A regular meeting of the Canton City Council was held on July 15, 2025 (6:30pm) at the Historic

Depot located at 50 North 4 Avenue Canton Illinois.

Chris Harmon addressed the council about being charged for sewer and garbage on an empty
house that he owns.

Treasurer Crystal Wilkinson informed council that she has submitted her resignation letter to
the Mayor.
Chief Eveland gave recognition to SRO Candi Buhl for being nominated for and awarded SRO of
the year for the entire State of Illinois.

ORDINANCE REVISING TITLE 6, CHAPTER 23 OF THE CANTON MUNICIPAL CODE REGARDING
ST
SEIZURE AN IMPOUNDMENT OF VEHICLES (1 READING)
Deputy Chief Miller explained that when he first got here he had looked over this ordinance and
he felt that there was some language that needed to be rewritten. He went on to say that there
are certain arrestable offenses when driving a vehicle in the state of Illinois that allows them to
put an administrative fee on the vehicle and hold the vehicle until that fee is paid. That is what
the revision is for this ordinance.
Mayor McDowell asked attorney Jump if there was any reason why we couldn’t waive the first
reading.
Attorney Jump replied if there is nothing else that needs changed than they can waive the first
reading.
Motion and second were made by Alderpersons Nelson/Ketcham to approve an ordinance
revising Title6, Chapter 23 of the Canton municipal code regarding an impoundment of vehicles
and waive the first reading.

them for the lessor amount of 25% or $10,000.00

ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON BUSINESS
DEVELOPMENT DISTRICT NO. 1 REDEVELOPMENT AGREEMENT BY AND BETWEEEN THE CITY
OF CANTON, FULTON COUNTY ILLINOIS AND FULTON COUNTY REHABILITATION CENTER (500
N. MAIN ST.)
The current agreement is to reimburse them for 25% not to exceed $25,000.00.
Motion and second were made by Alderpersons Lovell/Hale to accept the ordinance approving
and authorizing the execution of a canton business development district No. 1 redevelopment
agreement by and between the City of Canton, Fulton County Illinois and Fulton County
Rehabilitation Center (500 N. Main St.)

ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CANTON BUSINESS
DEVELOPMENT DISTRICT NO. 1 REDEVELOPMENT AGREEMENT BY AND BETWEEEN THE CITY
OF CANTON, FULTON COUNTY ILLINOIS AND BRAD M. JOSEPH (2073 N. MAIN ST.
“STARBUCKS”)
Lovel explained they don’t have the final agreement with Starbucks and that discussion will
happen on Friday. If they approve this tonight it will allow them to get started and hopefully
break ground at the beginning of the month. The reason Lovell wants to vote on this tonight is
because they had to get a thirty-day extension to close on the property and it would take it well
into the first week of August if they had to wait. The changes that were made to the initial
agreement were to add an additional $125,000.00 on the upfront part and add another
$75,000.00 to the BDD reimbursement. Also, they asked to move the completion date to March

ACTION TO BE TAKEN ON THE FOLLOWING TIF/BDD APPLICATIONS AND/OR AGREEMENTS
1. MENGEN WANG D.B.A. CUP OF CANTON
Lovell stated that at this point it is a very small amount. The total project is around $2000.00 for
some repairs they are doing to the building. Lovell said he wasn’t sure if they were going to be
doing more.
Mayor McDowell stated that they are but the project is being delayed and informed them to
submit there applications as the need arise.

APPROVAL OF CHANGE ORDER REQUEST #5 FROM LEANDER CONSTRUCTION, INC. FOR THE
OPERA HOUSE PLAZA PROJECT IN THE AMOUNT OF $4,980.15
Chamberlin explained that the change order is do to the change in the paint color for the trim.

request #5 from Leander Construction, Inc. for the Opera House Plaza project in the amount of
$4,980.15.

ORDINANCE AMENDING THE BUDGET FOR FISCAL YEAR MAY 1, 2025 – APRIL 30, 2026
Comptroller Schultz explained the amendment to the budget is for the next item on the agenda
to be approved for a purchase by the Fire Department.

amending the budget for fiscal year May 1, 2025 – April 30, 2026

ORDINANCE AUTHORIZING THE PURCHASE OF A PIERCE ENFORCER PUMPER FROM
MACQUEEN EMERGENCY
Fire Chief Roos stated the pierce enforcer pumper came in at a sale price of $1,191,000.00.
Also, there is a performance bond of $3,572.00 which guarantees that we will receive the truck.

authorizing the purchase of a pierce enforcer pumper from Macqueen Emergency.

APPROVAL OF THE ISSUANCE OF A REQUEST FOR PROPOSALS FOR CITY-OWNED PROPERTY
LOCATED IN THE TIF DISTRICT
Attorney Jump explained that this was the proposed RFP that was in the packet. This is the
former Siesta property that we are putting out proposals to anybody that would be interested
in purchasing it. Going through the TIF process allows the city to explore other options for
selling, and to be a little more flexible with the type of deal we are willing to accept such as
what would be in the best interests of the city for development of that area.

a request for proposals for city-owned property located in the TIF district.

APPROVAL OF THE WATER TREATMENT PLANT SLUDGE REMOVAL AND DISPOSAL PROJECT
BID FROM J. OROS ENVIRONMENTAL IN THE AMOUNT OF $551,680.00
Carruthers stated this a bid for the water treatment plant’s removal of sludge that is done
annually

treatment plant sludge removal and disposal project bid from J. Oros Environmental in the
amount of $551,680.00.

OPERA HOUSE UPDATE
Alderman Ketcham said at the end of this week or next week they should be receiving the
shelter materials. The expected completion date is early to mid-October.
