ORDINANCE NO. 4481
AN ORDINANCE ESTABLISHING THE POSITION OF AND JOB DESCRIPTION OF
BUDGET OFFICER AND ECONOMIC DEVELOPMENT ADMINISTRATOR
WHEREAS, the City of Canton, Fulton County, Illinois (the "City") is an Illinois non-
home rule municipal corporation, established in accordance with the constitution of the State of
Illinois of 1970;
WHEREAS, Section 8-2-9.1 of the Illinois Municipal Code(65 ILCS 5/8-2-9.1)provides
for the appointment of a Budget Officer for municipalities that have adopted Sections 8-2.9.1
through 8-2-9.10;
WHEREAS, Title 1, Chapter 25 of the Canton Municipal Code (the "Code") contains
provisions related to the appointment of a Budget Director, similar to the provisions of the Illinois
Municipal Code for a Budget Officer;
WHEREAS, pursuant to 65 ILCS 5/3.1-30-5, the Mayor, by and with the advice and
consent of the City Council,may appoint a budget officer and other officers necessary to carry into
effect the powers conferred upon municipalities;
WHEREAS,the corporate authorities desire to have an employee dedicated to budgetary
oversight,consistent with a budget officer as described in Sections 8-2-9.1 through 8-2-9.10 of the
Illinois Municipal Code (65 ILCS 5/8-2-9.1 through 65 ILCS 5/8-2-9.10), and to administering
certain economic development matters within the City;
WHEREAS, after consideration by the Employment and Labor Committee,the corporate
authorities have determined that it is necessary and in the best interests of the City to create a new
position of Budget Officer and Economic Development Administrator.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CANTON, FULTON COUNTY, ILLINOIS AS FOLLOWS:
Section 1. That the City hereby finds as fact the recitals set forth above and incorporates
said recitals herein as though fully set forth.
Section 2. The City hereby re-adopts Sections 8-2-9.1 through 8-2-9.10 of the Illinois
Municipal Code (65 ILCS 5/8-2-9.1 through 65 ILCS 5/8-2-9.10).
Section 3. That the title of Title 1, Chapter 30, entitled, "BUDGET OFFICER AND
ECONOMIC DEVELOPMENT ADMINISTRATOR," is hereby added to the Canton Municipal
Code and shall state as follows:
1-30-1: OFFICE CREATED,APPOINTMENT,TERM,AND QUALIFICATIONS:
(A) There is hereby created an office of Budget Officer and Economic Development
Administrator. For purposes of this Chapter, the term "Administrator" shall mean
the Budget Officer and Economic Development Administrator.

(B) The Administrator shall be appointed by the mayor with the advice and consent of
the city council. The Administrator shall be chosen on the basis of executive,
administrative, and educational qualifications with special emphasis on the actual
experience in, or knowledge of, accepted practice with respect to the office
hereinafter set forth and/or as set forth within any approved job description for the
Administrator. The Administrator shall serve at the pleasure of the Mayor.
(C) The Administrator shall hold the position of budget officer as that position is
described and used in 65 ILCS 5/8-2-9.1 through 65 ILCS 5/8-2-9.10.
1-30-2: OATH; BOND:
Any person filling and discharging the duties of Administrator shall, before entering upon
the duties of such office,take an oath and post a bond as provided in 65 ILCS 5/3.1-10-25.
The amount of the bond shall be no less than the amount of the bond posted by the City
Treasurer.
1-30-3: POWERS AND DUTIES:
(A) The Administrator shall be responsible to the mayor for the proper administration
of all the budget affairs of the City. In discharging this responsibility, the Administrator
shall conform to and follow the duties as prescribed in 65 ILCS 5/8-2-9.1 through 5/8-2-
9.10, as amended from time-to-time, including, but not limited to,the following:
1. Permit and encourage and establish the use of efficient planning, budgeting,
auditing, reporting, accounting, and other fiscal management procedures in all
municipal departments, commissions, and boards.
2. Compile an annual budget in accordance with 65 ILCS 5/8-2-9.3.
3. Examine all books and records of all municipal departments, commissions, and
boards which relate to monies received by the municipality, municipal
departments, commissions, and boards, and paid out by the municipality,
municipal departments, commissions, and boards, debts and accounts
receivable, amounts owed by or to the municipality, municipal departments,
commissions and boards.
4. Obtain such additional information from the municipality, municipal
departments, commissions, and boards as may be useful to the budget officer
for purposes of compiling a municipal budget, such information to be furnished
by the municipality, municipal departments, commissions, and boards in the
form required by the budget officer. Any department, commission or board
which refuses to make such information as is requested of it available to the
budget officer shall not be permitted to make expenditures under any
subsequent budget for the municipality until such municipal department,
commission,or board shall comply in full with the request of the budget officer.

5. Establish and maintain such procedures as to ensure that no expenditures are
made by the municipality, municipal departments, commissions, or board
except as authorized by the budget.
(B) The Administrator shall be responsible to the mayor for the proper administration
of economic development and community development programs implemented by the
City, including but not limited to the administration of tax-increment financing (TIF)
districts and business development districts (BDD), by promoting the incentive programs,
TIF Districts or BDDs as a tool to drive economic development in the city, project
evaluation and making recommendations to the City Council for approval of funded
projects, financial tracking, compliance reporting and administration of redevelopment
agreements, and compliance of projects with applicable law.
(C) The Administrator shall attend all regular City Council meetings, and special City
Council meetings or committee meetings (if needed), and be prepared to discuss the
financial impact and considerations of all items being discussed on the relevant agenda
(D) The Administrator shall perform any other duties as directed by the Mayor from
time-to-time. The Mayor and/or City Council may also approve additional job duties and
powers of the Administrator, however, that the Administrator shall remain obligated to
perform the other duties set forth in this Section.
1-30-4: REMOVAL AND RESIGNATION:
The Budget Officer may be suspended without pay or discharged by the mayor in
consultation with the city council in accordance with state statute and according to the
terms and conditions of the employment contract, if any. The Mayor may impose any other
discipline he or she feels is appropriate without consultation with the city council. The
Budget Officer may also resign from the position upon giving thirty(30)days'prior written
notice to the mayor.
1-30-5: COMPENSATION; EMPLOYMENT AGREEMENT:
(A) The Administrator may receive such compensation as the mayor and city council
shall fix from time to time.
(B) The Mayor may, with subsequent ratification by the City Council, enter into an
employment and/or services contract,which specifies in writing the level of compensation
of the Administrator, fringe benefits,including the level of support for the Administrator's
continuing professional education, agreements for separation pay upon termination of
employment (if any), other appropriate agreements describing the working relationship
between the Administrator and the elected officials and the Mayor and City Council's
performance expectations for the Administrator. This agreement may be reviewed and
revised by mutual agreement of the parties at periodic intervals.

1-30-6: CONFLICT OF INTEREST PROHIBITED:
The Administrator shall not derive any personal benefit, directly or indirectly, from any
contractual work or business of the city or from the sale of any article from the city or from
the purchase of property therefrom.
1-30-7: ASSISTANTS:
The Mayor shall be allowed to enter into hire or enter into agreements for assistants,
independent contractors, and/or other clerks and subordinate help as the necessities of the
office of Administrator may require, as needed to assist the Administrator in performing
his or her duties, and as the City Council by ordinance or resolution shall from time to time
authorize.
Section 4. The job description of the Budget Officer and Economic Development Administrator,
substantially in the form attached hereto as "Exhibit A," is hereby APPROVED. The Mayor is
hereby authorized to revise said job description pursuant to Section 1-30-3(D) of the Canton
Municipal Code. The Mayor,or his designee, is further hereby authorized to publish a job posting
consistent with the job description and this Ordinance, provided that the compensation of the
Budget Officer and Economic Development Administrator has been duly incorporated and
approved in the City's annual budget.
Section 5. Pursuant to Section 1-30-5, the initial compensation for the Budget Officer and
Economic Development Administrator shall be $95,000.00 to $110,000.00. The actual amount of
compensation to be paid to the person appointed to said position shall be established by further
ordinance or resolution, and the above-described compensation may be adjusted by City Council
by further ordinance or resolution, including but not limited to by budget ordinance.
Section 6. The remaining provisions of Title 1, Chapter 25 of the Canton Municipal Code shall
remain in full force and effect, until repealed by separate ordinance of the City, and the Treasurer
shall continue serving the capacity as Budget Officer,pursuant to Title 1, Chapter 25 of the Canton
Municipal Code until the Budget Officer and Economic Development Administrator is appointed
pursuant to Title 1, Chapter 30 of the Canton Municipal Code.
Section 7. That all ordinances or parts thereof in conflict with this Ordinance are hereby expressly
repealed.
Section 8. If any part or parts of this Ordinance shall be held to be unconstitutional or otherwise
invalid, such unconstitutionality or invalidity shall not affect the validity of the remaining
provisions of this Ordinance.
Section 9. That this Ordinance shall be in full force and effect from and after its passage and
approval as provided by law.

Job Description
Job Title: Budget Officer and Economic Development Administrator
Department: Administration
Reports To: Mayor
FLSA Status: Salaried Exempt
Location: Canton,Illinois
POSITION SUMMARY:
The City of Canton, Illinois is seeking a highly motivated and strategic professional to serve as Budget
Officer and Economic Development Administrator.This multifaceted role combines financial leadership
with active economic development management, focusing on fiscal oversight and the administration of
local incentive programs. The successful candidate is one who can provide both strong financial
management and proactive leadership in driving community growth and development.
The Administrator is responsible for overseeing the preparation,management,and monitoring of the city's
operating and capital budgets,as well as advancing the city's economic development initiatives—including
active management of Tax Increment Financing (TIF) Districts and Business Development Districts
(BDDs). The position serves as a key resource for business owners, developers, and city leaders in
promoting both fiscal stability and economic vitality for Canton.
Key Responsibilities:
• Lead the development, coordination, and administration of the City of Canton's annual budget
and/or appropriations ordinance
• Conform to and follow the duties as prescribed in 65 Illinois Compiled Statutes 5/8-2-9.1
through 5/8-2-9.10 as amended from time to time including, but not limited to, the
following:
o Permit and encourage and establish the use of efficient planning, budgeting,
auditing, reporting, accounting, and other fiscal management procedures in all
municipal departments, commissions, and boards;
o Compile an annual budget in accordance with 65 ILCS 5/8-2-9.3;
o Examine all books and records of all municipal departments, commissions, and
boards which relate to monies received by the municipality,municipal departments,
commissions,and boards,and paid out by the municipality,municipal departments,
commissions, and boards, debts and accounts receivable, amounts owed by or to
the municipality, municipal departments, commissions and boards;
o Obtain such additional information from the municipality, municipal departments,
commissions, and boards as may be useful to the budget officer for purposes of
compiling a municipal budget;

o Establish and maintain such procedures as to ensure that no expenditures are made
by the municipality, municipal departments, commissions, or board except as
authorized by the budget.
• Coordinate all competitive bidding procedures with the administration, City Engineer, City
Attorney,and/or appropriate Department Heads
• Review departmental budget proposal submissions for compliance, accuracy and strategic
alignment.
• Analyze revenue forecasts, economic conditions, and expenditure trends to support long-term
planning.
• Monitor and report on budget performance,recommending adjustments as necessary.
• Ensure compliance with municipal financial policies, GASB standards and Illinois statutes.
• Collaborate with the City Comptroller, City Treasurer, Mayor, Department Heads and City Clerk
in preparing the budget and preparing for audits, fiscal policy planning and necessary financial
reporting.
• Attend all regular City Council meetings,and special City Council meetings or committee meetings
(if needed), and be prepared to discuss the financial impact and considerations of all items being
discussed on the relevant agenda
• Monitor all residential and commercial demolition activities of the City and collaborate with
appropriate City employees and the City Attorney for the efficient demolition of unsafe or
dangerous buildings
• Perform any other duties as directed by the Mayor from time-to-time
Economic Development&District Management:
• Administer and oversee the City's economic incentive programs,including the city's Tax Increment
Financing (TIF) Districts and Business Development Districts (BDDs), including promoting the
TIF Districts or BDDs as a tool to drive economic development in the city, project evaluation and
making recommendations to the Canton City Council for approval and/or disapproval of funded
projects,financial tracking,compliance reporting and administration of redevelopment agreements,
and compliance with applicable law.
• Serve as a point of contact for businesses, developers, and community stakeholders regarding
available incentives and development opportunities.
• Lead business retention,recruitment, and expansion strategies to strengthen Canton's commercial
and industrial base.
• Develop and maintain marketing materials for the city's economic development programs and
properties.
• Support the research of,preparation of, and submission of grant applications and opportunities for
economic development and public infrastructure projects.
• Coordinate with local, regional, and state organizations to obtain grants and other financial
resources to grow economic development within the City of Canton
• Coordinate with local,regional,and state organizations to leverage resources to promote Canton as
a business-friendly community and to attract and retain businesses
• Prepare reports and presentations for the Canton City Council, advisory boards and the public on
district activities and economic development initiatives.
Minimum Qualifications:
• Bachelors'degree in Public Administration,Finance,Urban Planning,Business Administration, or
a related field.

• Minimum of 4 years'experience in municipal finance,budgeting, or economic development
• Strong understanding of Illinois municipal finance laws and regulations, municipal budget
practices,TIF district management and BDD administration.
• Strong understanding and familiarity with the Canton Municipal Code and other applicable law
related to competitive bidding, municipal procurement, zoning regulations, and unsafe or
dangerous buildings
• Excellent written and verbal communication skills, including the ability to prepare reports and
present to the public body.
• Proficiency in financial modeling, Microsoft Excel, and municipal or economic development
software systems.
Preferred Qualifications:
• Master's degree in Public Administration,Finance, or Economic Development
• Certification such as Certified Economic Developer (CEcD), Certified Government Financial
Manager(CGFM),or Certified Public Finance Officer(CPFO).
• Proven experience managing and implementing municipal or government incentive programs,such
as TIF Districts and BDD programs
• Experience with grant writing and administration.
• Familiarity with Canton-area business community and regional economic environment
