A regular meeting of the Canton City Council was held on
September 2, 1986 in Council Chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY MAYOR DONALD EDWARDS.
Mayor Edwards asked for roll call at 6:30 p.m. Present:
Aldermen Kovachevich, Zilly, Steck, Workman, Bohler, May,
Chapman. Absent: Alderman Sarff.
A presentation was made by a member of the Fire & Police
Commission, Lloyd Williams, to Mrs. Lois Horr in honor of
her husband Virgil Horr, who was a former alderman and member
of the Fire and Police Commission. A plaque was given to
Mrs. Horr in memory of Virgil. She was accompanied by her
daughter Dixie, son Mike and granddaughter. The plaque
was designed by the chief of police. Lois thanked everyone
on behalf of her children and grandchildren.
~ COMMUNICATIONS FROM DAVID LEEZER - COMMUNITY DEVELOPMENT
~ DIRECTOR AND BUDGET ADMINISTRATOR. Mary Olson Fulton County
~ Marketing Director and David attended a meeting in Bloomington
= concerning the beltline of opportunity that is trying to
m be set up. This is to study the feasibility of that type ,
of program, what type of funding is needed, and also they
a would study what type of funding we would receive from the
new program from the State of Illinois called "Corridors
of Illinois." The state has allocated $2.5 million for
"Corridors" which would go for marketing.
Received a letter from the governor's office concerning
a meeting on September 12 at Western Illinois University
on "Corridors." I will be attending that meeting to find
out more information concerning this.
Received word that modification for extension of our $50,000
Enterprise Zone money has been approved by an official of
DCCA, and the extension is to January 31, 1987.
COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. A lot
of work is being done in Jones Park. Were trying to improve
the electrical service. A new electrical box is being
installed at little cost, thanks to Ray Hartle Maintenance
Supt., he has done an excellant job. '
Cliff said he wanted to replace the light bulbs on the lights
that exist in Jones Park with sodium vapor lights. Eight
are needed at a cost of $55 each.
Motion by Alderman Chapman, second by Alderman Workman to
purchase the 8 sodium vapor light bulbs at a cost of $55
per light. Roll call. AYES - Aldermen Chapman, May, Bohler,
Workman, Steck, Zilly, KOvachevich. NAYS - None. Motion
carried. 7 AYES 0 NAYS 1 ABSENT.
Motion by Alderman Workman, second by Alderman May, to
purchase a two man chain saw from D& K Sales at a cost
of $808. Roll call. AYES - Aldermen Kovachevich, Zilly, ~
Steck, Workmna, Bohler, May, Chapman. NAYS - None. Motion
carried. 7 AYES 0 NAYS 1 ABSENT.
The railroad company promised to remove barricades at Holly
and railroad Street. If this is not taken care of in a
timely fashion will write a letter to the Illinois Commerce
Commission.
A letter was sent to the Wasterwater Treatment Plant from '
CIPS for an added expense of $24,610 for additional power
on Project #3, and to be added to the project cost for
electrical service and not taken out of contingency. Cliff
said this is being taken care of by that method.

A letter was sent by the City to the State of Illinois
Division of Water Pollution Control saying the city intends
to award the contract to Heinz Construction, subject to
the 3 conditions which were approved at a previous meeting.
We still have a garbage truck down, the truck has not been
working for about a month.
Will be meeting with the contractor and the consulting
engineer on the Water & Sewer Project, to give to the
contractor complaints and to ask him to take care of them
before winter.
Mayor Edwards said he had received a call from a Mrs. Bowton
of 275 West Walnut about the sewer in her yard. She has
called a private counselor, State Rep. Tom Homer and the
EPA about her problem. Mayor Edwards said the sanitary
sewer is on the terrace and that's where all the debris
that normally winds up at the sewage plant is, in the yard
at 275 West Walnut. The mayor wanted to know if this problem
could be helped?
Cliff Sagaser City Engineer said the storm sewer that goes
under the house could be adding water to this manhole in
the front yard. It has been decided that there are 3 sewers
that come to this manhole with only one exit. We will
investigate this further.

Motion by Alderman Steck, second by Alderman Workman, to
leave the No Parking signs for both sides of the street
in the 400 block of South Avenue B. Discussion. Chief
Molleck's suggestions for leaving as is, was based on safety
factors. Voice vote, motion carried.

Council Action
Motion by Alderman May, second by Alderman Workman, to hire
a full-time meter reader and eliminate 2 part-time meter
readers. Discussion. The discussion was lenghty as to the
pros and cons of part-time or full-time. Roll call. AYES
- Aldermen Chapman, May, Workman. NAYS - Aldermen Bohler,
Steck, Zilly, Kovachevich. Motion defeated. 3 AYES 4 NAYS
1 ABSENT.
Motion by Alderman May, second by Alderman Bohler, to purchase
a back flow preventer and pipe at a cost of approximately
$3,250. Roll call. AYES - Aldermen Kovachevich, Zilly,
Steck, Workman, Bohler, May, Chapman. NAYS - None. 7 AYES
0 NAYS 0 ABSENT. Motion carried.

Motion by Alderman Steck, second by Alderman Bohler, the
ordinance dealing with 2 full-time meter readers be changed
to 2 part-time meter readers and one full-time. Voice vote,
motion carried.
COMMUNICATIONS FROM MAYOR EDWARDS - The Liquor Commission
recommends a tavern license be issued to Nicholas Gene
Standard. He is the son of the former owner of Mother's
Tap who is now deceased.
Motion by Alderman May, second by Alderman Workman, to
approve the recommendation of the liquor commission to grant
a Class A Tavern license to Nick Standard. Roll call. AYES
- Aldermen Kovachevich, Zilly, Steck, Workman, Bohler, May,
Chapman. NAYS - None. Motion carried. 7 AYES 0 NAYS 1
ABSENT.
Motion by Alderman Steck, second by Alderman Zilly, the
petition for the terrible condition of the John Dean School
O be accepted. Discussion. Mayor Edwards said we'll see
what can be done to eliminate the problem. Voice vote,

NEW BUSINESS:
RESOLUTION - SORROW AND CONDOLENCE UPON TAE PASSING OF
LAWRENCE B. McMUNN. First reading, read in its entirety.
Mayor Edwards said Mr. McMunn was the city attorney for
many years. Motion by Alderman Kovachevich, second by
Alderman May, the resolution be adopted. Voice vote, motion
carried. Resolution being #1175.
RESOLUTION - ACCEPTING AND AUTHORIZING THE EXECUTION OF
A GRANT AGREEMENT BETWEEN THE CITY OF CANTON, ILLINOIS AND
THE EPA. First reading, read by title. Motion by Alderman
Chapman, second by Alderman May, the resolution be adopted.
Discussion. Cliff Sagaser City Engineer, reported that
this is almost identical to the agreement and resolution
passed at the very beqinninq of the first grant of the
project. This grant is for $1,100,000, which is in addition
to what we've already been given. Roll call. AYES - Aldermen
Chapman, May, Bohler, Workman, Steck, Zilly, Kovachevich.
NAYS - None. Motion carried. 7 AYES 0 NAYS 1 ABSENT.
Resolution being #1176.
Mayor Edwards thanked the Street Department and Ray Hartle
for cleaning the downtown during the week of the Friendship
Festival.
ADJOURNMENT: Motion by Alderman Bohler, second by Alderman
Steck, to adjourn. Voice vote, motion carried. Council
adjourned at 7:23 p.m.
