Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A regular meeting of the Canton City Council was held on June 17, 2025 (6:30pm) at the Historic th Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Smith-Walters, City Treasurer Crystal Wilkinson, Police Chief Mike Eveland, Fire Chief Scott Roos, Public Utilities Director Joe Carruthers. Item B under labor and employment was tabled. PUBLIC PARTICIPATION: MAYORAL COMMUNICATIONS/REQUESTED ACTION: Mayor McDowell wished attorney Jump a happy birthday. A presentation from Nathan McCarthy, the CEO of Solar on Earth. McCarthy explained that the company is building a portfolio on solar farm projects in the state of Illinois. The program is tied to Illinois Shine, who is the governing body of the community solar program in Illinois. McCarthy stated that when they go to build these projects they get incentives to build them, However, the state, Illinois shines, Illinois power agency wants them to take part of that money that they are getting to build these projects directly through Ameren and the rate payers and pass it back to the community. The way that they are doing this is through billing mechanism where they are able to apply billing credits to the city’s electric bills. COMMITTEE REPORTS: PUBLIC SAFETY AND LEGAL ALDERPERSON JUSTIN NELSON, CHAIR ORDINANCE RESTRICTING DUMPING AT THE CITY’S YARD WASTE FACILITY Utility Director Joe Carruthers explained that this ordinance is based on an old existing ordinance the city already has in place regarding Canton’s yard waste facility. The site’s inability to handle the massive amount of material that is being brought out there by non-local people and commercial businesses has created a situation that has led city to have to do something different because we can’t handle it all and burning isn’t an option. The ordinance restricts the use of the facility to local Canton residents. If a commercial business cuts down a tree for a local resident, they can still utilize the facility. The City will be looking at other ways to dispose of the waste, such as chipping it or hauling it off. Motion and second were made by Alderpersons Gossett/Chamberlin to approve the ordinance restricting dumping at the city’s yard waste facility. REGULATORY AND POLICY ALDERPERSON ANGELA HALE, CHAIR APPROVAL OF A SPECIAL EVENT AND ROAD CLOSURE REQUEST FROM OFFICIAL TIME OUT (SETH KLINEDINST) AND WHITE OAKS (BILLY OAKS) FOR PARTY IN THE PARKING LOT TO BE HELD ON JULY 19 Alderperson Hale turned the floor over to Seth Klinedinst. Klinedinst stated that he is working with Billy Oaks from White Oaks and that they share a parking lot that the city owns. He was able to get Jason Cross and his band to come to town on July 19 and he was hoping the city would allow them to use their parking lot. He went on to say that he wanted to close off everything with two entry points. He stated the special event liquor license would not be needed since they would be serving alcohol on their own property. However, their dram shop insurance will cover them on the city’s parking lot so people can drink on the lot. Motion and second were made by Alderpersons Hale/Pickel to approve a special event and road closure request from Official Time Out (Seth Klinedinst) and White Oaks (Billy Oaks) for Party in the Parking Lot to held on July 19. APPROVAL OF A CLASS F SPECIAL EVENT LIQUOR LICENSE FOR OFFICIAL TIME OUT FOR PARKING LOT PARTY TO BE HELD ON JULY 19 Alderperson Grimm asked Klinedinst if had stated that he didn’t need the Class F liquor license. Klinedinst replied no, he does not need it. Attorney Jump explained that he would need one for the city lot. COMMUNITY & ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR PUBLIC WORKS ALDERPERSON GREG GOSSETT, CHAIR APPROVAL OF A NOTICE OF INTENT TO AWARD THE CANTON WASTEWATER PLANT IMPROVEMENTS PROJECT BID TO RIVER CITY CONSTRUCTION IN THE AMOUNT OF $46,933,000.00 Mayor McDowell stated this is the grant/loan we received from EPA to rebuild the entire wastewater plant. ORDINANCE APPROVING AN AGREEMENT WITH AMERCAN GEOSPATIAL FOR GREENWOOD CEMETERY MAPPING SERVICES Alderperson Ketcham asked Joe Carruthers if he had this budgeted for the next three years. Joe replied it was only budgeted for this year and that they would be using the cannabis funds. ORDINANCE APPROVING DEEPWALK RESEARCH INC.’S SIDEWALK SUBSCRIPTION-BASED PROPOSAL # 20250612100615655 FOR SIDEWALK CONDITION MANAGEMENT SYSTEM Joe Carruthers stated this will be in the amount of $32,340.00. Mayor McDowell commented that this is a budgeted item. Carruthers went on to explain it is a comprehensive study of all the City’s sidewalks, looking for trip hazards which includes brick sidewalks and ADA compliant sidewalks. It’s the first step in putting together a program as an accountability measure. Motion and second were made by Alderpersons Gossett/Hale to accept the ordinance approving DeepWalk Inc.’s sidewalk subscription-based proposal #20250612100615655 for sidewalk condition management system. FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR RESOLUTION APPROVING AN OUTSOURCING PREPARATION STATEMENT OF WORK WITH CLIFTONLARSONALLEN LLP FOR CERTAIN ACCOUNTING SERVICES This is an annual approval for comptroller Beka Schultz’s services to the City. IT AND CYBERSECURITY ALDERPERSON DAVE PICKEL, CHAIR LABOR AND EMPLOYMENT ALDERPERSON RALPH GRIMM, CHAIR ORDINANCE ESTABLISHING THE POSITION OF AND JOB DESCRIPTION OF BUDGET OFFICER ND AND ECONOMIC DEVELOPMENT ADMINISTRATOR (2 READING) Tabled PROPERTY ALDERPERSON PATRICK KETCHAM, CHAIR OPERA HOUSE PLAZA UPDATE Amy Wilson from Farnsworth Group, who is the project manager on behalf of the city stated that, in the last month, they have completed the concrete on the stairs in front of the stage. An RFP was requested to add downspouts to the Cardosi building which is on the south side of the Plaza. In addition to that they asked for downspout tie ins and storm sewer connection to the st existing structure in the middle of 1 Avenue. The RFP came back at a much higher then what the city wanted to see so the city is self-performing the vac truck work as well as the trucking aggregate hall away. This is currently being done. Work will cease on Friday at noon in preparation for the Cruise In. After that work is finished they will start on the sidewalks that are on the north and south perimeter of the project. They are anticipating the shelter delivery mid- July that will be coming in two shipments.
