Mayor Edwards asked for roll call at 7:25 p.m. Present: Aldermen Kovachevich, Zilly, Falcone, Sarff, Workman, Bohler, May, Chapman, Absent: None. Motion by Alderman Kovachevich, second by Alderman Sarff to adopt Robert's Rules of Order. Jim Malmgren explained for the newly seated aldermen that this was the first thing done at a new council meeting, to adopt rules of procedure. The city routinely adopts the Robert's Rules of Order which is standard nation wide, to the extent our council rules do not apply. Roll Call: AYES - Aldermen Chapman, May, Bohler, Workman, Sarff, Falcone, Zilly, Kovachevich. NAYS - None. Motion Carried. 8 AYES 0 NAYS 0 ABSENT COMMUNICATIONS FROM MAYOR EDWARDS. The Mayor made appointments of staff for the City of Canton. They are: James Malmgren, City Attorney; Robert Molleck, Police Chief; Robert DeRenzy, Fire Chief; David Dorgan, Director Community Development/ Budget & Administration; Clifford Sagaser, City Engineer/Director of Public Works; Larry Dutton, Wastewater Treatment Supt.; James Boyd, Street Supt.; Ray McKinney, Water Treatment Supt.; Ray Hartle, Maintenance Supt.; Steve White, Water Treatment Assistant; Jerry Luper, Street Dept. Assistant; Cliff 0'Brien, Wastewater Treatment Assistant; Garry Hinderliter, Wastewater Treatment Assistant. Also appointed were: Elaine Scott, Head Cashier of Water Dept:; Kristal Sprague, Water Dept.; Deborah Stockov, Fire/Police Dept. Secretary; Kayma Duncan, Comm. Part-time appointments were: Peggy Buskirk, Deputy City Clerk; Barbara Ellison, Animal Control Officer. Motion by Alderman Sarff, second by Alderman Falcone that these appointments be confirmed. Voice vote, motion carried. Mayor Edwards appointed the following special committees: Board of Appeals - Fire Code: Robert Fouts, C. A. "Whitey" Luft, Paul Spencer, Wayne Clark Jr., Phil Mears. Fire & Police Commission: Virgil Horr. Liquor Control Commission: Donald Russell, Tony Long. Planning & Zoning Commission: Aldermen Zilly, Chapman, Falcone. Motion by Alderman Kovachevich, second by Alderman May the appointments be confirmed. Voice vote, motion carried. Mayor Edwards noted that we have Council on the lst & 3rd Tuesday of the month. Clerical Committee meets the 2nd Tuesday of the month, and Mechanical Committee meets the 4th Tuesday of the month. Each alderman chairs a committee. The alderman that chairs a committee has the other three aldermen of the same group on his committee. Voice vote, motion carried. Motion by Alderman Sarff, second by Alderman Workman to establish meeting times and location. Voice vote, motion carried. This will be a public document. CONTINUED MAY 7TN, 1985 Mayor Edwards welcomed the new administration and the four new aldermen. He told council that we are handing them deficit spending. A high priority in the next four years is balancing the budget. We have tough decisions to make, but we'll make them, and move Canton forward. The mayor expressed he was looking forward to working with the council and told them to feel free to call on the senior members of council or the staff. We will also be monitoring Canton Lake very closely. We hope to use the "Build Illinois" program and the Govern~r wil~ be hearing about our lake from several different sources. We are concern?d about the dam and siltation and the water tower, and hope to put a new intake tower in yet this year. This is a high pricarity to us. NEW BUSIN~SS: RESOLUTION - APPROVING SPECIFIC SALARIES FOR THE VARIOUS DEPARTPIENT HEADS, SUPERINTENDENTS, FULL-TIMF APPOINTIVE EMPLOYEES AND PART-TIME APPOINTIVE EMPLOYFES OF THE CTTY OF CANTON. First reading, read by title. The Mayor noted these werP the same salaries as last year. Jim Malmc~ren should ~ be added to the list at a salary of $24,000. Mayor Edwards explainec~ to the ~ new members that Resalutions can be ~assed at the first meetinc~ for the henefit (U of the aldermen, Ordinances require two meetings or suspension of the rules. Alderman May asked if we were going to have an auction. Mayor Edwards said we hadn't nlanned on an aaction because we don't have enough items for one. ORDINANCE - AMENDING ORDINANCE N0. 948, ENTITLED: "THE CITY OF CANTON FLOOD PLAIN ORDINANCE", PASSED AND APPROVED ON OR ABOUT SEPTEMBER 21, 1982. ~'irst reading, read by title. ORDINANCE - PROHIBITING PARKING ON THE NORTH SIDE OF WEST SPRUCE STREET AT THE GENERAL ADDRESS OF 63 WEST SPRUCE STREET. First reading, read by title. ORDINANCE - PROHIBITING PARKING ON A PORTION OF THE WEST SIDE OF NORTH SECOND AVENUE. First reading, read by title. LIQUOR COMMISSION REPORT - Stefano's, formerly Georgia's Steakhouse, are requesting a Class A Liquor License. T"2 oryr~~s are t:~o ~rcth~rs-in-la:v, Steve Essex and Ray Jackson. They are remodeling and will have a r~staurant. Steve wanted the license in his name; however, he resides at Wee-Ma-Tuk and does not meet the residency requirements, so Ray is putting the license in his name. Steve is moving to Canton and later on will be asking to put it in his name. ~ _ ~~b CONTINUED MAY 7TH, 1985 The Liquor Commission recommends the license be issued. Motion by Alderman May, second by Alderman Workman to issue a Class A Liquor License to Ray Jackson and Stefano's. Roll Call. AYES - Aldermen Chapman, May, Bohler, Workman, Sarff, Falcone, Zilly, Kovachevich. Motion carried. 8 AYES 0 NAYS The Chamber of Commerce is requesting a~.Class F Liquor License. Bill Phillips, of the Chamber, addressed Council. The Chamber and Action Fi~re of Canton have joined forces and plan to have a 4th of July event in Jones Park to honor the 40th anniversary of the end of the war and honor W.W.II veterans. We will kick off on Wednesday evening with a band and activities, and have full ceremonies on the afternoon of July 4th. The beer tent will open at noon and ceremonies will be at 2:00 p.m. Alderman Sarff asked if this was in conjunction with any fire- works display? Mr. Phillips said they were not going to compete in any way with local fireworks; in fact, we'll cease all activities an hour before they start. If we have anything after fireworks is yet to be decided. Alderman Workman asked if the Chief of Police saw any problems with this. The chief said he had no problems with it. Bill Phillips said they have arranged for portable restroom facilities and will have the auxiliary police there. The Chamber will clean up. Alderman Zilly asked about checking ID's. Andy Almasi said they will have auxiliary police to do this and they will be confined to the fenced in area. Motion by Alderman Workman, second by Alderman May to grant a Class F Liquor License to the Chamber of Commerce for not more than two weeks. Roll Call. AYES - Aldermen Kovachevich, Zilly, Falcone, Sarff, Workman, Bohler, May, Chapman. NAYS - None. Motion Carried. 8 AYES 0 NAYS Alderman Sarff had two items to come before council. The first is going back to the Ordinance prohibiting parking on the West side of North 2nd. Avenue. This is right across the street. There is very little parking here. I resent the fact that the parking spaces were taken without the authorization of the Council before the garage doors were built. Some discussion followed. The other item Alderman Sarff brought up was regarding safety in the area surrounding Athletic Park. Referring to 4th Ave. from E. Birch to Linden. The speed limit is 30 MPH. There are children playing signs by the ballpark, but not past it. Another area is N. lst. Ave, from Birch to Sycamore. The speed limit is 30 MPH and there are no signs posted. Birch to 5th Ave, has no signs either. Alderman Sarff feels this is an area that has been neglected, and feels we should look at reducing the speed limit and possibly post "children playing" signs. Normally, it would go to Traffic & Safety Committee, but I would like to know if anything can be done before the meeting which is three weeks away. Chief Molleck has already talked to Bob Ems of the park district. Before Bob could do anything about reducing speed, he would have to do a traffic study. Bob Molleck said he would do a traffic study, and this can be done in one week. Discussion followed. Chief Molleck said he would make a press release to remind parents of safety.
