PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY MAYOR DONALD E. EDWARDS. Mayor Edwards asked for roll call at 6:30 p.m. PrE.sent: Aldermen Kovachevich, Zilly, Steck, Sarff, Workman, B<~hler, May, Chapman. Absent: None. MINUTES OF JULY 15 MEETING. Motion by Alderman Zilly, second by Alderman Sarff, the minutes of July 15 be acc~epted and placed on file. Voice vote, motion carried. COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. Bob Stark of Crawford, Murphy & Tilly informed the cc~uncil of the total project cost and anticipated grants fcr all 5 Canton Projects as of July 31, 1986, being revised on August 1, 1986. Several pieces of equipment named by Heinz were different from what was specified. CM&T has met with Q Heinz Construction, and have indicated which pieces of ~ equipment are unacceptable, which may be acceptable, and ~ which require additional information before an evaluation = can be made. The Contractor was told that all eguipment will have to meet the performance and functional [n requirements defined in the specifications. a As indicated above, the project was bid both with and without the tertiary filters. The Illinois Environmental Protection Agency (IEPA) has indicated that it may be possible to defer the filters to a later date if sufficient funds are not available to construct the entire project. The disadvantage is that grant money may not be available, and the city could be responsible for the total cost of the filters, if they were constructed at a later time. Crawford, Murphy & Tilly recommends that the city put the filters in right now and take the 65~ grant. It is CM&T's recommendation that the contract for construction of Project 3- Westside Sewage Treatment Plant Improvements, be awarded to Heinz Construction Inc., of Peoria, Illinois. It is further recommended that the contract award be contingent upon the following: a) Approval of the award by the EPA; b) Receipt of 70o grant from IEPA for the eligible portions of all five (5) projects; if this falls thru it gives you and out to come back and release certain portions of the project that could possibly be done later or taken care of some other way. c) The tentative approval of major equipment items ' by the Engineer, are subject to satisfying the specification requirements for the equipment items. Alderman Workman asked what a Tertiary Filter is? Bob Stark offered an explanation, its a bed of sand, and the water comes from the Treatment Plant. It filters thru the sand and takes out the remaining particles that may not have been filtered and pulls them out. Mayor Edwards recommended to Bob that CM&T use all the local labor workers they can. 58 CONTINUED Au~ust 5, 1986 Motion by Alderman Sarff, second by Alderman Kovachevich, to accept CM&T's recommendation to award the contract to Heinz Construction as to the provisions set fol~th in CM&T's letter dated August 4, 1986. I will be selecting a public works "Employee of the Month.° They'll receive a day off with pay, $40 for meals and zeceive a recognition button for_the honor selecte~, as the "Employee of the Year.° Mayor Edwards said we should also recognize longevity. COMMITTEE REPORTS: Public Safety & Traffic. Council Action None. Streets & Garbage Council Action Motion by Alderman Workman, second by Alderman May, the expenditure of $828.00 be approved for cost of repairs to the street sweeper radiator core. Roll call. Public Works, Water & Sewer. Council Action Motion by Alderman May, second by Alderman Workm~n, to purchase 500 feet of hose for the sewer jetter at a total cost of $9A0. Roll call. AYES - Aldermen Kovachevich, Zilly, Steck, Sarff, Workman, Bohler, May, Chapman. NAYS - None. Motion carried. 8 AYES 0 NAYS 0 ABSENT. COMMUNICATIONS FROM MAYOR EDWARDS. This is the second year for broadcasting the council meetings. Mike C'onklin donates all the equipment and his time, pays for everything but the tapes. The mayor said he was pleased that Mike has this kind of interest. Mayor Edwards wants the committee to consider that when we dispose of one of our cars, to give it to Mike C'onklin to have for his video equipment. ` Mayor Edwards said he noticed the bid for demoliti on of the house at 54 W. Maple was referred back to the Legal & Ordinance committee. He said he has received very strong complaints on this property. 59 CONTINUED August 5, 1986 Motion by Alderman Sarff, second by Alderman Bohler, the bids for demolition of the house at 54 West Maple be placed on the agenda. Voice vote, motion carried. Cliff Sagaser City Engineer recommended awarding the bid ' to Stambaugh & Sons for $1,840. ' Alderman Sarff asked that when we tear down the house do we put a lien on the property? Is there any alternative ' to that? Jim Malmgren City Attorney responded by saying that the court order itself inerely authorizes the destruction of , the house. Will file a lien after the destruction and ! improvements. And then in 2 years you have to decide ~ whether your going to foreclose the lien or, rather still ' hope that the lot is sold. And if that's the case than Q the lien would have to be paid off and clear up title. ~ Two years is a limitation period. Its within those 2 ~ years. = Motion by Alderman Bohler, second by Alderman Workman, , m to accept the bid of Stambaugh & Sons in the amount of a $1,840 for demolition of the house at 54 West Maple. We spend to much time in getting them cut when we should be talking about finding the owners. Woody Gilpin City Health Officer said the worse problem is when the owner moves out of state and the property has not yet been taken over by the financial institution. The mower we agreed to purchase with Enterprise funds has been denied by the State of Illinois. Motion by Alderman Sarff, second by Alderman Workman, to pay for the mower purchased from Top Dollar. Discussion. Mayor Edwards said the mower could possibly be paid out of the Public Benefit Funds. Mayor Edwards said if you use Public Benefit Funds we have to pass a resolution declaring the benefit. There is some indications they may have a company or maybe 2 companies wanting to use IPR's raw products. And possibly looking at this area to put a small factory next to IPR. If your wanting to attend the Illinois Municipal League Convention notify the city clerk. OLD BUSINESS: None. so CONTINUED August 5, 1986 NEW BUSINESS. RESOLUTION - APPROVING AN "UNDERGROUND SUBSTANCE TESTING LICENSE" BETWEEN THE CITY AND THE CENTRAL ILLINOIS PUBLIC SERVICE COMPANY (CIPS). First reading, read by title. Donald Richardson Water Quality Engineer of the Springfield office of CIPS spoke before the council and gave a brief history. Production of gas from coal at the Canton Plant site began by Peoples Gas, Light & Coke Co. between 1878 and 1890, following that company's incorporation on May 27, 1878. In 1923, the successor to Peoples Gas & Electric Co.--Canton Gas & Electric transferred its assets to the Middle West Power Company (a holding company); later that year, Middle West consolidated with CIPS. CIPS continued manufacturing gas at the site until ceasing production in 1930. In 1945 CIPS sold the gas plant site to a Mr. Su1:livan, who subsequently sold it to the. City of Canton. Th~ City currently operates a garage and maintenance facility on. the tract. CIPS, in cooperation with personnel from Environmental Science, Inc. and Hanson Engineers, Inc., has recently completed an informational study of the plant site and surrounding area. Based on the findings of the iforma~tional study, CIPS will be conducting a detailed assessment of the site. We would like now to come back in and do a full scale investigation of the site. Which would consist of groundwater monitoring wells and soil borings of the area. At the beginning we believed there were no active wells in the areas. Since that time we have found out there may be two wells being used. We'd like to test those as soon as we can make arranqements to make sure that there is no contamination in someone's drinking water. The Illinois EPA is working closely with CIPS on. this issue. The Illinois Department of Public Health also has had access to all information. CIPS is responding in a prompt and responsible manner. We know of no human health concens for there are no know drinking water wells currently in the area. If an environmental or public health problem is identified, it will be dealt with appropriately. Mayor Edwards and Cliff Sagaser both have a book about the site. Several questions were asked, but Mr, Richardson said he could not answer any of them until a full investigation is made. ~ Mr. Richardson reported that their consultants are working on a detailed plan and hopefully it will be ready in about a month. 61 CONTINUED August 5, 1986 Testing will begin sometime in October, and the results probably early next spring. Jim Malmgren City Attorney said the Underground Testing License should be amended as recommended by the city , engineer. The amendment is on page 2 and numerical paragraph 2 the last full sentence has been deleted. Motion by Alderman Sarff, second by Alderman Chapman, , the resolution as amended be adopted. Roll call. ORDINANCE - FOR THE LEVY AND ASSESSMENT OF TAXES FOR CORPORATE PURPOSES OF THE CITY OF CANTON, BEGINNING MAY 1, 1986 AND ENDING APRIl 30, 1987. First reading, read O by title. ~ ORDINANCE - ADOPTING AMENDMENTS TO THE CITY OF CANTON'S ~ ZONING MAP AND APPROVING AN AMENDED ZONING MAP. First = reading, read by title. Mayor Edwards said it is now ready m for a public hearing. Q Motion by Alderman Sarff, second by Alderman Steck to refer the ordinance and map to the Planning & Zoning Commission for a public hearing on September 8 and then referred to the council meeting of September 16. Voice vote, motion carried. The corrections made to the map were Alderman May's building on East Chestnut Street was in the wrong area. Directly East on the corner of Olive and N. Main there were 2 houses listed as R-4, before 1976 they were B-2. The area around them is B-2. They have been changed back to B-2. Jim Malmgren City Attorney said this map would superceed the zoning map which you adopted in November of 1976. So what you see there should be an accurate depiction not only of present zoning but also present city boundaries. With the one exception at the S.E. corner of Main & Olive, those zoning changes have been made by the staff. ADJOURNMENT: Motion by Alderman Kovachevich, second by Alderman Sarff, to adjourn.
