16th, 1985 in council chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVO-
CATION GIVEN BY MAYOR DON EDWARDS.
Mayor Edwards asked for roll call at 6:30 p.m. Present: Alder-
men Kovachevich, Hammond, Sar~~, ~lorkman, Car1, May, Horr. Absent:
Alderman Savill.
ORDINANCE - PROVIDING FOR THE TIME OF QUALT~ICATTONS OF NEWI,Y ELECTED
OR APPOINTED MUNICIPAL OFFICIALS. Motion by Alderman Kovachevich,
second by Alderman Hammond the ordinance be placed at this position
of the agenda. Voice vote, motion carried. 5econd reading, read
by title. Motion by Alderman Hammond, second by Alderman Sarff,
the ordinance be placed on its passage. Roll call. AYES: Alder-

MINUTES OF APRIL 3RD MEETING. Correction on page 222 under new
business, the second paragraph, the amount of $103,000 should
read $102,000. On page 219 under communications f_rom Cliff Sagaser
the amount of $205,000 should read $250,000; tihe amount of $102,014.64
should read $102,000.
Motion by Alderman Hammond, second by Alderman May the minutes be
accepted and placed on file as corrected. Voice vote, motion
carried.
COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. Cliff and Ray
McKinney met with David Espinoza concerning Mr. Espinoza's request
to lease the old boa~ dock site. Tentatively they agreed to lease
Mr. Espinoza the property, Cliff said tha~ he would be talking to
the city attorney to have a con~ract agreement with David Espizona
and the city. A fee was set of $50.00 for the lst year; $150.00
for the d year; $300.00 every year thereafter for a total of
5 yearsa~~ve it at reduced cos~ for the first two years as he'll
be making an investment in equipment of about $3,000. He's im-
proving the building by adding electrictiy,
Cliff reported that the mayor sometime ago read a proposed grant
offer from the state and federal government for our Sewage Treatment
Plant and Sewage System Improvements. GJe had to react ~o ~hat by a
certain time and we me~ since that time with the consulting
engineer and staff, In response to the me g and to ~he various
meetings the consulting engineers have had~~~~ EPA, a draft was
mailed today answering this offer. In this draft using all of
the deductions to the project that we had talked about at the
meeting, the to~alcost to the city at ~his time if approved will
be $2,152.500 expenditure. A~ the time the last part of the city's
funds are to be spent, it is anticipated that we will receive some
income from interest on the money from the sale of ~he bonds and
there can be some other deductions based on whether the bid prop-
osed is actually less than the estimate.

An updated report on the Canton Lake will be given to ~Che
Aldermen. The report says there is a leak under the dam
~hat is in the old stream bed, but is appearing in a man-
hole south of the dam. Very close to ~Che manhole we en~er
when we go into the tunnel. We discovered this while making
some repairs on the sewer lines in that ar~a, and upon draining
some ponds down we found water still coming in to this manhole.
And reports that Ra.y McKinney has given is that water has leaked
into this manhole as long as he can remember, So ~herefore, we
feel that water has been leaking under the dam since it was
constructed. The Illinois Water Resource Department has been
contacted about the concerns and the Dam Safe~y Depar~ment of
IDOT; Cliff will also send a copy of his report.
COMMUNICATIONS FROM DAVE DORGAN - BUDGET ADMINISTRATION AND
COMMUNITY DEVELOPMENT DIRECTOR. T`wo negotiations meeting had
been scheduled prior to the council meeting, The Fire and Police
unions had to cancel their meeting as some members of the negotia-
ting team couldn'~ make the meeting. However, we did meet with
the Public Works union on their wage opener for this contract
year, and did reach an agreement that there would be no wage
increase for this coming fiscal year.
Preparing for an Enterprise Zone conference on Apri1 24th at
Spoon River College. The aldermen are invited and we have in-
vited over 2,000, were hoping to get a small number of suppliers
from caterpillar.
Dave said he was contacted by the EPA and that there was an im-
menent arran~ement being made with the contacts compa~n.y of PES,
DSI and all the parties related. It appears tha~ the ~itle of
~he chips will be turned over ~o the International Plastics
Recycling Company.
Working on the budgets, and ~he pic~ure is not good in terms of
what were going to be facing next year. We have a number of
deficient areas we need to look at. I was instructed by the
committee to bring back recommer~dations on how to make cuts in
the budget, but it will requir~ budget meeting with the council.
The city did no~C receive the District Heating grant for $25,000
which was to study using district heating with the boiler system
at I.H.
Closed out the Hud grant that Dave intial].y came here to work on.
It was a$2,4 million hud grant the city received in '79.'

for the repair of an abandoned service line that had leaked on

approval of the expenditure of $1,200 for repairs to ~he 50

Council Action
Motion by Alderman Hannnond, second by Alderman Kovachevich, we
accept the quotes fram Safeco Insurance company for the Life
& Excess Loss Health Tnsurance as well as the Medical Benefit
conversion portion of the policy. Discussiori. Alderman Hammond
explained that we had 3 quotes and this was Che only one that
actually met the specifications that we have right now. Roll
call. AYES: Aldermen Horr, May, Carl, Workman, Sarff, Hammond,

COMMUNICATIONS FROM MAYOR EDWARDS. Cliff reported that he reviewed
the order from ~he Illinois Commerce Commission on what the ci~y
would have to pay on the railroad crossings project. We are
ordered to remove 2 trees on 7th Avenue. On lst Avenue the city
is required to do the approach work on resurfacing the streets when
the railroad tracks are removed. On Avenue B i~C is ~Che city's
responsibility to raise the approaching street in accordance with
their requirements at total cost. This is ~he only cost the city
will be bearing on ~hat entire railroad.Al1 other street resurfacing,
railroad and lighting expenditure and a11 o~hers borrie by the
railroad.
Mayor Edwards complimented Dave Dorgan on the report back from Hud,
it was a very difficult task we handed to Dave when we hired him.
He came in under most unusual circums~ances,
The Planning & Zoning Commission report xecommends to the city
council tha~ a special use permit be granted to Arvelyn Miller.
Th~ committee also met~on the petition of Charles Rakestraw to
change the zoning classification from R-2 to B-1 at the address
of 709 E. Chestnu~, the request for zoning change was denied.
Motion by Alderman Sarff, second by Alderman Horr, the appointment
of Eric Weaver, Jerry Fitch as Fire vol.un~eers and at the re-
commendation of Fire Chief Robert Derenzy be confirmed. Voice
vote, motion carried.
Alderman Carl asked if we were fixing West Maple Limits? Cliff
Sagaser City Engineer said we could fix the street and do, wha~'s
in the city limits, Cl.iff said he would talk ~o the road commis-
sioner.
OLD BUSINESS:
RESOLUTION - FRIENDSHIP FESTIVAL ASSOCIATION - PAR.ADE ON SEPTEMBER
7TH. Second reading, read by title. Motion by Alderman Kov-
achevich, second by Alderman Workman, the resolution be adopted.
Discussion, Cliff Sagaser gave a report that he was asked to
do and that was to talk to the IDOT abou~ the paragraph in the
resolution having to do wi~h the city paying all damages and

all liabilities. The chief counsel attorney in Springfield
requires this of all Ill.inois resolutions and the gen~leinen
~liff had talked to, can do nothing to change i~.
Jim Malmgren City A~torn,ey suggested to ~he mayor that we hold
this over and check with the festival board.
Motion and second withdrawn, Motion by Alderman Kovachevich,
second by Alderman Workman, ~he resolution be hel.d over till
the May 21st meeting. Voice vote, motion carried.
ORDINANCE - AUTHORIZING AND DIRECTING THE SALE OF CERTAIN PERSQNAL
PROPERTY OWNED BY THE CITY. Second reading, read by title.

FROM THE CONSTRUCTION OF REHABILITATION OF COMMERCIAL OR INDUS-
TRIAL FACILITIES WITHIN THE CITY OF CANTON ENTERPRISE ZONE. First
reading, read by title. Motion by Alderman Hammond, second by
Alderman Kovachevich, the ordinance be placed upon its passage
as amended. Discussion. The legal description should be attached
to the original ordinance, there were no changes made to ~he legal

ORDINANCE - AUTHORIZING THE LEASE OF REAL PROPERTY LOCATED IN

First reading, read by title.
ORDINANCE - GRANTING A SPECIAL USE PERMIT FOR THE OPERATION OF
A SHOP SPECIALIZING IN HAND-CRAFTED AND HAND-FINISHED ARTICLES
AT ADDRESS OF 157 WEST VINE STREET (ARVELYN MILLER). First reading,
read by title. Alderman Workman asked if any of the articles
were going to be sold from ~he home? Arvie Miller told the council
that some articles would be sold from her home at ~imes and articles
for weddings would be ~aken to the church.
