman, Cari,
May, NAYS: None. Motion carried, 6 ayes 0 nays 2 absent.

Loan Agreement Committee.
Council Action
Motion by Alderman Carl, second by Alderman Sarff, council app-
rove the Loan Agreement of $150,000. for 29 years, interest rate
9% for the first 4 years, and 13% for the final 25 years and
subject to the final decision of the mayor, city attorney, Comm-
unity Development Director and Alderman Carl, and the lawyers,
Voice vote, motion carried.

PUBLIC HEARIING - PROPOSED TAX LEVY - 7:00 P.M. Council meeting
was recessed for the public hearing.
Mayor Edwards asked the audience if anyone wanted to speak on the
Tax Levy? Norman Hopper of 518 Baxter Court asked for permission
to speak, He said that he was ~nder the impression that this area
is a depressed area, It seems like ev~rytime the county, state,
or federal government has a shortfall on your funds you salt it
by passing a tax. I read in the paper the other day where 11%
of the people in this county are on state or county aid. I have
no figures to prove it, but I'm going to say that at least 40 to
50% of the people in this ~own are on social security or some sort
of pension. And everytime they lose another dollar their standard
of living goes down, I think everyone is b~ing pretty well paid
as it is, from what I read in the paper. I think we should hold
the line on this for awhile. I think this town is in bad shape.
Pat Wright City Treasurer was asked by the mayor to explain the
~ "Truth and Taxation Law" which really tells a lie. Pat said the
~ "Truth and Taxation Law" was passed so people would know about th~ir
tax levy, or if there was any raises in your taxes. But the way
~1.~ the law is written it actually tells you a lie; if you 11 read the
m notice it says..'The preceding year's property taxes, exclusive of
Q election costs, extended on behalf of the City of Canton was
$956,026.42, The amount of the current proposed tax levy, ex-
clusive of election costs, is $1,151.031.73.
What we are doing is comparing what we received on what we levied.
We don't actually get what we levy. ~ou always have to levy more
because you never know what your assessed valuation is going to be
the next year. If you don't levy enough then you'll only get that
much, so actually you levy more in your levy ordinance then what
yo~ really are assured of what you are going to receive. [ae did
not raise any taxes, we are at the top of our levy as far as our
rates are concern, and the only increases are things mandated by
the state govenment as far as our pensions are cancern. So actually
what you'll be paying in taxes for next year will not be anymore
then this year, unless your assessed valuation is different. It
actu~lly makes it appear that were raising taxes a~r~d we really are.,
not.
The Public Hearing was adjourned at 7:04 p.m. and the council meeting
reconvened in regular session.
COMMUNCIATIONS FROM CLIFF SAGASER - CITY ENGINEER. The contractor
on the Scripps wall moved material in Monday, and today he put up
~he scaffolding and tomorrow he will be laying brick,
'Phe city workers has started to remove the concrete sidewalks and
the dirt has been remo~red that was out in front of the old Scripps
building. Starting on August 9th we will be starting construction
to build the new street. Alderman Sarff asked where do we stand
on boxing in the steel beams on the Scripps/Beckner wall? Cliff
said the original quo~e from the contractor and the motion was
that before proceeding with the project to check the cost on boxing
in those steel beams, The cost was around $3,500. -$3,600, and
it raas to costly so we did not proceed with that. Mayor Edwards
said the beams have been painted with 2 caats of rust-o-leum. Cliff
agreed with the mayor and said they are painted with a primer and
seal coat.
CONIMUIVICATIONS FROM MAYOR EDWARDS. The Friendship Festival Assoc.
has requested a liquor license f or a beer tent. The mayor stated
that because the liquor commission members are all working, he did
~ a telephone call vote, and it is the liquor commission recornmenda-
tion to grant this license. Chief Bob Molleck was as:~.ed by Alder-
man Sarff how the beer tent went last year? Bob said it went very

we11 last year, Alderman Sarff asked if we waived the fee
last year? The city clerk said "no" they paid $60.00, Ald-
erman Carl said he recalls from last year there were several
stipulations that the festival had in its request, are they
the same this year? Mayor E~wards said they were very similar.
Motion by Alderman Sarff, second by Alderman May that a class
F liquor license be issued ~o the Friendship Festival Assoc.
for September 5th, 6th, 7th, and 8th at a cost of $60.00. Roll
call, AYES: Aldermen May, Carl, Workman, Sarff, Hammond,
Kovachevich, NAYS: None, Motion carried. 6 ayes 0 nays 2
absent.
Motion by Alderman Carl, second by Alderman Kovachevich, at the
recommendation of ~he police chief, that the appointments of
Larry Howarter, Marsha Hei~hts, Maria Anstett, Ron Frankovich,
Kenneth Martin, David Emery, Donald Howard to the auxiliary pol-
ice be confirmed, Discussion, Alderman Carl said that the add-
ress of some of these are Farmin~ton and St. David, Bob Molleck
said that we have some in Farmington Iike before but there all
wi~hin the 10 mile radius,

ORDINANCE - PROVIDING FOR THE USE OF PUBLIC BENEFIT TAX FUNDS IN
THE CONSTRUCTION OF A NEW STREET, SIDEWALKS, AND ACROSS THE SCRIPPS
LOT, Second reading, read by title, Motion by Alderman Kovache-
vich, second by Alderman Sarff, the ordinance be placed on its
passage. Discussion, Alderman Sarff asked how much of the cost
is paid out af ~he Public Benefi~ Fund? Mayor Fdwards answered by

ORDINANCE - PROHIBITING PARKING ON THE WEST SIDE OF SOUTH AVENUE
"F" BETWEEN WEST WALNUT STREET AND WEST RAY STREET. Second read-
ing, read by title. Motion by Alderman Sarff, second by Alderman
Workman, the ordinance be pla.ced on its passage. Roll call, AYES:
Aldermen Kovachevich, Hammond, Sarff, Workman, Carl, May. NAYS:
None, Motion carried, 6 ayes 0 nays 2 absent. Ordinance being

ORDINANCE - GRANTING A SPECIAL USE PERMIT FOR THE OPERATION OF A
ONE CHAIR BEAUTY SHOP AT THE ADDRESS OF 160 STONEGATE DRIVE. Se-
cond reading, read by title, Motion by Alderman Sarff, second by
Alderman May, the ordinance be placed on its passage. Discussion.
Alderman Sarff said he had been contacted both by phone and by
anonymous callers and by owners of downtown business properties
concerning our past and present practice of these types of ord-
inances, We have a petition signed by those in the neighborhood
and none had any complaints, As far as the business ovmers, the
complaints there were that these type of business being put in
homes, its driving those that are in similar business out of busi-
ness by the overhead. But I've never seen anyone from th~se groups
complaining about it, Roll call, AYES: Aldermen Kovachevich,
Hammond, Sarff, Workman, Carl, May. NAYS: None. Nlotion carried.

city council to approve the four loan agreements, the city's two
and the two amended agreements with the idea, the city attorney,
Canton Corporation attorney, and their necessary staff work out

County Highway Department total bid $20,000.; Kinkaid Stone Co,
total bid $21,101.; Stambaugh & Sons total bid $8,652. r~otion

BIDS - DEMOLITION OF BUILDINGS AT 445 E. PINE AND 45 SOUTH 4TH
AVENUE. Motion by Alderman Hammond, second by Alderman Sarff
the bids be opened. Voice vote, motion carried. Bidders are:

$975.00 bid secured with a cashier's check in the amount of $345.
Chuck Kinsel bid for 445 E, Pine $1,395., bid for 45 South 4th

Workman the bids be opened. Voice vote, motion carried. Bidders
are: C. Iber & Sons total bid $11,900, to remove and replace all
concrete walks and curbs, bid secured with a cashier's check in
the amount of $500, Otto Baum & Sons total bid $8,850, to remo~ze
and replace all concrete walks and curbs, bid secured with a cash-
ier's check in the amount of $1,000. Baseme~nt De-Watering Systems
total bid $8,493. for the overlay of concrete with epoxy, bid
secured with a cashier's check in the amount of $849.30,

AGREEMENT - PRE-ANNEXATION - CYRIL VAN BRUAENE, First reading,
read by title. Cliff Sagaser City Engineer said Mr, Van Bruaene
is ~aanting city water, and in order to receive city water he has to
agreed to pay for the cost of this improvement and enter into a
pre-annexation agreement. I~'s located on the old brick road of
West Maple Limits. The water line that goes to the college, ~;oes
by his property and he's not contiguous, but the water line is.
Motion by Alderman Carl, second by Alderman Workman, the agre~ment
be adopted. Roll call. AYES: Aldermen Kovachevich, Hammond,
Sarff, Workman, Carl, May. NAYS: None. Motion carried. 6 ayes
0 nays 2 absent, Agreement being ~~439,
